The purpose of this amendment is to:
1. Incorporate the Site Visit Meeting Sign-In Sheet.
2. Answer questions from prospective offerors
3. Provide an updated solicitation/attachments due to the questions and answers
4. Extend the due date of quotes.
SUMMARY OF CHANGES
1. The government incorporated the site visit sign-in sheet as Attachment 5 and published to SAM.gov.
2. The following are questions from prospective offerors and the government’s response:
Q1: What does the gov’t want to see in place for the first-floor room with the raised floor system? “On the floor plan for the 1st floor, there are (8) quad jacks listed to be installed. There are some expensive raised floor boxes that have 120v power, data jacks, etc., you could also run the cabling direct for these ones leaving long coils under the raised floor panels and cutting in grommets in the raised floor panels. We could mount a 4square metal box underneath the raised floor panel with the quad jack plate and cut in a grommet into the raised floor panel. What is the intent for the work to be done here?
A1: The intent is for the quad jacks imbedded into the floor paneling, if possible, but power is not part of the project so that part would not be included. The quad under the floor with the grommet would also be acceptable if we cannot do data only floor boxes.
Q2: Who will be responsible to move furniture away from walls for work access?
A2: The 446 AW (the unit currently occupying the building) will be responsible for moving the furniture in preparation for the work. The contractor will not be responsible for moving furniture.
Q3: Is there a laydown area for the contractor materials?
A3: There is not currently one designated, but one could be made available in either 1306 or one of the warehouses owned by the 627 CS. A laydown area can be coordinated with the 627 CS after award.
Q4: SOW states to add a Telcom within 6-8” of every electrical outlet, some of the exterior walls have electrical outlets under windows. Should the contractor plan to cut and patch sheet rock to achieve this?
A4: No, we would want to use existing telecom boxes where possible or put in new ones only to meet the 4 quad drawings as close to the electrical outlet, but not to the point of having to cut and patch sheet rock.
Q5: There are some rooms in the building that have clusters of Telcom boxes. Are blank plates acceptable for the boxes that will be abandoned, or should we plan to patch and paint?
A5: Blank plates are acceptable for the boxes that will be abandoned.
Q6: There are new outlets to be added in some offices. TIA standards referenced in 8.1 allow for several options. What type of pathway is preferred to route cables from above ACT to the outlet?
(Surface mount raceway [SMR], open cable behind sheetrock or other?) Referencing 3.2.5, 3.2.6 & Sketch 1.
A6: Cables tray through the drop ceiling should already be in place. For any new outlets following, if it is open behind the wall, open cable behind wall is acceptable.
Q7: Outlets are to be added in the mechanical room on the L1 SE corning of the building. What type of pathway is preferred to route cables to the outlets? (3/4" conduit, 1" conduit, SMR or other?) Referencing 3.2.5, 3.2.6 & Sketch 1.
A7: External Panduit and gang box for that room is acceptable.
Q8: Are wrap-around labels required on both ends of each station cable? Referencing 3.2.17, Labels.
A8: Wrap around labels are required on both ends of each station cable.
Q9: How many patch cords are required per quad outlet? (E.g. 4 station end + 4 switch end=8;
2 station + 2 switch=4; other?) Referencing 3.2.20, Patch Cords.
A9: 4 patch cords are required for the switch side and 4 cords for outlet side.
Q10: Is the power circuit to the existing cabinet on L1 Room 1010 a dedicated circuit?
Referencing 3.7, A.C. Power.
A10: It is unknown if this is a dedicated circuit. The 627 CS verify and coordinate with the contractor after award to resolve any potential issues.
Q11: Are any accessories for the Juniper switches require (eg license S-EX-A-C2-P, Optics EX- SFP-10G-LR or other).
A11: The Juniper Switch configuration required is the EX3400 TAA 48-port10/100/1000BaseT, 4 x 1/10GSFP/SFP+, 2 x 40G QSFP+, redundant fans, front-to-back airflow, 1 AC PSU JPSU- 150-AC-AFO included and Juniper Care Core Plus Support for EX3400-48T (STIG Compliance).
Q12: Please provide desired AH or desired run-time at full load for the 2200VA UPS's.
Referencing 3.8 New Network Switches/UPS and Cabinet.
A12: Full load runtime is for graceful shutdown only, generally this means about 10-30 min.
Only switches will on the UPS.
Q13: It was mentioned during the site visit that the existing cabinet in Room 1010 might be re-used. The specification calls for a new cabinet in Room 1010. Does the government require a new cabinet in Room 1010? Referencing 3.8 New Network Switches/UPS and Cabinet.
A13: No, the existing cabinet is in good condition and will be sufficient.
As a result, Attach. 1 – Statement of Work (Amend 02) Section 3.8 has been amended to reflect the fact that the contractor will not need to furnish a new network cabinet in B1306, Room 1010.
