SUMMARY OF CHANGES
The purpose of this Amendment is to answer the following questions from prospective offerors:
Q1. Please confirm that the government will only be needing delivery of the asphalt, will the government have workers responsible for paving?
A1. The government will be responsible for paving. Per Paragraph 4 of the Statement of Work (SOW), this contract is for the delivery of asphalt.
Q2. Please provide clarity on with respect to the “Hot G” 3/8 inch 64-28. The SOW states: “4.2 Material will be delivered to the job site on Fairchild AFB as indicated by personnel authorized to place orders. The Contractor will have a minimum of 48 hours' no ce to provide required tonnage of asphalt of 3/8 Hot G mix 64-28 Oil Asphalt a er request is called in by authorized Government representa ve. The Contractor will be required to deliver Asphalt within 20 minutes of produc on to the site at a temperature between 250 and 300 degrees Fahrenheit, op mizing the efficiency of a con nuous pour. Quan ty and interval of trucks onsite at one me will be determined by asphalt supervisor and relayed to the Contractor at the me of order (allowing for real- me adjustments throughout the course of the pour).” What happens if the temperature range of 250-300 degrees F can be assured but the within 20 minutes of produc on ming isn’t met perhaps due to traffic, would this be acceptable?
A2. No. The 20-minute rule effects the asphalt already on the ground/ cold joints and seams. See SOW 4.2 for the requirement details.
Q3. Reading the scope of work this looks to be delivery of HMA only is that correct?
A3. Yes, see the SOW. This contract is for the delivery of “Hot G” 3/8-inch 64-28 asphalt.
Q4. What gate will our trucks need to u lize for hauling opera ons?
A4. Rambo gate will be u lized for delivery. Please refer to DAFFARS 5352.242.9000 Contractor Access to Air Force Installa on in the COMBO for more details.
Q5. Please clarify if we will need any kind of badging for our trucks?
A5. Driver’s badging is preferred, the government has limited personnel for escort and will be coordinated a er award. Please refer to DAFFARS 5352.242.9000 Contractor Access to Air Force Installa on in the COMBO for more details.
Q6. If badging is required what training and fees are associated with this? Would we be responsible to pay these fees if so, please provide the cost?
A6. There are no fees or training associated with driver’s badging. CE can assist in ge ng paperwork filled out a er award. Please refer to DAFFARS 5352.242.9000 Contractor Access to Air Force Installa on in the COMBO for more details.
Q7. How much me onsite do we need to figure for delivering asphalt?
A7. Delivery mes will depend on condi ons, break downs, etc. usually up to 30 mins.
Q8. What will we be dumping into?
A8. The asphalt will be dumped into a government owned paver.
Q9. We haul with Super Dumps that haul 24 tons per load, the paver u lized by others would need to be able to accept loads from a super dump. Does the paver accept loads from a super dump?
A9. Super dumps are hard for the government’s li le paver to push and most of the jobs are smaller ones. Super dumps and pups do not fit our requirements. The government has on occasion taken one when trucks break down but it can be a difficult situa on.
Q10. We have a 150-ton minimum to fire up the asphalt plant per day will each order be equal to or more than 150 tons per day?
A10. A large por on of the government jobs are under 150 tons daily.
Q11. Our asphalt plan shuts down the winter the 3rd week of November no mix will be made a er this me frame due to weather in the local area. What is the latest that the government would require delivery?
A11. See SOW 4.1, 01 November 2024 would be the latest delivery.
All other terms and condi ons remain unchanged.
