SUMMARY OF CHANGES
The purpose of this amendment is to:
a) Incorporate the clause at FAR 52.232-18, Availability of Funds; and
b) Respond to vendor questions as follows:
Q1. What is the agenda and form of the conference? Will it be just a roundtable, or will we be driven to the different locations shown in Appendix A?
A1. The purpose of the site visit is to provide offerors the opportunity to inspect the various sites where services will be performed. The site visit has two parts. The first part is a roundtable conference where the salient contents of the solicitation are briefly discussed. The second part is a tour to respective locations where performance is being requested. In accordance with the provision at FAR 52.237-1 Site Visit, offerors or quoters are urged and expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
Q2. What is the formula for evaluating price versus performance for awarding the contract?
A2. Evaluation factors will be based on price and past performance. Offerors will be ranked according to their total evaluated prices (TEP) as shown on the pricing schedule. The lowest priced quote, with acceptable past performance, will be considered for award.
Q3. What was the contract number/RFQ for the agreement this replaces?
A3. The RFQ and contract numbers for the current portable latrine contract are FA462019QA339 and
FA462019DA014, respectively.
Q4. How much has the product needed varied over the past 5 years?
A4. The estimate workload as shown in the PWS has remained fairly the same over the past 5 years.
Q5. Some Air Bases allow discharge of the effluent into the bases wastewater system. Is that an option at Fairchild AFB?
A5. No, Fairchild AFB does not allow the discharge of effluent into the base wastewater system.
