About this file
This Standard Form 30 Amendment 02 provides clarifications and answers to vendor questions for a solicitation (FA462025QA960) for two man-lift hoist recovery systems to be installed at Fairchild Air Force Base. The amendment addresses specific technical inquiries about the existing hoist infrastructure, including cage dimensions (21"W x 21"L x 31"T), power requirements (60A per hoist), and installation details. Key requirements include a remote control with at least 30 feet of cable, ability to raise and lower students on a forest penetrator for helicopter rescue simulation, and compatibility with existing mounting points.
The document includes six supporting images showing technical details such as hoist cable attachment, power supply box, crane disconnect switches, power supply cord, hoist cage with mounting points, and the previous wire winder. Vendors are instructed to utilize the provided images to ensure their quoted systems can be properly installed and meet the salient characteristics. The amendment emphasizes that while the new hoist system does not need to exactly match the previous configuration, it must accomplish the same operational requirements. Offerors are required to complete boxes 15a and 15b and return a copy of the amendment with their quotes.

Amendment 02 Page 2
SUMMARY OF CHANGES
The purpose of this amendment is to:
1. Provide answers to questions proposed by interested vendors.
Q1: Are the hoists installed inside a cage against the wall? Do you have any pictures showing how the previous hoists were installed?
A1: Yes, the hoist was installed inside a cage against the wall. Please see Image 5 below for the cage in which the hoist was installed. Pictured also are some of the brackets with which the old hoist was installed. The government does not have any pictures that show how the previous hoist was installed.
Q2: There is a pendant remote control (yellow thing and black cable at bottom of hoist cage). If the hoists are operated remotely, they would require a remote control like that one. Please confirm what length of remote cable would be needed for the hoists.
A2: A remote with at least 30 feet of cable must be provided with the quoted hoist system.
Q3: What are the dimensions of those two hoist cages against the wall?
A3: 21"W x 21"L x 31"T inside
Q4: Do the hoist cages have a two-bolt connection point at the bottom? This would be the connection point for the hoists and should have two 9/16" diameter holes spaced 1.25" from center to center (standard spacing & size for personnel rated hoists).
A4: Offerors shall utilize the provided images to determine if the mounting points shown are sufficient to support quoted designs. All offerors shall ensure quotes are sufficient to support delivery and installation of their quoted system in full.
Q5: What are the hoists raising and lowering and do you have any pictures showing how the suspension cable connects to whatever that is?
A5: The hoists will be raising and lowering students on a forest penetrator to simulate a helicopter rescue hoist.
See image 1 below to see how the cable was rigged on the previous simulators.
Unfortunately, we do not have a photo with the forest penetrator, but I have added a photo of the hoist cable attachment.
As a reminder, the hoist system being provided can be brand name or equal IAW the salient characteristics so long as all are met. The quoted hoist system does not have to match the previous system so long as it accomplishes the same requirements.
Q6: Did the previous hoists just coil the suspension cable within those cages or is there a separate wire winder?
A6: The previous hoist appears to have a separate wire winder. See Image 6 below for the previous wire winder, which was stored in the cage with the rest of the hoist system.
Amendment 02 Page 3
Q7: Is there currently a mount in place to install the XE500P? If not, will the contractor be required to provide the equipment and ability to install the mount?
A7: Offerors shall utilize the provided images to determine if the mounting points shown are sufficient to support quoted designs. All offerors shall ensure quotes are sufficient to support delivery and installation of their quoted system in full.
Q8: What kind of access is there or would be required to gain access to the location where the mounting would need to be?
A8: Site access will be coordinated with the 22d TRS post-award. See the floor plan and associated images in Attach. 1 – Salient Characteristics. Offerors shall be prepared to install system components on both the ground and suspended from ceiling supports as depicted in the salient characteristics.
Q9: Is there currently the required electrical wiring at the mounting location or would electrical wiring need to be brought in?
A9: There is currently power to the mounting location. 60A for each hoist however, offerors shall provide all materials, parts, tools, and labor necessary to complete the installation IAW the salient characteristics.
All other terms and conditions remain the same. Offerors complete boxes 15a and 15b and return a copy of this amendment with quotes.
