About this file
This document is an amendment to solicitation FA462024QA261 for the FY25 SERE Propane requirement. The purpose of the amendment is to: 1) Uncheck FAR 52.219-33, Non-Manufacturer Rule from within FAR 52.212-5, and 2) Provide answers to questions submitted by offerors regarding the estimated annual quantity of 35,000 gallons of propane, the incumbent contractor, and the delivery schedule. The solicitation is issued by the Department of the Air Force Air Mobility Command for the provision and delivery of propane on an as-needed basis not to exceed 35,000 gallons. There is an incumbent contract in place under FA462024P0004 that was awarded to BSE Performance LLC for $58,200.00. The amendment provides clarification that the 35,000 gallon estimate is for the full year, and that recurring deliveries will be required to both the Cusick and Ruby Creek locations, with the potential to adjust frequency as needed based on usage.

SUMMARY OF CHANGES
The purpose of this Amendment is to:
1. Uncheck FAR 52.219-33, Non-Manufacturer Rule from within FAR 52.212-5.
2. Provide answers to the following question(s) submitted:
Q: For pricing purposes, is the 35,000 gallons of propane an estimate or a definitive amount?
A: The 35,000 gallons is an estimated amount for the year. Only propane ordered will be billed, so vendors should price accordingly.
Q: Will the government please clarify if there is an incumbent providing service on this contract or is this level of effort a new need? If there is an incumbent, can the government please provide the most recent contract award number & contract value?
A: There is a current SERE Propane contract in place under FA462024P0004 and it was awarded to BSE Performance LLC for $58,200.00.
Q: Currently the account is set up as Cusick = 5/1 - 8/31 - Will Call and 9/1 - 4/30 every (3) weeks on Thursday and Ruby Creek = Will Call due to fluctuating usage. Can we keep this current schedule if awarded a new contract? If yes, the "every 2 weeks" language would need to be removed.
A: Both locations will be utilized going forward and they will need to be recurring deliveries to both locations, not “will call.” If it’s noticed that due to weather there isn’t as much propane being used, the contract awardee or the supplier can work with us to lessen the frequency, if needed, but will not go more frequent than 2 weeks.
Fill out blocks 15a, 15b, and 15c and provide a copy with your proposal.
