About this file
This document is a Salient Characteristics file for a DAMAS 26K Airlift Modular Approach Shoring System solicitation by the 92d Contracting Squadron at Fairchild Air Force Base. The requirement is for two sets of shoring equipment capable of handling self-propelled vehicles, towed trailers, and other items for upload/download of rolling stock from military aircraft (C-130, C-17, and C-5) within a two-hour period. The system must meet specific technical requirements, including a 26,000 lbs maximum single axle rating, compatibility with multiple aircraft types, and components fabricated in AWS-certified welding shops.
The solicitation details seven specific component requirements: 20 Ramp Sections, 8 Ramp Pads, 8 adjustable height stands (in two height ranges), 4 Wedges, 4 Lead-ups, and 2 storage/shipping containers with side access and open top. Each component has precise specifications for dimensions, load ratings, and construction, with emphasis on preventing metal-to-metal contact with aircraft surfaces and meeting international shipping and agricultural standards. The equipment must be modular, have high-traction surfaces, and include safety features like tethered pins to prevent foreign object damage on military flightlines.

SALIENT CHARACTERISTICS
FOR
DAMAS 26K or Equal Airlift Modular Approach
Shoring System
July 2025

Attach. 1 - Salient Characteristics (Amend 03)
Salient Characteristics For
DAMAS 26K or Equal Airlift Modular Approach Shoring System Fairchild AFB, WA
1. BACKGROUND: Fairchild Air Force Base has a cargo movement terminal and performs essential duties relating to the transportation of palletized and non-palletized rolling stock cargo. One essential function is the upload and download of Rolling Stock (self-propelled and non-self-propelled vehicles) from both military and contracted commercial cargo aircraft. The cargo movement terminal must be able to upload/download rolling stock from two (2) aircraft within two (2) hour period.
2. OBJECTIVES: Perform essential cargo upload/download for two (2) aircraft within two (2) hours by utilizing the 26K DAMAS Modular Aircraft Approach Shoring or an equal system that meets the same capabilities. The Modular Approach shoring must meet a over ramp 5 Leg system for C130, C17, and C5 military aircraft. Must have a storage/shipping container with side access and open top.
3. REQUIREMENTS: The contractor shall provide two sets of shoring equipment with the following salient characteristics and at the quantities specified in paragraph 4:
Shall be capable of handling self-propelled vehicles, towed trailers, and other items winched into the aircraft or ship, with a minimum tire diameter of 24”.
The system shall be compatible with C-130, C17 & C5 aircraft.
When under a full vehicle axle load, no pressures on aircraft cargo floor or cargo ramp shall exceed 50 pounds per square inch.
Each left/right ramp component assembly shall be rated at 26,000 lbs. maximum single axle, (94” Long, 36" wide, no thicker than 4”, two Stainless Steel carry handles on each side).
All stands will be equipped with two Steel Rods (used to pin components together)
The shoring assembly will have a top surface composed of self-cleaning high-traction rungs.
The shoring system will be modular, with the capability to be assembled into various lengths and heights, depending on the components available.
All components that come into contact with the aircraft/ship cargo floor or cargo door shall have smooth belting bonded securely to the base (e.g. Wedges, Ramp Pads, and Stands).
All components shall be ATTLA certified for use as approach shoring and approved for transporting.
NO shoring component shall be subject to DoD Manual 4140.65-M (Issue, Use, and Disposal of Wood Packaging), and shall be compliant with the International Standards for Phytosanitary Measures (ISPM), United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS) Plant Protection and Quarantine (PPQ) program, and the International Plant Protection Convention (IPPC).
The shoring system shall be rated for no more than 50% of failure strength (at least 2 to 1 safety factor)
Each DAMAS, and sub-component, will be fabricated in a shop certified by the American Welding Society (AWS). All welding will be accomplished only by welders certified by the American Welding Society (AWS).
Hitch Pins, Lynch Pins, Hitch Pin Clips, and Retaining Clips will be tethered to prevent FOD on military flightline or tarmac.
4. INDIVIDUAL COMPONENTS CHARACTERISTICS:
Quantities are listed as a total number for each of the 7 components. One set of shoring equipment is 10 Ramp Sections, 4 Ramp Pads, 8 adjustable stands (4 for each height range), 2 wedges, 2 lead-ups, and 1 container. The quote shall be for a total of two (2) sets of shoring equipment.
