Salient Characteristics For
CE Crosswalk Equipment Fairchild AFB, WA
1. BACKGROUND:
This requirement is to procure and deliver crosswalk equipment for the 92 Civil Engineer Squadron at Fairchild AFB. Contractor will provide all equipment and delivery to provide Fairchild AFB with the equipment listed below. The contractor will not be responsible for assembling the crosswalk systems, only for procurement and delivery to Fairchild AFB.
2. OBJECTIVES:
Fairchild AFB requires three complete crosswalk systems to ensure the safety of the base populace and comply with all applicable Federal and Washington State DOT requirements.
3. REQUIREMENTS/PARTS LIST:
The contractor shall provide equipment that completes three crosswalk systems. The salient characteristics of the system overall shall:
Comply with all United States DOD, Federal DOT requirements and Washington state DOT requirements.
All Assemblies must have step by step instructions/manuals for base personnel to follow and have help lines available for assistance of setup and operation during normal business hours for locations.
Blinker sign warning assembly will have one assembly per side of the road (2 assemblies per set). Each assembly shall be visible to both directions of traffic (incoming and opposing).
Activation of pedestrian push button will have the blinker sign controller activate all blinker signs in the crosswalk system simultaneously. The blinker signs shall flash synchronously and then cease operation after a programmable timeout period.
Individual system components provided by the contractor shall, at a minimum, meet the following salient characteristics:
3.1 Controller Cabinet
Solar powered control cabinets with flash controllers & option to have wireless or hardwired transceivers that communicate with each other to activate systems simultaneously
Cabinet will be vented with screening on all vents and drains to prevent foreign matter to include insects from entering
Must include tamper-resistant hinges
The door for the cabinet must have a combination of a door gasket, rain shield, and door geometry to prevent rain intrusion.
Include a removable control panel to which all control circuit components either mount or connect to facilitate maintenance or repairs.
Brackets that fit poles (round) with a 2-3/8” or larger diameter shall be included as standard equipment.
To prevent corrosion, all materials used in the construction or mounting of the control cabinet shall be either aluminum or stainless steel. Anti-vandal mounting hardware shall be available as an option.
System specific information will be visible on the exterior including model number, serial number, date of manufacture, as well as any applicable regulatory compliance information.
3.2 Blinker Sign Controller and Integrated Solar Charger
Controller housing will be a sealed weather resistant cabinet Include integrated constant-current LED drivers with a minimum of two-channel output for driving one or two blinker sign units.
LEDs of blinker sign are required to flash 50 to 60 flashes per minute.
Have multiple programmable function options: Run 24 hours per day, 7 days per week, run from dusk to dawn, run for a programmable time period when activated via switch, button contact closure or when triggered from an external sensor such as a wireless transmitter, radar, presence detector or loop detector with a compatible sensor output, run on a timeclock schedule that is programmed to the controller and determines days of the week and times of the day that the sign flashes.
Provide multiple levels of blinker sign LED brightness through LED drive current control If specified, automatically adjust the blinker sign LED drive current control to optimize brightness for the ambient lighting conditions, automatically adjust the blinker sign LED duty cycle to save battery during nighttime operation.
The blinker sign LED drive outputs reach the full output current as programmed within the duration of the 100ms on-time.
Include an integrated Real Time Clock (RTC) with on-board battery backup.
Have the capability of RS232 communication for programming with Windows-based software.
Be capable of solar charging the system battery, including a completely drained battery pack, automatically provide Low Voltage Disconnect (LVD) to protect batteries when needed, automatically provide Load-Reconnection once battery levels have been restored to an acceptable value.
Inclusion of two General Purpose Inputs and Outputs (GPIO).
Be internally housed in its own IP67 type enclosure, independently replaceable of other control panel components, able to monitor internal temperature.
Operate between the temperatures of -40° to +176°F (-40° to +80°C).
3.3 Blinker Beam Wireless Transceiver
Wireless operation between Crosswalk signs.
Include an integrated functionality for setup, troubleshooting, LED light testing, and battery conditions.
Synchronize the system components to activate the indications within 120msec of one other and remain synchronized throughout the duration of the flash (timeout) cycle.
Shall operate on the license-free ISM band, comply with part 15 of FCC rules, operate from 3.3VDC to 15VDC, be replaceable independently of other components.
3.4 Solar Panel
65W Solar panels or larger Solar Panel shall be constructed of an anodized aluminum frame, high-transmission 1/8" tempered glass, with silicon cells encapsulated in double-layer EVA, and with a white polymer backing.
