1.0 INTRODUCTION. This Statement of Work (SOW) defines the requirements for the Contractor to engineer, furnish, install and test (EFI&T) premise wiring within building 1306 on McChord Field at JBLM WA. Newly installed premise wiring will support Non-classified Internet Protocol Router Network (NIPRNet).
2.0 REQUIREMENTS.
2.1 General Requirements. The Contractor shall provide all materials, transportation, labor, management, tools, and other incidentals necessary to meet the requirements as stated in this SOW. All materials provided shall be new and not refurbished.
2.2 Base Support Requirements. The Contractor must identify any base support requirements (for example, laydown and storage areas) necessary to complete this project. The Contractor shall coordinate with 627 CS/SCXP for storage space and staging area requirements.
2.3 Restoration. The Contractor shall restore all disturbed grounds/base property to the “as found” condition or better after installation. Base grounds/property restoration requirements shall be complied with.
2.4 Project Residue. All residues from this project shall be disposed of off base and IAW Federal, State, local, and base environmental laws, and regulations. The Contractor is wholly responsible for project waste removal. Removed premise wiring shall be transported to DRMO on base; premise wiring will be processed for disposition. Procedures for transporting removed wiring to DRMO will be coordinated after award. Contractor may use base Recycling Center to dispose of other project waste materials. Contractor shall verify which waste materials the Recycling Center will accept. Contractor will not use base, facility, or building waste dumpster(s) to dispose of project waste material(s). If Contractor chooses to lease dumpsters for project waste, Contractor shall coordinate with 627 CS/SCX for dumpster placement.
3.0 COMMODITY REQUIREMENTS. The Contractor shall engineer, furnish, and install the infrastructure as defined herein.
3.1 Converged Communications Requirements: “RESERVED”
3.2 Networking Requirements: The Contractor shall complete the following requirements.
3.2.1 Unless otherwise noted, route new CAT 6 cabling, approximately 33,000 feet, to existing communications rooms/closets. New cable installations will terminate where the existing LAN cabling is terminated, refer to sketch 1. All NIPRNet drops shall be terminated in patch panels located in Comm Rm labeled “Comm Rack.”
3.2.2 User drop locations indicated on sketch are approximate. The Contractor shall verify allocations.
3.2.3 Areas indicated in the sketches are composed of various types of workspaces, the Contractor shall verify appropriate hardware required for cable routing, installation, and termination.
3.2.4 Existing cable routes within walls may be reused if within general location of User drop indicated on sketches.
3.2.5 New Data Drop installation(s) shall be at a height above the finish floor for easy access for patch cord connections.
3.2.6 Install cable support hardware for the entire cable run per Industry and Installation standards. Table of standards located in section 8.1
3.2.7 Contractor shall make use of pre-installed 1-1/2” metal conduit with pull string and quad-gang CAT 6 telecommunications outlet 6-8” from every electrical outlet. Outlets are located 18” above the floor and the conduit extends 2” above the drop ceiling.
3.2.8 All cables shall be routed with a structured and orderly manner. Secure cable(s) within support hardware i.e. J-hooks or Cable tray.
3.2.9 The Contractor shall fire stop all cable entrances cut, drilled, or cored drilled into walls, per Industry and Safety codes. Table of standards located in section 8.1
3.2.10 Installation/Construction of new Communications Rooms/Areas is not anticipated;
therefore, existing rack/cabinet space will have to be used for the installation of new patch panels at the communications room/closet side of the new premise wiring. The Contractor shall coordinate with 627 CS/SCXP if rack/cabinet space is not available.
3.2.11 Install plenum rated cables where required by Industry and applicable standards. Table of standards located in section 8.1
3.2.12 Install CAT 6 cables at the locations indicated in sketches. Note: Building Floor plans are not to scale.
3.2.13 All CAT 6 cables shall be “Home Runs” from user drop (face plate) to patch panel(s).
Cable runs shall not exceed 270 feet in length.
3.2.14 All workstations and printers shall have two (2) or 4 (four) CAT 6 cables installed for NIPRNet. Wherever feasible, Contractor shall make use of Quad drops at the user location such as multiple side by side workstations. Refer to Sketch 1 & 2 for Building Layout
3.2.15 All new CAT 6 cabling shall have a “Blue” colored sheath for identification.
3.2.16 All termination hardware, cable components, and cables shall be CAT 6 compliant.
Termination hardware to include but not limited to termination modules, patch panels, etc. All jacks shall include Retention Force Technology™ (or similar) which promotes consistent performance over the life of the system. The jack should also include separation towers allowing for quicker and easier terminations. All cabling and terminations hardware shall be new and not refurbished.
3.2.17 Label all new premise wiring installations with McChord Field label scheme. Faceplate and patch panels shall both be labeled. Labeling will be completed via permanent method. Handwritten labeling is not authorized. Labeling scheme provided in Attachment #2: JBLM Telecomm Labeling Rev 4.
3.2.18 Test and certify all new cable installations to the Category 6 specifications. Document test results for review and reference.
3.2.19 All working area(s) shall be restored to original condition IAW McChord Field policy.
3.2.20 The Contractor shall provide CAT 6 UTP RJ45 Patch Cords. Patch cords shall be of a variety of cable lengths for cable routing from patch panels and network switches. Also, provide patch cords from User(s) drop face plate to User network device i.e.
laptop/desktop. The Contractor shall verify patch cord cable length required for User drop connections with 627 CS/SCXP.
3.3. Cable Removal. NEC 800.25 and 770.25 require that the accessible portion (see definition) of abandoned optical fiber and communications cables shall be removed from pathways. Cables that are not terminated at both ends at a connector or other equipment and are not identified for future use with a tag (label) of sufficient durability are considered to be abandoned communications cables.
3.4. Network Cabinet
All new network cabinets will be lockable and compatible with existing lockable cabinets. Coordinate with the 627 CS/SCXP to ensure a common lock/key in all cabinets matching existing locks/keys.
Equipment cabinets will have sufficient ventilation, cable pathway access, and space to allow for maintenance and operation of the equipment. Consideration must be given to wall mounted cabinets to ensure the long-term ability of the cabinet to be mounted, to stay attached to the wall and for the required clearances to service all cabling and equipment installed with the cabinet. Rail settings within cabinets must be secured, be in a level condition and be positioned so all installed hardware and cables interfacing the hardware do not obstruct the closing of doors when door is in its final position. The cabinets shall be large enough to house the network switches, UPS, patch panels, etc.
3.5. Grounding and Bonding
All new and existing racks/cabinets housing equipment for this project, as well as all ladder rack/and cable tray will be bonded and grounded to the Equipotential Ground Plane IAW TIA-607-B. All Equipment racks and cabinet rails will be Telecommunications style rails that are unpainted and have drilled and tapped mounting holes IAW DISN Implementation Standards, Ch. 2.7.20 to 2.7.26.
Network cabinets will be capable of containing any standard equipment shelves for communications equipment per the current revision of EIA/ECA-310. The Contractor will test any new or extended ground at the cabinet/rack and at the new grounding/bonding points. The government reserves the right to test and validate newly installed grounds to ensure they meet compliance.
3.6. Bushing
All penetrations into the rack/cabinet must be reamed, filed and have an installed bushing or grommet material. No exposed metal edges will come in contact with telecommunication cabling.
Cutting/Penetrations may be done as needed to fulfil the installation requirements without additional coordination with the 627th Comm Squadron.
3.7. A.C. Power
Each new equipment cabinet will have a dedicated 110/120 20A power circuit, furnished and installed by the contractor, originating from existing breaker panel. All electrical work will be labeled at the circuit panel with room and rack identification and at the equipment end with panel and circuit information. All electrical component work will be performed in compliance with the NEC, UL Listing, and all local, base, state, and federal codes, requirements and regulations. A power strip shall be designed, furnished, and installed that supports the network switches, UPS and other network related electronics.
3.8. New Network Switches/UPS and Cabinet
The Contractor will furnish and install three (3) new Brand-Name Juniper EX-3400, 48-port ethernet PoE TAA-compliant network switches and rack mounted 2200VA UPS with a new full size Network Cabinet in B1306, Room 1010. The location of the new cabinet will be provided by 627 CS/SCXP.

