About this file
This document is an amendment to a solicitation for "Escape" sheds to facilitate SERE Training at Fairchild AFB. The amendment answers questions from potential offerors and revises the salient characteristics of the required sheds. Key details include:
The sheds must be durable, weather-resistant structures that can accommodate students during training scenarios. They should have a minimum 9-foot ceiling height, a crawl space under the floor, and exterior lighting that can be controlled from outside the shed. The sheds can have after-market locks and other items drilled into them, so they should be made of a material that can easily accept screws. Neutral exterior colors like brown, white, black, or grey are preferred. No other aesthetic requirements beyond functionality are specified. The sheds will be placed outdoors and may need to withstand extreme temperatures and weather conditions. Offerors are instructed to submit their proposals addressing the revised salient characteristics within the specified timeframe.

SUMMARY OF CHANGES
The purpose of this Amendment is to answer questions from the solicitation and revise Attachment 0001 Salient Characteristics:
Q1. 1. Are there any specific architectural or design preferences beyond the given requirements that we should consider to better align with the training facility's overall aesthetic and functional goals?
A1: The sheds will have after-market locks and other items drilled into them. They need to be made of a material that will take screws. No other esthetic requirements are needed. Neutral colors would be preferred for the exterior. Brown, white, black, or grey would all work.
Q2. Could you provide more details on how the sheds will be used within the training scenarios? For example, are there specific interior configurations or additional equipment that should be accommodated within the sheds to enhance the realism and effectiveness of the training exercises?
A2: Students will be placed in the sheds, in and out of scenario role. Students will most likely be sitting on the floor while personally restrained. No further details can be added due to classification issues.
Q3. Are there any environmental or climatic factors we need to consider when designing the sheds, such as extreme temperatures, humidity, or other weather conditions, to ensure the structures remain durable and functional over time?
A3: Yes, the sheds will be placed outside in the direct sunlight. If the sheds had vents in the attics, this would assist with cooling in the summer months. External heating hoses may be placed in the windows during the winter months.
Q4. Are there additional compliance requirements or standards, aside from DODI 5000.92 and USAF course training standards, that the sheds must meet? For instance, are there specific safety, environmental, or security standards we should adhere to?
A4: No. If placed in a facility for the Secret instructions, the facility will be cleared for secret instructions.
Q5. Do you foresee any potential need for future expansion or modifications to the sheds as training requirements evolve? If so, should we consider any design features now to facilitate easier updates or expansions in the future?
A5: No. The new course training standard was considered when designing this sheds and that will take the project into the future.
Q6. Are there any specifics on the exterior siding (other than “outdoor variety”)?
A6: No. Water resistant and durable.
Q7. What is the minimum height from floor to ceiling?
A7: Enough so the sheds can have a forklift placed under, a crawl place under the floor, an attic or craws above, and a roof. Nine feet tall would be the minimum.
Amendment 0001 Page 3
Q8. Other than “must have basement crawl space minimum 6 inches,” are there any more specifics on this crawl space?
A8: No.
Q9. What is the purpose of the 6” crawl space? If the shed is built on skids to be moved with a fork lift, how are we to provide a 6” crawl space
A9: This is to give potential escape access through the floor. Simply having a dead space under the floor is the requirement.
Q10. Is this crawl space intended to be enclosed?
A10: No. Picture a box where every angle can be escaped from. We want student to have access to view under the floor as an option.
Q11. Will the interior lighting require a switch?
A11: Yes. We nee to add that the lighting will be activated from the outside of the shed.
Q12. The ceiling is to receive a drywall or plywood ceiling (most likely plywood as drywall will eventually mold and break) but is there any further interior finishes to the interior walls or do they remain open wood studs?
A12: We need to have the ceiling enclosed. Whatever is the best material that will not mold while being able to be removed.
Q13. The solicitation states ___ days ADC. What does this mean? And is there a performance period we need to follow?
A13: ADC means After Date of Contract. The field is blank for the offeror to tell us how many calendar days they would need to complete the contract.
Q14: Are vinyl window ok?
A14: Yes, as long as the windows are see through.
Q15: What type of lights are required? LED, pull string incandescent, concealed, any sort of protection, etc.?
A15: Low profile as possible with protection over the bulb (plastic or metal cover of some sort). Only used to illuminate escape scenarios.
Q16: Is a switch required for the lights or just an extension cord outside the building running to the light fixtures?
A16: Light switch is required on the exterior of the shed.
Q17: Any requirement for paint inside or out?
A17: No paint is required.
