PERFORMANCE WORK STATEMENT
FOR
PORTABLE LATRINE SERVICE
FAIRCHILD AFB, WA
11 March 2024
1. DESCRIPTION OF SERVICES. The contractor shall provide all labor, equipment, tools, materials, supplies, vehicles, supervision, and other items or services necessary to supply portable latrines, Americans with Disabilities (ADA) compliant latrines, portable hand wash sinks, potable water trailers, distinguished visitor restroom trailer and portable latrines with hand sanitizer at Fairchild AFB, WA.
1.1 BASIC SERVICES. The contractor shall provide, deliver, repair, replace, relocate and service on a weekly basis and three times a day for special events on portable latrines, portable ADA latrines, portable hand wash sinks, potable water trailers, distinguished visitor trailers and portable latrines with hand sanitizer on a monthly rental rate. A listing of the historical amounts and locations of the various rental types can be found in Appendix A of this document. The list in Appendix A is not exhaustive as mission requirements change from time to time, consequently the number of rentals will increase and decrease as the mission requires. The contractor shall also provide rentals for special events such as airshows.
1.2 PORTABLE LATRINE / HAND WASH PARAMETERS. The contractor shall provide equipment that is uniformly manufactured with industry standard finishes, accouterments, and colors (acceptable colors include earth tones and sky tones). The contractor shall meet or exceed all stated minimum requirements.
1.2.1. PORTABLE LATRINES. The contractor shall provide portable latrines manufactured in accordance with (IAW) industry standards. The overall dimensions shall be 45” x 45” x 80” or equal mounted on a skid mounted platform. The portable latrine shall be one piece unit constructed of 1/8” fiberglass reinforced resin or equal.
The door opening shall be 31” x 72” or equal. The door shall have a functioning occupancy usage indicator. The portable latrine shall have ample ventilation as designated by health codes. A toilet seat with lid and a wall mounted urinal shall be provided. The toilet paper dispenser shall hold sufficient rolls of toilet paper to ensure it does not run out between cleanings. The holding tank shall have a 60 gallon capacity or equal with a vent stack sized in accordance with health codes.
1.2.2. AMERICANS WITH DISABILITIES (ADA) LATRINES. The contractor shall provide portable ADA latrines specifically designed and manufactured for disabled individuals in accordance with the Americans with Disabilities Act (ADA). The overall dimensions shall be 61” x 61” x 87” or equal mounted on a skid mounted platform with non-skid wheelchair ramp. The interior space shall be large enough to provide maximum wheelchair maneuverability with non-skid flooring. The portable latrine shall be one piece unit constructed of 1/8” fiberglass reinforced resin or equal. The door opening shall easily be able to accommodate a wheelchair. The door shall have an occupancy usage indicator and coat hook. The portable latrine shall have ample ventilation as designated by health codes. A toilet seat with lid and two 24” assist bars shall be provided. The toilet paper dispenser shall hold sufficient rolls of toilet paper to ensure it does not run out between cleanings. The holding tank shall have a 35 gallon capacity or equal with a vent stack sized in accordance with health codes.
1.2.3. PORTABLE HAND WASH SINKS. The contractor shall provide portable hand wash sinks manufactured in accordance with industry standards. The overall dimensions shall be around 43” x 25” x 51” or equal. The portable hand wash sinks shall be equipped with a minimum of 35 gallon fresh water tank or equal. A comparably sized wastewater tank is required. The portable hand wash unit shall have a hand sanitizer dispensers, paper towel dispensers, and mirrors.
1.2.4. PORTABLE LATRINES WITH HAND SANITIZER. The contractor shall provide portable latrines with hand sanitizer dispensers utilizing the same characteristics as portable latrines specified in Paragraph 1.2.1. The hand sanitizer dispenser shall be refillable or a replaceable cartridge style.
1.3. PLACEMENT OF LATRINES AND HANDWASH SINKS. The contractor shall place portable latrines, and hand wash sinks at locations as directed by the Government POC), within 24 hours of notification. The contractor shall insure that the portable latrines and hand wash sinks are placed on firm stable ground and sufficiently weighed to prevent them from toppling over. The contractor shall be responsible for protecting any latrines from high winds, as well as for cleaning and restoring any latrines to an upright position that may fall within 24 hours of identification. The portable latrines and hand wash sinks are to be placed in such a manner as to facilitate easy access for personnel and servicing.
