STATEMENT OF WORK
FOR
FY24 Asphalt
April 2024
24QA321 Attach. 1 - Statement of Work
1. BACKGROUND: Fairchild AFB, WA has a requirement for asphalt to complete various patches, filling, and maintenance of asphalt surfaces across the base.
2. SCOPE OF WORK: The Contractor shall provide all labor, material, equipment, and transportation necessary for the delivery of individual orders totaling a minimum of 650 tons up to 1000 tons of “Hot G” 3/8-inch 64-28 asphalt in accordance with all federal, state, and local regulations and this statement of work.
3. OBJECTIVES: Ensure efficient and timely maintenance and repairs of asphalt services with delivery of “Hot G” 3/8 inch 64-28 in quantities ordered and in accordance with all federal, state, and local regulations and this statement of work.
4. REQUIREMENTS: Work under this contract shall include the delivery of asphalt to various job locations on Fairchild AFB, WA. The asphalt must be "Hot G" 3/8" 64-28 and it shall meet WSDOT standards of class mixes. The contractor shall provide the following:
a. Asphalt mix as ordered
b. Trucks
c. Drivers
4.1 The Contractor shall provide up to 1,000 tons 3/8 Hot G Mix 64-28 Oil Asphalt by the issuance of delivery orders from 15 April 2024 to 01 November 2024. All orders are subject to the limitations outlined in FAR 52.216-19 “Ordering Limitations”.
4.2 Material will be delivered to the job site on Fairchild AFB as indicated by personnel authorized to place orders. The Contractor will have a minimum of 48 hours' notice to provide required tonnage of asphalt of 3/8 Hot G mix 64-28 Oil Asphalt after request is called in by authorized Government representative. The Contractor will be required to deliver Asphalt within 20 minutes of production to the site at a temperature between 250 and 300 degrees Fahrenheit, optimizing the efficiency of a continuous pour. Quantity and interval of trucks onsite at one time will be determined by asphalt supervisor and relayed to the Contractor at the time of order (allowing for real-time adjustments throughout the course of the pour).
4.3 The Government reserves the right to refuse delivery of any product that does not meet the "Hot G" 3/8" 64-28 requirement, WSDOT standards for class mixes, or for asphalt received after 20 minutes of production or outside of the above stated temperature range.
4.4 The following personnel are authorized to place delivery orders of asphalt:

5. DELIVERY: 48 hours ARO and within 20 min of production with a temperature between 250-300 degrees Fahrenheit.
6. SECURITY REQUIREMENTS: All personnel employed by the Contractor in the performance of this contract, or any representative of the Contractor entering the government installation, shall abide by all Fairchild Air Force Base security regulations. Personnel performing the work requested will be escorted for the duration on the installation. Individuals must be able to pass a background check that will be conducted prior to entry of the installation. Individuals performing the work will be required to provide their full name, DOB, SSN, driver’s license issuing state and license number to gain access to the installation.
7. PLACE OF PERFORMANCE: All asphalt deliveries shall be made to FAFB, WA 99011 with specific locations identified at time of order.
8. PERIOD OF PERFORMANCE: All orders shall be placed between 10 May 2024 and 1 November 2024 with delivery within 48 hours ARO and within 20 minutes of production with a temperature between 250-300 degrees Fahrenheit.
9. GENERAL INFORMATION:
9.1. HOURS OF OPERATION: Hours of operation are 0700-1630 Monday through Friday, excluding Federal Holidays and any other designated down day. Work can be done at other than the normal hours of operation with the approval of the Contracting Officer. The contractor shall coordinate in advance all hours of work and any service interruptions with 92 CES points of contact Mr. Dewey Bittner at (509) 247-2912 or dewey.bittner@us.af.mil.
