About this file
This is Amendment 0002 to solicitation FA462026QA258, issued by the 92nd Contracting Squadron at Fairchild Air Force Base, Washington, effective May 18, 2026. The amendment addresses contractor questions and provides revised documents for the installation of two new Tactical Rack Shelving sections (Ban Air Independent Adjustable Racking System or IARS) to replace damaged sections in Building 2447. The racking system consists of 40 pallet location shelves arranged in 5 rows high with 8 horizontal rows each, with a weight capacity of 2,500 pounds per shelf and a total structural load capacity of 100,000 pounds per system. The shelves must be flexible and adjustable with forklift tine slots to allow height changes without unbolting or removing clips.
The contractor shall provide all labor, tools, parts, transportation, and supervision necessary for complete installation within 60 days after receipt of order (ARO). The government will prepare the site by removing property currently on the shelves and surrounding areas but will not provide material handling equipment; the contractor is responsible for all equipment including forklifts. The contractor must detach and reattach fire suppression support cables without requiring third-party certification, dispose of the two existing damaged sections off-base at contractor expense, and comply with site security requirements for the controlled area, including daily sign-in/sign-out procedures. The amendment includes responses to 11 contractor questions clarifying specifications, quantities, completion timelines, and government responsibilities, and replaces the previous Statement of Work and Combined Synopsis/Solicitation document with revised versions. Quotes are valid for 140 calendar days through September 30, 2026, with notation that funds are not presently available.

SUMMARY OF CHANGES
The purpose of this Amendment is to: provide responses to questions submitted by prospective contractors and provide a revised combo document.
1. Responses to Contractor Questions All questions and answers are provided below.
Q1: We are seeking clarification on the racking system specifications:
Q1.1: Number of shelf levels and their elevations A1.1: There are 40 pallet location shelves that fill 5 rows high with 8 horizonal rows each. The pallet shelves must be flexible to change height without having to unbolt or remove clips. The pallet shelves must have forklift tine slots allowing for easy adjustments to change height of pallet location shelves.
Refer to amended Salient Characteristics, Number 11.
Q1.2: Load capacity per level A1.2: Refer to Appendix A Salient Characteristics number eight. Weight Capacity per shelf, 2,500 LBS.
Q1.3: Structural/load charts for the system A1.3: 100,000 per Tactical Rack System (IARS)
Q1.4: Slab thickness and floor load capacity A1.4: The current Tactical Rack System is already anchored to the slab. The slab is at least 6” thick. The floor load capacity is unavailable.
Q1.5: Any available structural drawings or as-built details A1.5: Refer to amended SOW appendix B for additional drawings.
Q2: The CLIN provided in the Combined Synopsis/Solicitation document requests QTY 1 of a
"Tactical Rack Shelving System" for Bldg. 2447. This appears to be different than the product shown in Appendix A of the Statement of Work which requests QTY 2 of BANAIR's Independent Adjustable Racking System (IARS). Could you please clarify the requested product and quantities you would like delivered and installed as part of this opportunity?
A2: The requirement is for two Ban Air Independent Adjustable Racking sections to replace the damaged sections in the current system. CLIN 0001 has been updated to the following. The contractor shall provide all labor, tools, parts, transportation, and supervision necessary to install two new Tactical Rack Shelving sections into the existing Tactical Rack System (IARS), IAW the attached Statement of Work. Refer to the revised Combo document.
Q3: There is a conflict regarding the required completion date. The Statement of Work (SOW) Section 5 specifies completion within 60 days ARO, while the Solicitation’s Delivery Information table (page 2) lists 30 days ADC. Could you please clarify which performance period takes precedence? (Source: SOW Page 2; RFQ Page 2)
A3: The delivery and installation date is 60 Days ARO. Refer to the revised Combo document.
Q4: The SOW (Section 2) and Appendix A specify the procurement of two (2) replacement IARS sections.
However, CLIN 0001 in the Solicitation lists a quantity of 1 EA. Can you confirm that CLIN 0001 is intended to encompass both sections described in the SOW as a single "system"? (Source: SOW Page 2;
RFQ Page 3)
Amendment 0002 Page 3
A4: The requirement is for two Ban Air Independent Adjustable Racking sections to replace the damaged sections in the current system.
Q5: The SOW (Appendix A, Item 10) requires the contractor to detach and reattach fire suppression support cables to the new racking system. Does the government require the contractor to provide a third-party certification of the fire suppression system's integrity after this move, or is the requirement limited strictly to the physical re-attachment of the cables? (Source: SOW Appendix A)
A5: No additional third-party certification is required. Only the physical reattachment of the cables as described in the SOW.
Q6: The SOW requires the contractor to "dispose of" two existing sections. Is there an on-base disposal or recycling point available for these materials, or is the contractor responsible for complete removal and off-base disposal? (Source: SOW Section 2)
A6: The contractor is responsible for complete removal and off-base disposal. There are no on-base disposal or recycling facilities for the contractor to utilize.
Q7: The solicitation currently states that funds are not presently available (FAR 52.232-18). Does the government have an estimated timeline for when funding is expected to be secured, and will this affect the 140-day quote validity requirement? (Source: RFQ Page 6)
A7: The period of acceptance of 140 calendar days ensures quotes are valid until 30 September 2026. There is no estimated time when funding may become available before that date.
Q8: Could you please confirm the required timeline and whether it applies to delivery only or full installation?
A8: The delivery and installation date is 60 Days ARO. Refer to the revised Combo document.
Q9: Are there any specific constraints related to anchoring, site conditions, or work area preparation that offerors should consider?
A9: Refer to SOW for additional site security requirements. The area is considered a Controlled area; workers will need to be signed in and out daily and doors can’t be left open and unattended. Roll-up doors.
Q10: Will the Government provide any assistance such as:
Q10.1: Site preparation or clearing?
A10.1: The government will prepare the site by removing any property currently on the shelving and in the surrounding areas.
Q10.2: Material handling equipment (ex. Forklifts)?
A10.2: The contractor shall provide all labor, tools, parts, transportation, and supervision necessary to install two new Tactical Rack Shelving sections into the existing Tactical Rack System (IARS), IAW the attached Statement of Work. Refer to the revised Combo document.
Q10.3: Support for fire suppression system reconnection A10.3: Awardee will be responsible for hooking the cable to the inner rack on both ends.
Amendment 0002 Page 4
Q11: I don't see any photos of the 'specific damage' on the independent racking bays we would be tearing down and replacing, do you have any detailed photos of the damage? This particular racking system comes in different components, for example, we may not have to replace the cross-support struts or the yellow shelving units, only needing buy and replace the columns of the uprights.
A11: The current racks are not aligned correctly and leave a gap. When weight is placed on the shelving pieces the hooking mechanics do not engage correctly and this has caused damage. Some of the damaged shelves have been removed and disposed of. The racks and hooks have sustained damage as a result and photos are provided in SOW appendix A.
2. Revised Statement of Work Attach. 1: SOW is hereby replaced with Attach.1: SOW (REV1). Attach. 1: SOW (REV1) supersedes and replaces all previous versions of the SOW.
3. Revised COMBO 26QA258 COMBO is hereby replaced with 26QA258 COMBO (REV1). 26QA258 COMBO (REV1) supersedes and replaces all previous versions of the COMBO.
All other items remain unchanged.
Fill out blocks 15a, 15b, and 15c and provide a copy with your proposal.
