About this file
This document is an amendment to a federal solicitation for the procurement of vertical carousels. The amendment responds to vendor questions regarding the scope of work, including requirements for electrical work, shelf capacity, bin reuse, disposal responsibilities, safety requirements, and other technical specifications. The amendment also clarifies award terms, such as the potential for multiple contract line items to be awarded separately or together. The overall solicitation seeks the removal, disposal, assembly, installation, and testing of two brand name or equal vertical carousel units as well as the assembly, installation, and testing of one brand name or equal vertical carousel unit. The solicitation is issued by the Department of the Air Force Air Mobility Command, with a response deadline of March 29, 2024. The government reserves the right to award all, some, or none of the contract line items.

Amendment 0001 Page 2
SUMMARY OF CHANGES
The purpose of this Amendment is to respond to vendor questions as follows:
CLIN 0001 & 1001
Q1 – Do you want the contractor to install a new breaker in the government’s panel and run a new power line to the carousels through the cement floor so that they are on two separate lines? Or, are you asking us to split the existing single line that is coming in from the cement now into two lines that feed both machines allowing you to “unplug” one but keep the other one running?
A1 – Out of Appendix B: Provide electrician to disconnect the power to carousel C & D, then separate to make two separate power sources. Then reconnect the power to Carousel C to be operational while Carousel D is dismantled and then a new VC is installed. Once the new VC is installed, the power will need to be reconnected to Carousel D.
Q2 – What weight capacity is needed per shelf level?
A2 – 750-1000 lbs per shelf.
Q3 – Is the government reusing their current bins or do we need to supply all new bins and dividers?
A3 – Yes, government is reusing bins.
Q4 – Will the government be providing dumpsters for the wood crating, cardboard and other packing material to be thrown into or is that the responsibility of the contractor?
A4 – We will dispose of the trash, and we have access to wood recycling bin, BUT contractor must provide the scrap metal bin. Pacific Steel & Recycling has access to the base.
Q5 – Is fire suppression required for any of the carousels?
A5 – No
Q6 – Are the carousels to be designed and stamped with seismic zones or are standard, non-seismically designed and stamped carousels acceptable?
A6 – Seismic Certification not required but is acceptable to the government.
Q7 – Safety overrides allow user to operate a carousel in the event of a safety system malfunction? On some carousels, the access door must be kept open during shelving rotation allowing personnel to be hurt or killed while operating it properly, as acknowledged in their operators’ manual. Other carousels require the access door to be closed before rotating, ensuring there is no chance of injury or death. Are both types of safety override systems acceptable?
A7 – The basic safety concern is that the carousel automatically stops rotation when breached.
Q8 – Are certified technicians required to be located in WA state in order to provide prompt repair response, or can technicians be flown in from other states upon availability?
A8 – Either is acceptable.
Amendment 0001 Page 3
Q9 – What are the floor slab/soil details? (for seismic)
a. Slab thickness?
b. Slab PSI rating?
c. Any reinforcement? If so, can specs be provided?
d. Soil bearing capacity?
A9 – I recommend providing the attached as-built drawings showing the construction of the existing facility.
They provide the contractor with all the information requested.
a. Floor slab is 8” concrete. See attached drawing S2.2.
b. Floor slab is rated as 4,000 PSI. See attached drawing S1.0.
c. Yes, there is reinforcement. See attached drawings.
d. Maximum allowable soil bearing pressure = 3,000 PSF. See attached drawing S1.0.
Q10 – Will this project be permitted with the base or any other authority?
a. If so, will the government require P.E. stamped calculations and drawings?
A10 – This project does not require any permitting; No P.E. stamped drawings or calculations are required.
Q11 – What will be stored in your VLM (in the bins)?
a. Commodity class?
b. Dimensions/Weights?
A11 - a. Most non hazard classes. Small aircraft parts made of metal, plastic, rubber, glass, ect.
b. The bins dimension in Appendix B 24” x 12” x 8.5” are what are used to hold the property, weight can vary.
Q12 – Target rate?
a. # of bins accessed per hour/day/shift?
b. # of bins stored per hour/day/shift?
A12 – Not a stat we track.
Q13 – What are the pain points with the existing vertical carousels?
A13 – Alignment of property penetrating the safety lights.
Q14 – Will the government be providing trash and/or recycling bins for Bldg. 2045?
A14 – Government will dispose of the trash, and we have access to a wood recycling bin, BUT contractor must provide the scrape metal bin. Pacific Steel & Recycling has access to the base.
Q15 – Are the existing individual main power disconnect switches to be reused or new ones supplied?
A15 – The current one will not be used, just the normal power for the new carousel. No materials will be supplied by the government.
Q16 – Is it possible that CLIN 0001, Option CLIN 1001, and Option CLIN 2001 would be awarded at the same time (all at once)? Or is it anticipated that the award is placed for CLIN 0001, with the possibility of funding for option CLINs to come at a later date, if at all?
A16 – The government reserves the right to award all, some, or none of the CLINs in accordance with the solicitation. All prices in quotes are to be held firm until 30 Sep 2024.
Amendment 0001 Page 4
Q17 – Is the government able to award CLIN 0001 and Option CLIN 1001 to a one awardee, and CLIN 2001 to a separate awardee?
A17 – The government will award a contract resulting from this RFQ to the responsible vendor, whose quote is conforming to the RFQ, will be most advantageous to the government, price and other, factors considered. Only one awardee will be made.
CLIN 2001
Q1 – Would single, steel pullout filing trays rather than rollout drawers be acceptable?
A1 – No, due to retaining large files, which would increase weight and would like to keep on a rolling system.
Q2 – Is fire suppression required for this carousel?
A2 – No, the room itself currently has a fire suppression installed.
Q3 – Is there a different way for us to access the room where the VCM needs to go in Bldg. 2071?
a. The existing hallway measured 50” wide with a 34” jamb to jamb measurement. We need a minimum of a
60” clear opening. Please confirm.
A3 – The only other point of entry are the double doors at the main entrance of Bldg. 2071. (The doors you initially came in) They measure 72”.
Q4 – Will the government be providing trash and/or recycling bins at Bldg. 2071?
A4 – We have a dumpster and recycle bin om the back parking lot of the bldg.
Q5 – CLIN 2001 as an office filing system is out of the purview of some vertical storage equipment manufacturers. The specs listed (combination of specs) are unique to Kardex and to those “old” filing carousels.
I’m not sure if there is another manufacturer, outside of Kardex, that makes that W x D x H machine at 110v, intended for filing use.
A5 – The dimensions identified are that of the legacy Kardex unit that was removed; the current space availability was measurable during the site visit along with the available power. Please quote the best solution that will meet the space and power constraints with sufficient detail to evaluate compliance with the requirements of the solicitation.