4.0 MANAGEMENT
4.1 Schedule. The Contractor shall provide a complete milestone schedule that denotes major activities to include time-phased start and completion dates for this project and sub-projects associated with the installation of the components and systems.
4.2 Project Manager on Site. The Contractor shall provide a full time, on-site Project Manager (PM) to oversee all facets of the project.
4.3 Quality Assurance. The Contractor shall provide quality assurance support for the entire life of the project. This support shall assist the government representative in performing random spot checks and in performing the system acceptance tests. Contractor QA and Government Representative shall be responsible for identifying system and outside plant deficiencies and/or discrepancies throughout the life of the project. A weekly report (soft copy) will be submitted indicating project progress/statuses and listings any deficiencies/discrepancies found and actions to correct them.
4.4 Compliance. The Contractor shall remain in compliance with all Federal, State, county, and base security and safety laws, regulations, policies, and requirements.
4.5 Clean up. At day’s end, the Contractor shall remove all debris and surplus materials from the workplace. Equipment and materials required to complete the work effort may remain on site as long as they are organized/stored in a manner that does not cause a safety hazard.
4.6 Environmental Management. The Contractor shall comply with the most stringent environmental federal, state, and local laws and regulations, and Air Force policies, instructions, and plans. The federal Government is not exempt from compliance with environmental regulations. The installer shall maintain an awareness of changing environmental regulatory requirements to avoid environmental deficiencies for activities on McChord Field WA. The Prime Contractor shall ensure their sub-contractors (if any) comply with these specifications. Asbestos may be present at all buildings within the scope of this project. But the presence of asbestos along, adjacent, or within existing cable runs is not anticipated. If asbestos is discovered during the installation phase of this project, the Contractor shall stop work and contact 627 CS/SCXP for disposition.
4.7 Integrated Product Team (IPT). The Contractor shall chair a weekly IPT meeting consisting of Contractor representatives, the Contracting Officer, Program Manager, Engineer, and representatives of the 627 CS/SCXP. The purpose of this meeting is to discuss project progress, problems being encountered, and other discussions necessary/beneficial to ensure success and timely completion of the SOW. If updates for the project are minimal, a weekly email consisting of all the above key personnel will be sufficient to satisfy the IPT meeting requirement.
4.8 Walk-Through. The Contractor shall schedule a final project walk-through of all work completed prior to close out with the government Project Manager. This should be scheduled at least 72 hours prior to the event.
5 DELIVERABLES.
5.1 List of Deliverables. All deliverables are subject to Government acceptance and approval. They shall meet professional standards and the requirements set forth in this Task Order. All deliverables shall be produced using recommended software tools/versions as accepted by the Government. The Contractor shall submit the following deliverables:

