About this file

This document is an Amendment to Solicitation FA462024QA319 for the Bldg 2050 Lighting contract opportunity. The purpose of this Amendment is to:

  1. Extend the quote due date from May 16, 2024 to May 21, 2024.
  2. Provide answers to questions submitted by offerors regarding the total light count, RCRA metals decontamination requirements, and the use of a non-BAA compliant retrofit kit. The answers clarify the total light counts per area, confirm that decontamination of the light interiors is not required, and state that the retrofit kits must be BAA compliant.
  3. Supersede the previous Statement of Work and Areas of Work attachments with revised versions.
  4. All other terms and conditions remain unchanged.

The associated federal contract opportunity is for a contractor to provide labor, tools, equipment, and materials to retrofit existing lighting panels with LED retrofit kits at Fairchild AFB, per the revised Statement of Work.

SUMMARY OF CHANGES

The purpose of this Amendment is to:

1. Extend the RFQ due date/time for quotes:

From 16 May 2024 / 10:00 AM PT to 21 May 2024 / 10:00 AM PT.

2. Answer questions submitted by offerors.

Q1: Can you please confirm the total light count in each area of work?

A1: There are 68 lights total. Room 164/Metals Tech: 4, Room 176/Fabrication: 17, and AGE: 47. See revised SOW and revised SOW Attach. A – Areas of Work for more details.

Q2: If the lighting installation process does not have to access the above ceiling RCRA Metals Contaminated Area, do we need to perform RCRA Metals Dusts Decontamination of the Lighting Units Interior or can we just establish an Exposure Assessment to RCRA Metals by Air Monitoring while using PPE?

A2: The retrofit kits are designed so that workers do not have to access the above ceiling RCRA Metals Contaminated Area. Bidders should refer to the HAZMAT study, which discusses that above-ceiling contaminants are present and thus safe work practices should be used. The HAZMAT study does not require decontamination of the lighting units interiors:

“This would include metals awareness training (much like lead-in-construction), use of lead safe work practices, use of personnel protective equipment (PPE) and initial or negative exposure assessment air monitoring must be performed for work area dusts decontamination clean-up operations.”

“If exposure assessment RCRA air monitoring confirms (negative exposure) than established work practices & engineering controls use are affective, established PPE downgrading may occur, but continued use of engineering controls is still required.”

Additionally: “Any generated disposal waste-stream(s) associated with metals containing dust decontamination operations, must be sampled for RCRA Metals-TCLP leaching contents, to determine proper disposal routing procedures.”

Q3: The Keystone KT-RKIT50PS is not BAA compliant, can it still be used?

A3: No, the panel doorframe retrofit kit must be BAA compliant. Please see revised SOW removing the brand name or equivalent. Revised SOW paragraph 1 states: “Contractor shall purchase and install new panel doorframe retrofit kits that meet the attached Salient Characteristics.”

3. Statement of Work dated 16 MAY 24 “Attachment 1 - Statement of Work (REV 1) 16 MAY 24” hereby supersedes the previous Statement of Work.

4. SOW Attachment A – Areas of Work dated 16 MAY 24 “SOW Attach. A - Areas of Work (REV 1) 16 MAY 24” hereby supersedes the previous SOW Attachment A – Areas of Work.

5. All other items remain unchanged.
