Filter Replacement and Hangar Cleaning

Q&A
Q: 2.1.1 – Given the system requires exhaust filters with a flow of 522 CFM and a filter velocity of 186 FPM why can’t an alternate brand filter be provided which meets the same form, fit, function and performance requirements?
A: If filters meet all requirements outlined in the work statement to include but not limited to the required MRVE rating, shape/form/fit, etc. this is acceptable. The part numbers provided were for reference to outline specifications needed.
Q: 2.1.1 – Is the vendor required to perform the Test and Balance (TAB) testing in performance of this contract or will the Govt. be performing the TAB?
A: The vendor will be required to perform the Test and Balance testing.
Q: 2.1.1 – Please clarify what “certification” is being required. Is the vendor only required to certify that measurements taken during TAB are true and accurate? If a professional certification is required, please specify what type of certification is being required?
A: For clarification, the vendor is required to certify the measurements taken during the TAB are true and accurate following the filter replacement. If measurements are not within required specifications, vendor is not required to perform maintenance action on the hangar’s ventilation mechanical system.
Q: 2.1.1 – Y0 states to replace Stages 1, 2 and 3 exhaust filters. Appendix D says Y0 also requires replacement of the Supply Air Intake filters. Please confirm if Supply Air Intake filters are to be replaced in Y0 or not?
A: Yes, all filters to include supply air and supply exhaust require replacement to ensure they meet the correct specifications which the currently do not.
Q: 2.1.1.2 – Please specify the quantity of each filter required to be on-site for “spot” replacement.
A: Please provide 5% of each style filter required for “spot” replacements.
Q: 2.1.3 – Hangar floor cleaning – Is the cleaning intended to eliminate hexavalent chromium, or is the cleaning a “janitorial cleaning” intended for removal of dirt and grease?
A: The cleaning is intended to remove all dirt, grease, dust and debris created from the action of replacing the filters. The end-user does not expect the hangar to be completely decontaminated for hexavalent chromium.
Q: 2.1.3 – During cleaning, please confirm that cleaning will be performed on major surfaces only, and that the Govt. will be responsible for removal of personal items, protection of sensitive equipment, general janitorial cleaning of non-hangar related items, etc.
A: The cleaning is intended to remove all dirt, grease, dust and debris created from the action of replacing the filters. The government does not expect the hangar to be completely decontaminated for hexavalent chromium. The government does not expect vendor to be responsible for cleaning government assets or personal items which will be removed from the working area to the maximum extent possible on site arrival.
Q: 2.1.3 – Please identify the make/model of light fixtures.
A: GE Ecolux F3T6 SPP35 ECO are the bulbs used, we were unable to locate any data for the ballasts but there are no maintenance concerns with those.
Q: 2.2 – Please provide listing of paints applied within this paint hangar. Alternatively, please identify any hazardous materials contained within the paints being applied for evaluation of proper management and disposal.
A: Polyurethane Type I and Type IV topcoat, Hexavalent Chromium primer, AS108 Rain Erosion.
Q: 2.2 – Disposal – Please confirm that used filters that fall under “spot” replacement section will be disposed of by the government and will not be the responsibility of the vendor?
A: The government will be responsible for disposal of filters replaced during “spot” replacement actions.
Q: 2.2 – Disposal – Is the SOW requirement that the vendor “performs” testing of the filters to determine if they are RCRA hazardous, or can the vendor assume that all filters are RCRA hazardous and simply provide the disposal plan?
A: All filters can be assumed to be RCRA hazardous on the exhaust side of the filter wall.
The supply wall should be tested to confirm RCRA hazard status.
Q: 2.2 – Disposal – Assuming the filters are already RCRA hazardous can the Government specify the minimum disposal requirements that must be complied with?
A: The vendor will assume responsibility for the entire disposal process of the filter wall maintenance and must ensure they meet all federal, state, and local environmental and occupational regulations and laws.
Q: 2.2 – Is there a reason why the base hazardous waste stream cannot be used for the filter disposal?
A: McConnell AFB’s hazardous waste stream cannot support the filter disposal due to significant large volume of waste being disposed of.
Q: 2.2 – Can the base hazardous waste stream be used for disposal of Hangar cleaning by-products (rags, mop/floor cleaning fluids, etc.)?
A: The vendor should assume they will be responsible for all disposal of hazardous waste involved in the project. Smaller items (rags, mop heads, disposable protective equipment) may be disposed with the local waste stream on a case-by-case basis at discretion of the end-user.
Q: Appendix B – Please confirm the vendor is required to follow the requirements of Appendix B
A: Yes.
Q: Appendix B – Is Hangar 1124 considered a “Regulated Area” for purposes of this filter replacement service?
A: The hangar floor where filter replacement will take place is considered a regulated area.
However, to clarify, there are areas in Building 1124 that are considered unregulated areas where contamination control procedures must take place to ensure contamination is not spread to those areas of the building.
Q: Appendix B 4.1 – Will vendor employees be required to wear protective clothing for this service as specified in Appendix B?
A: Yes. The hazards in the regulated area will require the vendors to wear the same protective equipment outlined by our Bioenvironmental Engineering office. This entails Tyvek suits, Tyvek boot covers, nitrile gloves, and full-face respiratory equipment.
Q: Appendix B 4.1 – Will the Govt. provide change rooms and storage facilities for the Vendor technicians as specified in Appendix B?
A: Yes.
Q: Appendix B 4.1.1.6 – Will the Govt. provide HEPA vacuums, respirators, washer for dirty clothes, etc. as required by Appendix B?
A: The vendor will be responsible for providing these required items for maintenance performed.