The Solar Panel shall be able to be affixed to a pole top bracket that allows an adjustable angle to provide maximum insolation exposure
To ensure maximum solar insolation regardless of installation location, the post top mounting system shall provide 360° of rotational direction adjustment and upon installation, must be oriented with the collector facing South.
The solar panel must be IEC61215 and TUV certified. The solar panel shall operate at 12VDC nominal with a maximum output rating of 65 watts.
Below are industry standards for 65-watt panel specs to meet or exceed:
o The solar panel specifications: Overall Size: 25.2" x 25.7" o Maximum power voltage: 18.65 VDC o Maximum power current: 3.77 A o Short circuit current: 3.97 A o Open circuit voltage: 22.66 VDC o Operate from -40° to +194°F (-40° to +90°C)
All solar panel connectors shall conform to Ingress Protection, IP-67 rating, dust proof, and protected from temporary immersion in water up to 1 meter deep for 30 minutes
3.5 Battery
50Ah Battery size minimum, and have capabilities to be expanded with a backup battery
Be housed inside of a Cabinet, be it the controller cabinet or additional housing, to shield the battery from weather and sun exposure.
Have a nominal output voltage of 12 VDC and a capacity of 50Ah.
Be rechargeable type Absorbent Glass Mat. (AGM)
Be sealed and spill-proof.
Battery must be replaceable independently of other components.
Be fused for short circuit protection.
3.6 Blinker LED Sign
All signs must conform to 2009 Federal Highway Administration’s MUTCD section 2A.07 on retro reflectivity and illumination.
Each sign shall have eight or five quantity Daylight-Visible, high power 1-watt LEDs, depending on the sign legend.
Each sign blank material shall be a minimum of 0.080" thick aluminum.
Each sign face shall consist of 3M™ Diamond GradeTM DG3 reflective fluorescent yellow-green or fluorescent yellow or white sheeting, as required.
Sign sheeting shall be applied to the sign blank with a Protective Overlay film to provide an additional layer of graffiti protection.
The blinker sign legend shall be a MUTCD approved.
The LEDs shall be embedded individually into 1" diameter holes around the perimeter of the sign and shall be ultrasonically welded to the sign assembly to provide maximum strength and rigidity.
Each LED shall be sealed and have heat-dissipating plastic enclosure to provide resistance to weather and vibration.
LEDs be wired in parallel electrically so that remaining LEDs continue to flash in the unlikely event of the failure of any individual LED.
Wiring between blinker sign LEDs will provide weather resistance and protection.
Each sign shall have adequate holes for mounting to a pole or post. Optional vandal-resistant fasteners to mount the blinker sign LED sign assembly to a pole or post shall be available.
All exterior labels will be UV-resistant shall be applied to the back of each sign assembly and shall include specific information such as the manufacturer, manufacturer phone number, model number, serial number, date of manufacture and any applicable regulatory compliance information.
3.7 Crosswalk Illuminator
Crosswalk illumination will be visible by both directions of traffic Operate in conjunction with the crosswalk controller and warning devices.
Activate when less than 10 lux of ambient light is present (when activated by a pedestrian).
Provide at least 20 vertical lux at 5 feet for a standard 2 lane crosswalk.
Activate with a .5 second soft start Be housed in its own IP66 type enclosure.
Be made of weather resistant materials (aluminum, stainless steel, plastic).
Be able to be adjusted and aimed both horizontally and vertically Be independently replaceable among other control panel components.
Operate between the temperatures of -40° to +176°F (-40° to +80°C).
3.8 Bulldog Push Button
Bulldog type push buttons on each side of the road
Must be WADOT ADA Compliant
Operate as a normally open (n/o) circuit.
Operate from -30° to +165°F (-34° to +74°C) Provided with all necessary mounting hardware, wiring and associated ADA signage.
3.9 Warning Static Sign
Each static sign face shall be constructed on a 0.080" thick 5052-H32 aluminum and screened onto 3MTM Diamond Grade TM DG3 Reflective sheeting of specified color.
Have MUTCD compliant sign legend, as dictated by the requirements.
Have two holes for mounting to a post or pole.
Includes pole mounting hardware.
3.10 Pole Package
Pole shall be a standard specified outer diameter aluminum pedestal pole.
Pole shall be supplied with one end threaded for easy installation into a pedestal base.
Pole shall be 13’ - 15’ length Schedule 40 pipe raw aluminum as required Pedestal Base shall be TP-358 cast aluminum that mounts on a concrete foundation attached by four internal anchor bolts imbedded in the foundation.
Pedestal Base shall have a large 8.5" square hand hole cover allowing access to the interior.