Q14: It is common practice to install ladder tray to secure Cabinets to the wall and provide cable pathway from the wall to the cabinet. Does the government want ladder tray installed to support the cabinets? Referencing 3.8 New Network Switches/UP and Cabinet
A14: The contractor will not be required to install ladder tray to secure cabinets and provide cable pathway. There are no changes needed for first floor and the second floor doesn’t require it because it is wall mounted.
Q15: Is it desired to have a connection between the cabinets in rooms 1010 and 2003? We suggest (1) 12S Single mode fiber and (2) Cat6 cables.
A15: Yes, we believe it will be multimode to match outside plan. The contractor shall ensure that their quote includes material to make this connection. If required, the 627 CS will coordinate with the contractor after award if any additional details are needed to make a functional connection.
Q16: There is an existing cable bundle on the west wall of the Big Garage which feeds the Cabinet in Room 1010. What type of pathway is preferred to route the new cables along this wall? (TIA includes 4" Conduit, 12" Basket Tray, 4" J-Hooks and other options). Referencing Att 1. SOW - Sketch 1.
A16: Preferably 12” Basket Tray if possible, depending on location or J hooks would be acceptable for this specific location.
Q17: There is what appears to be the existing building demarc in the room on L1 NW corner of the building. Are we required to perform any work in this area? Referencing Att 1. SOW - Sketch 1.
A17: No, this is strictly Inside Plant work only, no work should be performed on the demark or the Outside Plant fiber from that demark room to cabling to the 1st floor cabinet.
Q18: Will be building be occupied during performance for this requirement?
A18: There will be times that it could be in use and occupied but most of it will be empty during the work week. We will coordinate with the facility manager during the work schedule process to clarify.
Q19: Does the current system need to remain active while we work on replacement?
A19: Yes, and cutovers will need to be scheduled in the project. The contractor will coordinate with the 627 CS during install to schedule the cutovers.
Q20: SOW 3.2 - Are we going to replace the existing outlets with new or place next to existing and plate over old once cut over is completed?
A20: Where able, the contractor shall replace existing outlets to the maximum extent, though some area may call for new outlets.
The government’s intent is that the face places are all replaced with new ones, but existing pathways and outlet boxes are to be used to the maximum extent. Only add a brand-new outlet box/pathway if needed.
Q21: SOW 3.2 - If there is an existing outlet which is not noted on the drawing, does it need to be replaced or just cable removed and blanked? Example room 203 has 2 extra locations that are not noted on the drawing.
A21: If there is an existing outlet not noted, they need to be replaced. The drawings approximated outlet locations and it is the contractor’s responsibility to verify all locations that need to be replaced.
As a reminder, this is a firm-fixed price requirement. The contractor is responsible for quoting materials and labor required to complete the project as described in the Statement of Work.
Q22: As noted on the site visit, in the old flight simulator room, the existing cabling pathway routes along the wall using conduit straps to hold the cabling in place. Is it acceptable to use new J-Hooks to support the new cabling, following the existing cable routing, or will cable tray or conduit pathway be preferred?
A22: Preferably 12” Basket Tray if possible, depending on location or J hooks would be acceptable for this specific location.
Q23: SOW 3.8 -Room 2003 is to receive a new communications enclosure. Based on the site visit this new enclosure will be wall mount on a new backboard. Please verify size and type of communications enclosure. IE an open wall rack vs lockable cabinet, and quantity of RU necessary.
A23: The communications enclosure should be a lockable cabinet. The following is provided as an example: SRW12USDPG SMARTRACK 12U UPS-DEPTH WALL-MOUNT RACK ENCLOSURE CABINET or equivalent.
Q24: SOW 3.8 - Will a fiber backbone be required to be installed between the 1st floor equipment cabinet and the new enclosure on the 2nd floor? If so, what are the specifications of the new backbone cable – 6,12,24 strand, single mode or multimode, etc.
A24: A fiber backbone will be required here. The specifications are 12 strand multimode fiber.
Q25: SOW 3.7 - On the walk, it was mentioned that existing power will be used to service the cabinet/rack in Room 2003. The SoW notes that each new cabinet will have a dedicated 20-amp circuit installed from the breaker panel. Please clarify if a new circuit is to be installed or if the existing outlet will be used to service the new TE.
A25: Use existing power. A new circuit will be completed by the 627 CS in pending work order with installation electricians.
Q26: SOW 3.2 - In the SOW and drawings, there are notes for duplex outlets, but drawings only show quad outlets. Please confirm that all locations are to be quad configuration.
A26: All locations will be getting quad configurations. Notes that reference duplex outlets on the drawings can be disregarded.
Q27: SOW 3.8 - Per the SoW, new Brand-Name Juniper EX-3400, 48-port ethernet PoE TAA-compliant network switches are to be provided. The juniper representative advised the EX3400 is end-of-sale, and the replacement would be the EX4100 for a stackable access switch. If it is acceptable for the EX4100 to be provided, please provide details for the switch. If the wish is to maintain the EX-3400 line, is it possible for a detailed part number to be provided for the switch?