1.4. SERVICE REQUIREMENTS. All portable latrines, portable ADA latrines, and portable hand wash sinks shall be serviced one time per week as part of their normal rental. The servicing of the portable latrines, and portable ADA latrines shall include but not be limited to: the complete removal of wastewater and debris such as cans, bottles, etc. in the waste tank; the cleaning of the waste tank interior; the recharging of the waste tank with sufficient quantity of chemicals to insure that units shall be free of objectionable odors; the cleaning of the toilet seat with commercial grade cleaner; the flushing of the urinal with sufficient quantity of chemicals to insure that units shall be free of objectionable odors; the cleaning of the walls, floors, hand rails and door handles as required, the filling of the toilet paper dispensers and filling of hand sanitizer dispensers. The floors may require additional cleaning due to inclement weather conditions. The servicing of the wash sinks and portable hand wash sinks shall include but not be limited to: the removal of the wastewater; the flushing of the sink with sufficient quantity of chemicals to insure that units are clean; the addition of fresh water in the water tank; and filling of the hand sanitizer and paper towel dispensers. Special Event service requirements are outlined in paragraph 1.8.
1.4.1 EXTRA SERVICE CLEANINGS. Extra servicing may be required during mission exercises. The Government POC will request extra cleanings as mission requirements dictate, and will notify the contractor of their locations. The contractor shall complete all extra servicing of latrines, and sinks within 24 hours of notification by the Government POC. It is incumbent upon the contractor to maintain the portable latrines and hand washing sinks in accordance with local, state, and federal health regulations and codes.
1.5. RELOCATION OF LATRINES AND HAND WASH SINKS. The contractor shall be required to relocate portable latrines, portable ADA latrines, and hand wash sinks as part of their monthly rental. The relocations are necessary due to the dynamic mission requirements. The contractor shall relocate these units within 24 hours of notification by the Government POC, at no additional cost, to the government.
1.6. EMERGENCY RELOCATIONS OF LATRINES AND HAND WASHING
STATIONS. The contractor shall be required to relocate portable latrines and hand wash sinks on short notice due to urgent mission requirements. The contractor shall relocate these units within four (4) hours of notification by the Government POC, at the government’s expense.
1.7. SEASONAL REQUIREMENTS. Seasonal requirements are dynamic due to increased activities during summer months. The summer season timeline is considered 1 April through 30 September. The winter season timeline is considered 1 October through 31 March. Activities such as motorcycle training also operate during the summer season.
Each portable latrine shall be serviced in accordance this contract and industry standards, and local, state, and federal health regulations and codes. Special attention is required to maintain the cleanliness of the portable latrine floors due to the outdoor environment.
1.8. SPECIAL EVENTS. Fairchild AFB occasionally hosts open houses for the general public such as airshows, base picnics, etc. Peak requirements have historically been 200 portable latrines, 12 portable ADA latrines, 20 portable hand wash sinks, 1 distinguished visitor restroom trailer, six (6) 400 gallon potable water tanks with discharge spouts for four (4) active event days. Servicing shall be accomplished at least three times per event day or as required due to high usage. Set-up time will increase the overall requirement up to seven (7) days. The contractor shall insure that the physical requirements are fully in place and available one (1) day before the event. It’s incumbent upon the contractor to provide this special event surge without adversely affecting other mission requirements.
1.9. OFFLOADING OF WASTE MATERIAL. The contractor shall provide the proper tank truck and equipment required for the servicing and transporting of wastewater in accordance with (IAW) industry standards. The contractor shall be held responsible for cleaning up of all spills and/or leaks at no additional cost to the government. In the event of a reportable spill, the contractor is responsible for any violations issued by any regulator including payment of fees, fines, penalties or damages assessed. See paragraphs 5.0, 5.1, 5.2 of this PWS for complete requirements. All disposals will be documented in accordance with all local, State, and federal laws.
