About this file
This is Standard Form 30, Amendment 0001 to solicitation FA462026QA201, issued by the 92nd Contracting Squadron at Fairchild Air Force Base, Washington on February 23, 2026. The amendment publishes eight questions and answers addressing clarifications to the flooring procurement requirement.
The solicitation seeks Brand Name or Equal to Diamond Fitness Systems Survivor Interlock Tiles, model #10SIT12, for indoor use at Building 1207. This is a new requirement with no incumbent contractor. The Government will not accept alternative products such as the Ecore Performance Rally Tile; offerings must meet the salient characteristics of the specified model. Delivery is required Monday through Friday between 0900-1500 hours, with coordination through designated Government Points of Contact for base access and unloading via garage door access into the building. The requirement is material-only with no installation included; contractors should provide firm-fixed price quotes encapsulating all necessary costs without including waste factors or installation labor. A primary and alternate Government POC will be provided after contract award to coordinate delivery logistics. Offerors must acknowledge receipt of this amendment prior to the solicitation deadline and are required to fill out blocks 15a, 15b, and 15c and provide a completed copy with their proposal.

SUMMARY OF CHANGES
The purpose of this Amendment is to publish questions and answers as follows:
Q1: Is there any incumbent contractor that performed this work in the past?
A1: This is a new requirement with no incumbent contractor.
Q2: Is the flooring expected to be used primarily indoors, or will a portion be exposed to outdoor conditions (e.g., covered but open-air environments)?
A2: The flooring will be used indoors.
Q3: Are there preferred delivery days or hours for receipt at Building 1207 to coordinate base access and unloading?
A3: Monday-Friday 0900-1500, coordination is required and can be performed through the designated Government POCs. There is garage door access into the building to unload, and items will need to be delivered inside the building.
Q4: Will the Government provide a point of contact for delivery coordination, including base access procedures for commercial freight carriers?
A4: Yes, a primary and alternate Government POC will be provided. Base access for delivery will be coordinated with designated Government POCs after contract award.
Q5: Does the Government anticipate issuing any amendments or clarifications prior to the quote due date?
A5: Amendments/clarifications will be published as questions are submitted. Otherwise, no further amendments beyond the question deadline should be published.
Q6: Would you accept the Ecore Performance Rally Tile (14.5mm)? Specifically, the 23” × 23” interlocking tile in the Grippin Gray 20 color.
A6: The requirement asks for Brand Name or Equal to Diamond Fitness Systems Survivor Interlock Tiles, model #10SIT12. Any products offered must meet the salient characteristics and will not be changed at this time.
Q7: For flooring projects, we typically include a 5–10% waste factor to account for cuts, installation methods, and room layout. Would you prefer that we include a standard waste allowance, or estimate material quantities as close to 0% waste as possible?
A7: This requirement does not require any installation. Please provide a quote that encapsulates all necessary costs, as a firm-fixed price contract will be awarded.
Q8: Should installation be included as part of our bid, or will this project be material-only (drop ship) with installation handled by others?
A8: This requirement does not require any installation. Installation will be handled by others.
Fill out blocks 15a, 15b, and 15c and provide a copy with your proposal.
