a. Started in 2017 with the north substation. Happens maybe once or twice each year during cold climate. South substation problem happened in summer of 2023. See official events that took place in March 2024 per our High Voltage Lead:
“On 5 March 2024 @ 0621 I received an EMCS text message for “Phase A, B, and C High Volts Alarm. Distribution voltage was close to 15kV and 128V on my office outlets.
SEL-2414 is always in “auto” mode.
I went to the north substation (base is currently 100% on the North for S. Substation maintenance). Analog tap changer was maxed on +16 and the SEL-2414 was on -15. I tried to calibrate the tap setting using the HMI to tap setting 0 or -1 but only the SEL-2414 digital display changed, not the physical analog tap changer, it was still on +16.
I went out to the cabinet where the SEL-2414 is located and manually pulled the “ZF” relay to tap it down to match what the SEL-2414 is displaying.
Once aligned, I then changed the SEL-2414 from auto to manual mode and pressed the tap up/down buttons and it worked perfectly. I then placed it back in auto mode and tried from the HMI. Again, only the digital display changed. I set it back in alignment with the analog display and left it alone in auto and on tap setting -1.
[As of] 11 March 2024 it has since changed itself and is currently on -2 tap.”
15. Can the government provide the sign-in sheet for the site visit?
a. Attachment 4 – Site Visit Sign-In as been added.
Fill out blocks 15a, 15b, and 15c and provide a copy with your proposal.
