3 24RA102 Attach 1. Performance Work Statement Appendix A Are there more than one "Bag‐It" bags in each of the buildings listed in Appendix
A where it indicated "YES" for the Bags?
A. If Yes, please provide how many bags are in each building.
B. Are different commodities collected separtely in these bags, i.e. paper, cans, bottles, glass, etc., or are these commodities commingled in each bag?
A. All buildings have 1 pick up point, the quantity of bags at that point vary. There are at least 105 locations listed with Bag‐it bags.
B.The "Bag‐It" bags are only white paper, and mixed non‐white paper. The white paper is in the white Bag‐it bag, and the mixed non‐white paper is in the light blue Bag‐it bags.

B. Are all the materials listed currently yielding a return for the government?
C. During any term of the contract, if any materials collected for recycling no longer yield a return for the governemnt (i.e. there is a cost to recycle the item), but it is still cost effective (i.e. costs less to recycle the item than to landfill), will the government still want to continue to recycle the material?

Processing
It states "Supplies used for processing the recyclable materials (e.g. bale ties, gaylord totes, etc.) will be provided by the contractor unless otherwise provided as incidental Government Furnished Equipment."
A. Will the government allow for deduction of this cost from revenue with the contractor providing reciepts of these materials purchased for processing?
B. If the Contractor is expected to absorb the cost of these materials, please provide an annual assumption of quantity used of bale ties, gaylord boxes, etc. as we will need to budget for these materials.

6 24RA102 Attach 1. Performance Work Statement 2.1.6 When the government states that "...the contractor shall obtain at least three competitive quotes per shipment of recycled material", does the contractor need to obtain at least three quotes per commodity a single time or once every Fiscal
Year or similar timeframe, or three quotes every single time any load of recycled material is ready for shipment?
The PWS states "per shipment".

Education
As this indicates "The contractor shall provide the COR a "wet ink" sign‐in roster of personnel contacted from each education session on a monthly basis."
A. What is the governments anticipated amount of educational events per month?
B. Is the contractor expected to conduct an in‐person site visit for education to each location listed on Appendix A annually?
C. Are there departments that will work with the contractor to coordinate educational events/opportunities?
A. The contractor creates the comprehensive education plan and the number of educational events per month would be based off of that plan, which would entail as many as are necessary to fufil the requirement outlined in the PWS.
B. Yes. The PWS states 2.1.8. "...Annual on‐site visit/education with each facility shall be performed by the contractor annually."
C. The PWS states in 2.1.8. ". The contractor shall provide a comprehensive education plan to the government for review and acceptance within 30 calendar days after award. As a minimum, the plan shall describe the methods of education and training, dissemination process, frequency, and target audiences." The CO, CS or COR can assist/facilitate any additional departmental coordination.
8 24RA102 Attach 1. Performance Work Statement 2.1.9.1 It states "The contractor shall be responsible for repair costs, including parts, up to and including $1,000.00 per occurance per piece of equipment.
A. Please provide a historical record of maintenance and repairs over the past year for each piece of equipment so that we can properly budget for these expenses.
B. OR, provide an estimated annual budget the contractor should assume for this cost based on historical records.
The Government has no records of part costs unless they exceed the $1,000.00 per occurance limit, as the contractor is responsible for it. The vast majority (if not all) of the preventative maintenance for the equipement listed in
Appendix B is completable by in‐house personnel.
Certified technicians are not required per the maintenance manuals of the equipment. Repairs for most of it would require a certified technician, but as stated above, there have been no repairs that have exceeded the $1000 threshhold. Only 2 instances of maintenance/repair work done that required a receipt in the last year with an approximate cost of $300 per occurence.

B."
Please idicate where the maintenance and repair workload is on Appendix B.
From the version provided it only lists the Government Property and is missing any maintenance and repair workload for each piece of equipment.
Make and model numbers for all equipement furnished by the government are listed in
Appendix B, allong with the date purchased.
Contractor should provide extimate based on level of effort provided GFE list.

However, there were no templates provided in Appendix F. Please provide the report templates.
Appendix F states that they will be provided by
Environmental QRP Manager, once awarded.
11 24RA102 Attach 1. Performance Work Statement 4.1 A. Is internet available at the recycling center for the contractor to utilize?
B. What available options does the contractor have for internet service at the recycling center?
No. Internet is not listed in 4.1 as a government furnished property, service, material or equipment.

B. What are the current days and times the recycling center is open for cutomer service?

Base Access
Can the government indicate an approximate wait time associated with gaining base entry at the Rambo Road Gate?
Rambo Gate is for commercial vehicle entry, wait times vary greatly based on time of day.

Areas
Are there any secure or controlled areas that contractor employees will need to access to perform duties?
Currently no, however this can change due to security measures changing, which is why it is in the PWS.
15 24RA102 Attach 1. Performance Work Statement Appendix B Is the contractor responsible for providing propane for the propane forklift or is this cost covered under the Govenrment Owned Equipment?
Yes, the contractor is responsible for providing fuel for their vehicles.
16 24RA102 Attach 1. Performance Work Statement Appendix C The historical recycled material data shown on Appendix C is from 2016 and 2017 which is too far back to assist in planning the expectations of workload for this contract. Please provide more recent historical recycled material data from
2022 and 2023.

17 What is the process of adding/ Removing collections locations This is answered in Para 1.1.2 of the PWS.
18 Can the successful offeror schedule which days for pick‐up? This is answered in Para 1.1.2 of the PWS.
19 Is there a "legal for trade" scale on‐site? This is answered in Para 1.1.7 of the PWS and
Appendix B for make and model of GFE scale.
