About this file
This is Amendment 0001 to solicitation FA462025QA919 for Long Distance Telecommunication Services at Fairchild AFB, WA, issued by the 92nd Contracting Squadron on February 5, 2025. The amendment provides answers to eight questions from potential offerors about the technical requirements.
Key details clarified include: this is a brand new requirement with no incumbent; there are 8,000 active DIDs (Direct Inward Dialing numbers) listed in the SOW; no OCONUS (outside continental US) service is needed; all calls are routed through a central point on base at 110 N. Foulois Ave, Fairchild AFB; and per DoD policy, direct connection to outside SIP is not allowed - an SBC with router/switch must be installed to convert the connection to T-1/PRI for switch entry. The amendment does not extend the proposal due date. Offerors must acknowledge receipt and complete blocks 15a, 15b, and 15c with their proposal submissions.

SUMMARY OF CHANGES
The purpose of this Amendment is to answer questions from potential offerors. The following are the Questions from prospective offerors and the government’s answers:
1. Is this a brand new contract OR if there is (was) an incumbent performing these services.
If not brand new, could you please provide the current / previous contract number?
RESPONSE: For Fairchild AFB, this will be a brand new requirement and there is no previous contract number to utilize for reference.
2. The RFQ states 5000 DIDs. Are all active? If not, how many so we can designate e911 service to each active line.
RESPONSE: There is a total of 8000 DIDs listed in the SOW. All DIDs are active
3. Can we get a historical or expected CONUS traffic minutes? OCONUS?
RESPONSE: We don’t have historical CONUS call minute information at this time. No OCONUS expected.
4. Are you looking for a flat rate for OCONUS?
RESPONSE: OCONUS not needed
5. The PWS > 5.3.1 identifies Bldg com rooms. Is there a central location where ALL calls are routed Outbound, or are each of these buildings independent? That is, will there be TWO SIP trunks for each of the buildings listed in 5.3.1? Or, is there a central point from the base?
RESPONSE: There is a central point on base that all calls are routed through
6. Can we get a complete address for the demarcation points to install the SIP trunks?
RESPONSE: 110 N. Foulois Ave, Fairchild AFB, WA 99011
7. Would you need our SIP trunk lines at all? Or could your equipment route calls to our IP?
RESPONSE: Per DoD policy we are unable to connect directly to an outside SIP. An SBC will need to be installed along with a router/switch to convert the connection to T-1/PRI for entry to our switch
8. Will your local telecom provider route your local/long distance and 911 calls to our SIP IP?
RESPONSE: Unknown at this time
