About this file
This is Amendment 0001 to the solicitation FA462026QA206 issued by the 92nd Contracting Squadron at Fairchild Air Force Base, Washington, effective February 18, 2026. The amendment is directed to all offerors and does not extend the offer receipt deadline. Offerors must acknowledge receipt of this amendment prior to the original deadline through one of three methods: completing and returning the amendment form, acknowledging receipt on each offer copy, or submitting a separate letter or telegram referencing the solicitation and amendment numbers. Failure to acknowledge receipt may result in rejection of the offer.
The amendment publishes seven questions and answers addressing evaluation criteria, qualified systems, window and door requirements, paint color specifications, and alternate bid submissions. Key clarifications include: quotes will be evaluated by price and Small Business SPRS status per DFARS 252.204-7024; systems not specifically listed in original salient characteristics may still be considered if they meet requirements and are registered as small businesses in SAM.gov; windows are no longer required but if offered cannot have open spaces; lite breach doors are required; multiple alternate bids are permitted; wall systems are for indoor use only and do not require pressure treatment; and panel colors must match industrial or prison style façade in natural brown, dark grey, or black. The amendment requires incorporation of the revised Salient Characteristics Rev 01 and mandates that offerors complete and include blocks 15a, 15b, and 15c with their proposals.

SUMMARY OF CHANGES
The purpose of this Amendment is to:
1. Publish questions and answers as follows:
Q1: Will this be awarded to the lowest bidder?
A1: Please refer to the solicitation. All quotes will be evaluated by Price and SPRS IAW DFARS 252.204-7024.
Q2: It was noted that the salient characteristics list systems with SKU numbers that met required qualifications. This company’s system meets the qualifications but was not listed on the salient characteristics as an option. Are we still candidates for selection?
A2: The systems listed in the solicitation were examples and as long as your system meets the Salient Characteristics and they are registered in SAM.gov as a small business, they will be considered for evaluation. We have removed the example/options parts list from the Salient Characteristics to reduce confusion.
Q3: Are windows required to include a clear panel such as polycarbonate, or can a window be an opening in the wall system?
A3: Windows are no longer required, however, if offered, there cannot be an open space on the panel.
Open space must be covered and unable to be opened. Please refer to revised Salient Characteristics.
Q4: One of the referenced kits includes 4 qty lite breach doors. Please confirm if this is a desired item or not.
A4: Lite breach doors are required. Please refer to revised Salient Characteristics.
Q5: May we supply one or two alternate bids to address the range of doors and windows?
A5: Yes, various quotes can be submitted to address range of doors and windows.
Q6: The salient characteristics describe that the walls will be used "primarily indoors, but need to be suitable for outdoor and indoor use." We provide two options for our walls, one is pressure-treated and the other is standard. Pressure treated is preferred for outdoor use. Would you like estimates for both?
A6: The wall system will be used indoors only and will not require pressure treatment. Please refer to revised Salient Characteristics.
Q7: This company offers a painted wall option; do you want the walls painted?
A7: Panel Color should match an industrial or prison style façade. Acceptable colors include natural brown, dark grey, or black. Please refer to revised Salient Characteristics.
2. Incorporate the attached revised Salient Characteristics titled “Attach. 1: Salient Characteristics Rev 01”.
Fill out blocks 15a, 15b, and 15c and provide a copy with your proposal.