2.0 SERVICE SUMMARY (SS).
The SS (Service Summary) includes Performance Objectives that describe the desired end result or outcome the contractor shall achieve. The Performance Thresholds states the minimum acceptable level of the performance in terms of quality, timeliness, and quantity in realistic and achievable standards. The PWS paragraphs reference the details of the performance objective in the PWS.

3.0 GOVERNMENT PROVIDED EQUIPMENT AND SERVICES. The government will provide water and electricity at no cost to the contractor. Public restrooms in the vicinity of the work site may be used by the contractor’s personnel. The government will provide police and fire protection. In the event of a medical emergency, ambulance service for transporting an injured employee to a local hospital is available at contractor’s expense. For any incident while on Fairchild AFB, dial 911 from any base phone. Make sure you inform them you are calling from Fairchild AFB so they can forward your call.

3.1. TEMPORARY CONNECTIONS. The contractor shall be responsible for installation, maintenance, repair, and removal of temporary connections or lines necessary to the performance of this contract, and for returning all utilities connections to original conditions. Coordination is required through the Government POC before any temporary connections are made.
3.2. SERVICE INTERUPTIONS. No utility service shall be interrupted unless authorized by the CO. Request for permission to shutdown services shall be submitted in writing to the Government POC fourteen (14) calendar days prior to date of proposed interruption. The request shall give relevant information, i.e., date, time, duration, etc.
4.0. SECURITY REQUIREMENTS. Contractor employees shall comply with FAFB security requirements imposed by the Installation Commander at all times while on FAFB premises. The contractor shall obtain all necessary passes, decals, badges, or other items required for access to perform contract services at FAFB. The contractor is responsible for accountability of all such media, which shall be surrendered to the Security Forces Squadron Pass and Registration Section upon completion or termination of the contract, or upon termination of an individual’s employment for the contractor, or at the written discretion of the CO. The contractor shall comply with all FAFB policies regarding entry to the installation, rules of the road, contingency operations compliance, and photography prohibitions. Contractor employees are authorized entry to the installation for the purpose of work under this contract only, and are not authorized in other facilities or areas without prior government authorization. Due to safety/security requirements, contractor personnel shall be required to fluently speak, comprehend, read, and write English.
4.1. BASE ACCESS. The contractor must be aware that entry requirements are subject to change due to installation and world situations. All employees may be subject to a background check through the FBI for base access.
4.2. MAIN BASE ACCESS. Current security access restrictions at FAFB Main Gate require all contractor vehicles (which are the size of a standard bread delivery truck or larger or towing a trailer) to enter through the Rambo Road Gate only. Contractor vehicles may be subject to search prior to gaining base entry. The contractor should plan and allow for delays as a result of increased and ever-changing security procedures.
4.3. SECURITY MANAGER. Upon contract award, the contractor shall designate, in writing to the CO, a Security Manager who shall be the contractor’s point of contact for all security matters. Within 5 working days of contract award, the contractor’s Security Manager shall contact the Civil Engineer Squadron (CES) Security Manager for assistance on accomplishing contractor personnel security requirements.
4.4. SECURITY AUTHORITY. The contractor shall brief all employees that they shall immediately leave any area upon notification by the CO or Government POC, constituted authority, Security Forces, or when directed as occasional operational requirements, real world activities, or emergencies dictate.
4.5. RESTRICTED/CONTROLLED AREAS. Contractor performance within restricted/controlled areas shall require contractor compliance with various levels of security and established personnel security entry control procedures. The contractor shall ensure all contractor employees performing services in secured areas are processed for a controlled area, limited access, or visitor badge by the Entry Controller of the restricted/controlled area.
4.6. ACCESS COORDINATION. The facility manager/user/occupant/requester will be responsible for providing access, escorts, or temporary visitor access badges for contractor personnel while performing duties. The contractor shall be responsible for scheduling with the Government POC access/escorts/badges by contacting the facility manager/requester at the Entry Control Point of the restricted/controlled area.
4.7. ESCORTS. At all times while in restricted/controlled areas, contractor employees are under escort and shall be under direct surveillance of a person from that facility who is cleared to wear a controlled area badge and perform escort duties. Visitor badges shall be returned to the Entry Controller each time the employee completes the duties and leaves the area. This requirement is waived for contractor personnel who have unescorted access privileges and display a controlled area badge for the restricted/controlled areas.
