About this file

This document is an Amendment (Amendment 0003) to Solicitation FA462025QA940 for a Fiber Optic Cable Installation project at Fairchild Air Force Base. The amendment primarily addresses potential offerors' questions, providing clarifications about technical specifications and project requirements, including confirmation that the project will be a one-time firm fixed price contract. Key clarifications include: armored fiber is not required since installation will be in ducting, contractors must follow the attached wage determination, contractors will be responsible for providing and installing a backboard and network cabinet in Building 2166, and a wooden backboard of at least 3/4" thickness is needed with a lockable cabinet capable of housing a Juniper EX2300-C-12P switch/UPS and 6-strand fiber optic panel.

The solicitation is a 100% Total Small Business Set Aside issued by the 92nd Contracting Squadron, with a site visit already completed on 16 April 2025 and no additional site visits planned. Contractors are required to provide geospatial data for input into CVC and confirm the usability of existing underground conduit pathways. The amendment confirms a continuous existing conduit pathway between specified buildings and manholes, and instructs offerors to fill out specific blocks on the form and provide a copy with their proposal. The effective date of the amendment is 1 May 2025, and the original solicitation was dated 10 April 2025.

SUMMARY OF CHANGES

The purpose of this Amendment is to answer questions from potential offerors. The following are the Questions from prospective offerors and the government’s answers:

1. Is Armored Fiber preferred/required?

RESPONSE: No, if it was a direct bury then it would need to be armored but since it will be in ducting then it is not required.

2. Will the pricing be based on the prevailing Washington wage?

RESPONSE: A wage determination was attached to the solicitation that must be followed.

3. Does the solicitation require a Basic Agreement or not?

RESPONSE: This will be a one-time firm fixed price contract

4. If a site visit is possible to review the scope of the project between now and the project submission deadline?

RESPONSE: The site visit was held on 16 APRIL 2025. There will be no more site visits held for this solicitation

5. Will we be responsible for providing and installing the backboard and network cabinet in Building 2166?

RESPONSE: Yes

6. If we are providing these, is there a specification for the cabinet manufacturer and sizing? The document only mentions a ¼ size cabinet compatible with existing lockable cabinets.

RESPONSE: Wooden backboard should be at least 3/4” thick and cabinet needs to be lockable, slim enough to fit area and still allow access to generator, and be able to house a Juniper EX2300-C-12P switch/UPS/and 6 strand FOP.

7. What type and size (number of rack units) of fiber panels are needed?

RESPONSE: 6 strand FOP as call for in the SOW

8. Regarding the Geospatial Deliverables described in Section 2.2.13, who will be responsible for this?

RESPONSE: Contractor needs to provide geospatial data for input into CVC

9. Could you please confirm whether all innerducts in the underground pathways are existing and usable?
