About this file
This document is an Amendment (0002) to Solicitation FA462025QA940 for a Fiber Optic Cable Installation project at Fairchild Air Force Base. The amendment extends the offer due date from 29 April 2025 to 12 May 2025 and provides detailed responses to 15 technical questions from potential offerors regarding the installation specifications. Key technical clarifications include confirming existing conduit pathways, specifying LC fiber termination, allowing equivalents for UPS with specified characteristics, and noting that a Juniper network switch must be TAA compliant and model-specific. The project involves fiber optic cable installation between buildings 2166 and 2248, with specific requirements for conduit usage, cable routing, power connections, and equipment placement.
The solicitation is a 100% Total Small Business Set Aside issued by the 92nd Contracting Squadron, with the installation involving network infrastructure components such as switches, fiber optic distribution panels, and UPS systems. Offerors are advised to reference specific paragraphs in the Statement of Work (SOW) for detailed requirements, including waste disposal procedures, storage arrangements, and technical specifications. The amendment includes a reference image of an external conduit box and emphasizes that contractors should carefully review all technical details in the SOW before submitting their proposal.

SUMMARY OF CHANGES
The purpose of this Amendment is to answer questions from potential offerors and to extend the date the offers are due. The following are the Questions from prospective offerors and the government’s answers:
1. Date Offers Due has been changed from 29 April 2025 to 12 May 2025.
2. Per walk we could not walk or measure path, will need confirmation on full path length and that the HH are clear or if we will need to install new runs between existing HH?
RESPONSE: According to the site survey done by the engineer there are conduits between each MH/HH that can be used. Please refer to para 2.2.4.1.3.1 of the SOW for distances
3. Could not confirm that there was room in the conduit going to the end building, it already had a fiber cable going to it?
RESPONSE: It looks like there is room from the box outside (see pic on page 4 for reference) but if not a hole will need to be made.
4. End building needed a “router” will need to confirm what model router is required by base?
RESPONSE: Please refer to para 2.2.5 of the SOW
5. Would any specific model of Splice box be installed?
RESPONSE: Industry standard
6. What does the path from the HH nearest the HUB to the inside of the building look like? Will we be running a conduit in the building?
RESPONSE: No existing pathway from MH-V2 already exists
7. The SOW specifies the installation site include rack-mounted UPS in the cabinet with the switch. For the UPS power, there is a 2-gang outlet beneath the cabinet location, but both outlets are in use. Our rep that was there last week did not notice if there is another outlet nearby. He suggested that we ask if there is an additional outlet nearby or if we would need to add one?
RESPONSE: Another outlet exists approx. 10 feet away so longer power cord will be required
8. In general, what are the procedures for disposal of any Hazmat/water/materials required? Looking for general procedures for waste disposal on Base.
RESPONSE: See para 2.2.6 of the SOW
9. Is there any storage available if we needed to keep small equipment on site? We aren’t thinking that there is anything large that we would need to bring, but thinking general tools for installation.
RESPONSE: 92 CS Plans office will coordinate a storage area for use
Amendment 0002 Page 3
10. The contractor is to provide the Juniper switch in Building 2166, correct?
RESPONSE: See para 2.2.4.1.3.1
11. There is a clear pathway between the buildings; no trenching will need to be done, correct?
RESPONSE: According to engineer survey there are pathways for use between MH/HH specified in he
SOW
12. How far is the network rack from the building penetration in Building 2248?
RESPONSE: About 20 feet
13. We couldn’t locate the conduit in Building 2166 that we will utilize for this effort. Can you please provide a photo of it?
RESPONSE: Conduit with pull string outside the building. See pic for reference
14. Please confirm equivalents are acceptable for the network switch & UPS?
RESPONSE: Network switch needs to be model specified and TAA compliant and UPS just needs to meet specified salient characteristics
15. Are there any conduits in which the contractor needs to install 3x3 geotextile/innerduct?
RESPONSE: All pathways have open cells or innerducts in the duct banks
SOW Section
