Statement of Work (SOW) For
Removal of Contaminated Fuel Pit Water Fairchild AFB, WA
Revised 27 December 2023
1. DESCRIPTION OF SERVICE: The contractor shall provide all necessary tools, equipment and materials required by law to provide for the removal of fuel contaminated water from the flightline fuel pits a mobile vacuum trailer and dispose of contaminated water currently on Fairchild AFB, WA.
2. SCOPE OF WORK: The Contractor shall complete all work, which includes furnishing all supervision, labor, material, equipment and services, unless otherwise specified herein, required under this contract. All work shall be performed in accordance with all Federal, State, local laws and regulations, manufacturer’s recommendations and this Statement of Work (SOW).
- Work shall be accomplished for a period of performance of three years from the date of award, and will be accomplished through the issuance of task orders.
- It is estimated that pumping will be required 3 times annually to dispose of approximately 5,000 gallons of fuel contaminated per visit for a total amount not expected to exceed 20,000 12 times annually to dispose of approximately 1,000 gallons of fuel contaminated water per visit for a total amount not expected to exceed 12,000 gallons of fuel contaminated water annually.
- Contractor shall provide appropriate certified personnel to properly dispose of contaminated water from fuel pit(s), see attachment 1 for specific locations the mobile vacuum trailer.
- Contractor shall properly remove fuel contaminated water and properly container and dispose off base in accordance with all local, state and federal environmental laws.
- Contractor shall develop a detailed work plan. This work plan shall consist of, as a minimum, the scope and location of work performed, location map of the worksite noting locations of water removal, photographs of the worksite, notification records, employee training records, and waste shipment records coordinate the pumping location of the mobile vacuum trailer with LRS each visit.
- Contractor shall removal any debris generated at the completion of work and will be removed from the installation and disposed at an off-base facility designated for the material.
3. GOVERNMENT FURNISHED PROPERTY AND SERVICES: The government will provide access to utilities and flightline escort as needed.
4. GENERAL INFORMATION
4.1. HOURS OF OPERATION: Hours of operation are 0700-1630 Monday through Friday, excluding Federal Holidays and any other designated down day. Work can be done at other than the normal hours of operation with the approval of the Contracting Officer. The contractor shall coordinate in advance all hours of work and any service interruptions with the MSgt Daniel Rey and/or MSgt Julio Chavez at 509- 247-4258, daniel.rey@us.af.mil or julio.chavez.1@us.af.mil, 509-247-4255.

4.2. SECURITY REQUIREMENTS: All personnel employed by the Contractor in the performance of this contract, or any representative of the Contractor entering the government installation, shall abide by all Fairchild Air Force Base security regulations.
5. CONTRACTOR REPONSE TIME: The contractor shall respond to a request to remove and dispose of fuel contaminated water fuel within 72 hours of a request by the government.
6. PERFORMANCE PERIOD: Task orders may be issued immediately from the date of award and can be issued for a period of performance of three years from the date of award.
