SUBSTATION ON-LINE TAP CHANGERS

June 2024

FA462024AQ961 Attachment 1 - Statement of Work

Statement of Work For

Assessment for Repair of Substation On-Line Tap Changers

Fairchild AFB, WA

1. BACKGROUND:

Periodically, the On-Load Tap Changer (OLTC) has experienced out of alignment conditions with the Schweitzer SEL-2414 controller relay, resulting in out-of-parameter (high/low) output voltages feeding Fairchild AFB. The 92d Civil Engineering Squadron has requirements to maintain reliable and efficient Substation Transformer and OLTC operation through inspections, testing, and maintenance per AFI 32- 1064, TO 35-1-39, UFC 3-550-03, AFMAN 32-1084, and manufacturer recommendations, as applicable.

2. SCOPE OF WORK:

The Contractor shall provide all labor, materials, and equipment necessary to perform a complete assessment of each substation’s transformer, OLTC, and associated equipment (collectively referred to as “Equipment”) to determine condition, operational characteristics, functionality, and reliability.

3. OBJECTIVES:

The primary objectives of this Statement of Work (SOW) are to:

a) Evaluate the current condition of Substation Transformers, OLTCs, and associated equipment.

b) Identify any existing or potential issues.

c) Document and recommend necessary maintenance actions.

d) Ensure compliance with relevant standards and guidelines.

e) Provide a detailed report with recommendations for ongoing maintenance.

f) Return equipment back into service following the assessment.

4. REQUIREMENTS:

4.1 Initial Inspection and Documentation Review

a) Review existing maintenance records, operational logs, and any previous inspection reports.

b) Conduct a visual inspection of Equipment for signs of wear, damage, oil leaks, and other abnormalities.

c) Verify the Equipment’s operational settings and historical performance data.

4.2 Electrical Testing

a) Perform insulation resistance testing to ensure the integrity of the insulation system.

b) Conduct contact resistance testing to evaluate the condition of the tap changer contacts.

c) Execute functional tests to verify the smooth operation of OLTCs across all tap positions.

4.3 Oil Analysis

a) Collect oil samples from OLTCs and conduct Dissolved Gas Analysis (DGA) to detect any signs of electrical or thermal degradation.

b) Perform oil quality tests, including moisture content, acidity, and dielectric strength.

4.4 Mechanical Inspection and Maintenance

a) Inspect mechanical components, including drive mechanisms, gears, and bearings.

b) Clean and lubricate moving parts as necessary.

c) Check and adjust the alignment of the tap changer mechanism.

4.5 Compliance and Safety Checks

a) Ensure Equipment complies with relevant industry standards, including AFI, TO, UFC, AFMAN, IEEE, IEC, and NETA guidelines. See Appendix A for details.

b) Verify safety protocols are followed during maintenance activities.

4.6 Reporting and Recommendations

a) Document all findings, test results, and maintenance activities performed.

b) Provide a detailed report highlighting any issues identified and recommend corrective actions.

c) Suggest a schedule for preventive maintenance and any immediate repairs needed to bring

Equipment to full working order. Upon conclusion, provide deliverables report as explained in section 4.9 listed below.

4.7 Facilities (w/Facility Number) include:

a) North Substation (2510)