4.8. CONTRACT PERSONNEL REQUIREMENTS. The contractor shall not employ persons for work on this contract who are identified to the contractor by the CO as a potential threat to the health, safety, security, general well-being, or operational mission of the installation and its population.
4.9. FOR OFFICIAL USE ONLY (FOUO). The contractor shall comply with DoD 5400-7-R, DoD Freedom of Information Act (FOIA) Program requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.
4.10. REPORTING REQUIREMENTS. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security or well-being of DoD personnel, contractor personnel, resources, and classified or unclassified defense information.
4.11. PHYSICAL SECURITY. The contractor shall be responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured.
4.12. KEY CONTROL. The contractor shall establish and implement methods of making sure all keys/combinations issued to the contractor by the government are not lost or misplaced and are not used by unauthorized persons. The contractor shall not duplicate any keys issued by the government. The contractor shall immediately report to the Government POC any occurrences of lost or duplicated keys. In the event keys other than master keys are lost or duplicated, the contractor may be required, upon written direction of the CO, to re-key or replace the affected lock or locks without cost to the government.
The government may, however, at its option replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the contractor. In the event a master key is lost or duplicated, the government shall replace all locks and keys for that system, and the total cost will be deducted from the monthly payment due the contractor.
4.13. SAFETY REQUIREMENTS AND REPORTS. The contractor shall perform work in a safe manner as required by OSHA Safety and Health Requirements. Provide a verbal report to the Government POC as soon as possible of each occurrence of damage to government/personal property or an accident resulting in death, injury, occupational disease, or adverse environmental impact. Provide a completed copy of required Accident Investigation Reports to the Government POC within five calendar days of each occurrence.
5.0. ENVIRONMENTAL COMPLIANCE. The contractor is required to comply with all applicable base, local, State and federal environmental laws and regulations, including Air Force Instructions in effect at the time of performance. The contractor shall be responsible for obtaining and complying with any required operating permits. The contractor shall be responsible and liable for penalties, fines, or environmental damage claims that may be required or assessed by the local, State or federal governments as a result of the contractor’s performance, or failure to perform, during the course of this contract. The government will inspect for environmental compliance at its discretion, and will notify the Government POC of any discrepancies found. In addition, contractor may be subject to contractual sanctions for environmental non-compliance including, but not limited to, termination, suspension, and debarment and adverse past performance assessment. Any damages incurred by the contractor’s operation or negligence shall be restored to their original condition by the contractor, at no additional cost to the government.
5.1. DISPOSAL OF WASTE. The contractor is responsible for the proper handling and disposal of solid waste. The contractor shall also be responsible for any enforcement action that may be taken by the State of Washington, other State or the federal government related to handling, transportation and the proper disposal of solid waste materials. If notification, certifications, documentation, manifests, permits or any other written materials are required by law to be obtained, prepared and/or submitted. The contractor shall prepare same and provide a written copy to the Government POC. Any action, which violates permit requirements for compliance, must be reported to 92 Civil Engineering Squadron (CES) at (509) 247-8163 immediately.
5.2. NOTIFICATION OF ENVIRONMENTAL SPILLS. In the event the contractor spills or releases any unpermitted substance, hazardous substance or hazardous waste into the environment, the Contractor shall take immediate action to contain it and report the incident to the Fire Department by dialing 911 from any base phone. Make sure you inform them you are calling from Fairchild AFB so they can forward your call. If calling directly to the Fire Department, dial (509) 247-5215. The Contractor shall also notify 92 CES/CEIE at
(509) 247-8053 and Fairchild Remedial Project Manager at (509) 247-8148. 92 CES/CEIE (Environmental Element) will accomplish appropriate notifications to regulatory agencies.
The spill shall also be reported in writing by the Contractor to 92 CES/CEI within 48 hours.
The contractor shall be liable for the costs of clean up and remediation of any spills or the release of such substance into the environment.
