About this file
This is a Salient Characteristics document for an AVPOL Fuel Management System with Offload Accounting Capability required by Fairchild AFB, WA. The document outlines requirements for a web-based solution to modernize the current inflight refueling mission management system, which is currently limited to Microsoft Access on single desktop computers in each Air Refueling Squadron.
The system requirements include cloud-ready application operating in a .Mil environment, mobile support for DD791 entry and tracking, comprehensive data interfaces with DLA Energy's EEBP & FMD systems, REMIS & GO81 aircraft inventory tables, and financial data systems (CRIS/DEAMS). Key features must include audit compliance capabilities, error detection, automatic identification of transaction anomalies, and workflow coordination tools for DD791 approval by all stakeholders. The solution requires an Authority to Operate (ATO), 24/7 technical support, and includes a 5-year annual subscription with training and user manual provisions. The system must comply with Air Force Instruction 11-253 and enable boom operators to submit inflight refuel data within two days from anywhere in the world, addressing current delays caused by various missions such as exercises, Red Flags, TACC tasked missions and deployments.

SALIENT CHARACTERISTICS
AVPOL Fuel Management System with Offload Accounting Capability
November 2024
Salient Characteristics
For
AVPOL Fuel Management System with Offload Accounting Capability
Fairchild AFB, WA
1. BACKGROUND: A web-based solution is required to streamline and adequately manage the rapidly growing and fast-paced inflight refueling mission of our Super Tanker Wing. Current capability operates solely off of Microsoft Access and is confined to a single desktop computer in each Air Refueling
Squadron. A web-based solution for boom operators to immediately submit their inflight refuel data to the WRDCO office from anywhere and securely on any approved device as well as submit their inflight refuel data while still in flight is an urgent requirement. The capability must be IAW Air Force
Instruction 11-253 for managing purchases of aviation fuel and provide embedded tools such as multi-role support, data imports, and DD791 Inflight Issue Log creation from anywhere in the world.
2. OBJECTIVES: Provide boom operators the capability to securely create/submit their DD791 Inflight
Issue Log data from anywhere in the world through a web-based solution on any approved device without the constraints of completing inputs on one desktop computer back at homestation. IAW Fairchild 01 23-
102, inflight data is required to be submitted by boom operators within two (2) days but is often delayed due to various missions such as exercises, Red Flags, TACC tasked missions and deployments. This causes a loss of accurate and complete inflight data.
3. REQUIREMENTS:
- Cloud-ready application operating in a .Mil environment
- Facilitate audit compliance for fuel reconciliation (AFI 11-253) and monthly memorandum creation/signature
- Detects errors and duplicate billings, resulting in tangible cost savings on fuel and process opportunities
- Automatic identification of transaction anomalies and assignment of key alerts for correction
- Comprehensive data interfaces with DLA Energy’s EEBP & FMD systems, REMIS & GO81 aircraft inventory tables and mission data, financial data (CRIS/DEAMS) with automatic reconciliation capability
- Command and unit visibility of fuel transaction reconciliation status
- Reconciliation of monthly bills and signature of monthly memorandum
- Mobile support for DD791 entry and tracking with continuous data validation for boom operators
- Workflow and coordination tools for approval of DD791 by all stakeholders (Boom Operators, FMS, WRDCO, POL, Command)
- Provide AMC FMS digital sign-off for all foreign transactions
- Automated workflow DD791 from start to process completion and provide electronic DD791 and searchable database of completed/billed DD791’s
- Authority to Operate (ATO)
- Annual subscription for a total of 5 years
- 24/7 technical support for WRDCO, POL and Boom Operators
- Training new users on program operations
- User Manual