5.2 Cutover Plan: Contractor will be responsible for cutting over all installed fiber and network equipment. A Cutover Plan will be built with the contractor following award and once the installation date/dates have been selected, to account for mission requirements.
5.3 Acceptance Test Plan: The Contractor shall provide a detailed acceptance test plan of the installation covering all aspects of the installation and demonstrate the acceptability of the work on meeting the government requirement. The Contractor shall perform all tests and document results of tests with government witnesses overseeing the Acceptance testing.
5.4 As-Built Drawings: The Contractor shall provide as-built drawings for the installed equipment to include where and how they connect/interface with each other and existing base. As-built red line drawings (either in CAD or MS VISIO with a courtesy copy in PDF format) shall depict new cables, panels terminated and test results. Drawings shall contain floorplans, comm closet locations, rack elevations, grounding, and locations of installed cable routes/trays, etc.
5.5 Training: Reserved.
5.6 Testing Requirements: The Contractor shall perform testing and inspections of all systems solutions to ensure the technical adequacy and accuracy of all work, including reports and other documents required in support of that work. The Contractor shall conduct on-site testing in accordance with the Original Equipment Manufacturer’s installation manuals, practices and the appropriate vendor’s test procedures. The Contractor shall provide a detailed test plan.
6 WARRANTY
The vendor shall provide a one-year warranty or manufacturer’s standard commercial warranty, whichever is longer. The vendor shall also provide a one-year workmanship warranty. The warranty period shall start from the date of system and or project acceptance.
7 PERFORMANCE.
7.1 Period of Performance. The period of performance for the project shall not exceed three months after the start of the project.
7.2 Place of Performance. The place of performance is McChord Field WA.
7.3 Hours of Work. The Contractor shall routinely work during normal operating hours, 0800- 1600, of the site. Monday through Friday, excluding federal holidays. Any site work requested by the Contractor to be performed outside of normal duty hours shall be coordinated with the Base POC at least one week in advance. The Contracting Officer must be notified in advance if there is any cost impact for this work. Federal holidays are listed in the table below:

8 GOVERNMENT FURNISHED INFORMATION/ACCESS/STANDARDS.
8.1 The Contractor shall comply with all base installation standards. Installation technicians shall be familiar with appropriate Commercial/Military/Local Installation Standards. Installation tasks shall be performed in accordance with the appropriate installation standards and practices. Installation Contractor shall comply with all commercial codes and standards to include but not limited to the following:

The Contractor shall obtain and comply with any other applicable manuals not identified above that would be required to meet industry standards.
9 SECURITY
9.1 Stated work and associated products shall be performed at the UNCLASSIFIED level. Escorts may be required, as some work will be performed in secure facilities. It is the Government’s responsibility to provide escorts. Escorts need to be coordinated with the McChord CYOC, 253-982- 2666, one week in advance of the escort date.
9.2 The Contractor shall process a Site Visit Request Letter (Refer below 9.3). This letter shall identify the names, social security numbers, driver’s license numbers and state of issue, and birth date of the personnel who will performing on this SOW. This information is required to grant access to the base. If required by the base, the Contractor shall provide identification badges for their employees.
All Contractor personnel shall wear these badges while on duty on the Government site. The badges shall identify the individual, company name, and be clearly and distinctly marked as Contractor and be in accordance with base regulations.
9.3 Complete Installation Access Application form (Refer above 9.2). Access requests should be made thru 627 CS/SCXP and the Contracting Officer. Access requests shall be submitted at least one (1) week prior to scheduled arrival.

1.1 Two Position UTP Wall Plate
ROOM Actual room number from the facility drawings at time of design.
Telecom Room (TR): Actual TR or Equipment Room where the end of the wall plate cables terminate. In existing facilities with no TR numbers the TR room identifier shall be floor number, room number where room number starts with the letter A with additional TR labeled B, C etc.
RACK # Actual Rack number that contains the patch panel where the cable terminates.
PATCH PANEL # Actual patch panel number.
PORT #’s Actual port numbers in the patch panel
The bottom position of the UTP wall plate shall be marked with the Room Number that the wall plate is installed. This information is reflected in the site cable plan.

1.3 Patch Panel Labeling
Patch panel shall be labeled using the following format. Room number (actual room where user wall plate is located), face plate number, jack designator, 110-1 A B C D.