5.3. MATERIALS. All materials used in the performance of services on the installation shall be in compliance with industry standards, local, federal and State laws, and will be used according to manufactures' recommendations. Materials will be used for intended purposes and will be stored and utilized in accordance with industry standards. The contractor will submit Safety Data Sheets on all materials to be used fifteen (15) days prior use for approval by the Government POC.
5.4. COST OR FINES. Any costs or fines levied against the installation due to the contractor’s failure to comply with applicable Federal, State, or local laws shall be borne by the contractor.
6.0. SPECIAL QULAIFICATIONS. The contractor shall coordinate all activities in the airfield area by contacting Airfield Management (509) 247-5481. Work will be accomplished only after Airfield Management has approved scheduled times.
6.1. FLIGHT LINE DRIVERS LICENSE. Training must be completed prior to operating vehicles on the flight line. All employees working on the airfield shall be required to have an AF Form IMT 483, Certificate of Competency (flight line driver’s license) with them at all times. Vehicles must have a valid Privately Owned Vehicles (POV) pass issued by Airfield Management prior to operating on the flight line. The contractor shall be responsible for insuring that all foreign objects and debris are removed from vehicle tires prior to entering all taxiways, runways, and aircraft parking aprons.
7.0. QUALITY CONTROL. The contractor shall develop, submit for Contracting Officer (CO) review, and maintain a quality control program and the necessary quality control procedures to ensure that services are performed in accordance with the established commercial standards within two (2) weeks of award. The government, through the Government POC, shall periodically evaluate the contractor’s work performance in accordance with the specific contract performance requirements.
7.1. CONTRACTOR PERSONNEL. The contractor and their employees shall comply with all base regulations at all times and shall conduct themselves in a professional manner. Uniforms, badges, and good behavioral conduct will be mandatory. The contractor shall provide a complete and current employee roster to the Government POC and CO within ten (10) business days of the contract award. The contractor’s employee roster shall identify the primary and alternate site manager or foreman and the Quality Control inspector and their telephone or cell phone numbers. As changes in personnel occur, the contractor shall provide updated copies of their employee roster to the Government POC and CO with two (2) business days of said change.
7.2. CONTRACTOR EMPLOYEE UNIFORMS AND IDENTIFICATION. All
contractor employees shall wear a distinctive company logo on their outer garment at all times. The contractor employee shall be neat and professional in appearance and meet current commercial standards. In addition, the contractor’s employees shall wear a company-issued identification badge with the company’s name, employee’s name and employee’s photo prominently displayed on their outer clothing.
8.0. GENERAL INFORMATION.
8.1. HOURS OF OPERATION: The normal hours of operations are 7:00AM to 4:00 PM, Monday through Friday, excluding Federal Holidays. The contractor is not required to provide services for equipment on Federal Holidays. If a scheduled service falls on an observed Federal Holiday, service will be performed on the next business day, (i.e., if a holiday falls on Monday, service will be provided on Tuesday). After hours requirements for servicing will be ordered by the CO or Government POC on an individual basis.
8.2. RECOGNIZED HOLIDAYS

9.0 PERFORMANCE OF SERVICES DURING CRISIS DECLARED BY THE
NATIONAL COMMAND AUTHORITY OR THE LOCAL INSTALLATION
COMMANDER. This service does not meet the criteria for continuation of performance during a crisis.
10.0 MANPOWER REPORTING. The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Portable Latrine Service via a secure data collection site. The contractor is required to completely fill in all required data fields at http://www.ecmra.mil. Reporting inputs will be for the labor execute during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the CMRA help desk.
11.0 NON-PERSONAL SERVICES AND/OR INHERENTLY GOVERNMENTAL
SERVICES. The Government will neither supervise contractor employees nor control the method by which the contractor performs the required tasks. It shall be the responsibility of the contractor to manage its employees and to guard against any actions that are of the nature of personal services, or give the perception of personal services. If the contractor feels that any actions constitute, or are perceived to constitute personal services, it shall be the contractor’s responsibility to notify the CO immediately. These services shall not be used to perform work of a policy/decision making or management nature, (e.g., inherently governmental functions). All decisions relative to programs supported by the contractor shall be the sole responsibility of the Government.