A27: The 627 CS spoke to the Air Force Juniper rep, and they stated that the 4300 was EoS, not the 3400. The EX-3400 switch is to be provided. See answer to question 11 for more details on the 3400 switch.
Q28: SOW 3.8 - Juniper Switch – are SFPs required for the switches? If so, are there any specifications for the SFPs – 1g or 10g, quantity required per switch, etc.
A28: The answer to question 11 describes the switch package to be purchased with the EX-3400 Juniper Switches.
Q29: SOW 3.5 - During the site visit, it appears that the existing cabinet is not bonded.
Additionally, there is no mention of bonding the new TE in Room 2003. Please clarify if the existing and new enclosures need to be bonded per TIA 606. This would mean building a telecommunication bonding system backbone and tying both locations to it.
A29: No, bonding will be completed later by customer, not the contractor, due to Facility requirements not covered in this project.
Q30: SOW 5 - Will a stamped set of shop drawings be required prior to proceeding with the project installation? Will JBLM NEC be reviewing and approving the drawings?
A30: Yes, a stamped set of drawings will be required. No, Inside Plant is Air Force AOR, no NEC coordination is required.
Q31: SOW 5.3 – Will JBLM NEC be reviewing and approving the Acceptance Test Plan?
A31: No, only the 627 CS will be responsible for the Appactance and approval of the test plan.
Q32: Will we have active badge access during the period of performance, or will we have to register every day as a visitor for access?
A32: We can provide up to a 90-day pass and renew if required. Base access will be coordinated with the 627 CS prior to beginning work.
Q33: Are there established working hours?
A33: General work hours will be developed with the work schedule, Est 0700-1600 Weekdays, excluding Federal Holidays. Base Passes for up to 90 days will be provided but are dependent on Real ID and vehicle registration and insurance requirements (same as the day pass for the site visit). See SOW section 7.3 for more details.
Q34: Do you want existing catx cabling replaced that’s currently installed?
A34: Yes, this is a replacement of the CAT cable in the facility and some additions.
Q35: Sheetrock repair will be estimated as required, patch & paint will not unless specifically requested. Is this correct?
A35. The contractor should not be doing sheetrock repair, patching, or painting. If the contractor finds that sheetrock work is unavoidable during the installation, coordinate with the 627 CS and the contracting officer to determine how to best proceed. This is a firm-fixed price requirement and cost reimbursement for work such as this is not in the scope of the contract. Any changes to work or pricing will be done with the contracting office through official modifications to the contract, bilaterally signed by each party.
Q36: Are there any seismic bracing requirements for the ¼ rack that will be mounted on the wall upstairs?
A36: The backboard will need to be bolted down.
Q37: Can we use met conduit vs exposed wire in the room (tall ceilings) between the IDF and the MDF?
A37: The contractor shall quote and furnish the best solution for conduit in this location. Conduit provided should have minimal installation impact to the facility, as this is a commercial installation and not a construction project. The contractor shall coordinate with the 627 CS before making any facility modifications when installing conduit.
Q38: Will there be transition pieces provided coming through the floor (MDF) from walker duct area up into the current desks?
A38: Transition pieces are not provided in this location. The contractor shall quote and furnish transition that is sufficient to complete work in this area.
Q39: What will the access dates and times be and, will we need an escort to enter and exit the base?
A39: General work hours will be developed with the work schedule, Est 0700-1600 Weekdays, excluding Federal Holidays. Base Passes for up to 90 days will be provided but are dependent on Real ID and vehicle registration and insurance requirements (same as the day pass for the site visit).
Q40: Was there a color preference for the cable?
A40: Cables for this project should be blue.
Q41: Can you please provide a copy of the site walk list?
A41: The site visit sign in sheet is provided as an attachment to the amendment.
Q42. I did not see in the SOW that the existing cables need to be demoed. Are we supposed to include demoing out the existing cables?
A42. The contractor is responsible for removing existing premise wiring. See SOW section 2.4 for more details regarding the removal/disposal of existing premise wiring.
Q43. There are some locations (like in the picture below) that the cabling is running on the wall. Do they want us to include raceway for the new cables or run it just like the current cabling is ran?
A43. Preferably 12” Basket Tray if possible, depending on location or J hooks would be acceptable for this specific location.
Q44. Section 3.2.20 states to provide CAT6 UTP Rj45 patch cords. It does not specify a quantity. Do we need to provide a patch cable for every port at each user outlet and a patch cable for each cable we terminate on the patch panel?
A44. Patch cables should be provided from the switches to the patch panels in the cabinets.
Cables are not required at the user outlets.
Q45. Will this be occupied space while the project is going on or will they move the users to a different area while this project is going on?
A45. There will be times that it could be in use and occupied but most of it will be empty during the work week. We will coordinate with the facility manager during the work schedule process to clarify.
