Summary of Changes
The purpose of this amendment is to:
1. Answer Questions related to the solicitation FA462023RA110 posted in SAM.gov.
2. Correct the POC email listed in the SAM.gov posting From: james.plumlee@fairchild.af.mil To: james.plumlee@us.af.mil, as shown on the Combined Synopsis/Solicitation FA462023RA110
3. Update Attachment 1 to: Pricing Schedule Revision 1 dated 26 April 2023; add CLINS 0001AN, 1001AN, 2001AN, 3001AN, 4001AN, and 5001AN for Food Waste Disposal (Compost) Fees.
4. Update Attachment 2 to: Performance Work Statement Revision 1 dated 26 April 2023. Appendix A Table A1 on page 13 ITEM 15 ANNUAL NTE changes from 144 to 156. ITEM 16 ANNUAL NTE changes from 144 to 156. ITEM 17 is added for Disposal Fees, Food Waste Bins (3CY & 2CY) with the U/I as TN and the ANNUAL NTE as 250.
A copy of this amendment must be signed and returned with the contractor’s quote.
Questions and Answers:
Question 1: Will the government allocate space onsite for the contractor to park its truck (up to 2) onsite after hours provided the trucks are being utilized for the government/FAFB contract only?
Answer 1: No. The government does not currently want to allocate space.
Question 2: Provided the solicitation response requirement is within 30 days, can the government make this requirement to submit G-260 license upon award? Instead, with proposal we can submit proof of application.
Answer 2: Answers to questions about license requirements are answered in Amendment 01. Should a potential offeror get permission from the current licensee and submit a request to the commission the government will consider an extension for the application process.
Question 3: PWS section 1.1.3.1 states requirement to either provide 30 or 40 YD roll-off containers.
What is the current practice on the size of container that the incumbent is providing?
Answer 3: Currently nothing less than a 30CY and no 40CY used on a continuous basis.
Question 4: Please confirm workload data provided in Table A1 is 2022 data? Can the government provide data for past 3 years to review data pre-pandemic?
Answer 4: Table A1 data is NTE (not to exceed) and is accurate. The government will not provide historical data as it does not pertain to the future requirement. Any historical deviations have been accounted for in Table A1.
Question 5: Attachment 6 InterLocal Agreement between the FAFB and the City of Spokane lists the disposal rates in Section 5. Please confirm the current year (as of Jan 2023) the disposal rate is $76.24 per ton? I could not figure out which year we are in based on the table.
Answer 5: The rate table shown in the ILA is intended to be an example only. A new rate increase started on 1 Jan 2023. The rate increase was due to the CPI table increase of 8.28%. The adjustment factor raised the disposal rate from $83.61 to $90.54 per ton. The rate of increase was taken directly from the CPI index in accordance with the Interlocal Agreement.
Question 6: What is the workload data on regulated/foreign waste for the last 3 years?
Answer 6: Regulated/foreign waste is not a requirement in the PWS.
Question 7: How do we price the removal/disposal of regulated/foreign waste from the FAFB? I don't see CLIN in pricing sheet.
Answer 7: Regulated/foreign waste is not a requirement in the PWS.
Question 8: Past Performance Questionnaires are due before the site visit? Can the government extend that to be due with the proposal submission and after questions are answered?
Answer 8: The instructions in the Synopsis/Solicitation did not require Past Performance Questionnaires be due before the site visit. 2
Question 9: Can offerors provide completed CPAR's instead of PPQ's. Offerors cannot control their customers availability to completed and submit a completed PPQ. Completed CPAR's show the same information and are recent contract data.
Answer 9: No. The requirement for Past Performance Questionnaires will remain as stated in the Synopsis Solicitation.
Question 10: To ensure the necessary containers are on hand, historically, how many 30CY roll-off containers are needed at any one time?
Answer 10: Normal operations not to exceed 2 each.
Question 11: 3. PWS 1.1.7 - For the front loader containers with the capability to be filled from the back, can photos be provided to ensure contractor can price and purchase the desired configuration.
Answer 11: Yes. See below.
Question 12: Have there been any changes to this PWS compared to the incumbent contract? If so, what areas are the significant changes been made?
Answer 12: Yes. The one significant change is with the Food Waste. The workload increased from one bin picked up once per month to the two sized bins picked up weekly from several locations, as shown on the Pricing Schedule, PWS Appendix A tables A1 and A2.
Question 13: Is the government willing to list the Pickup fee and the Disposal/compost fee for Organic Food waste as two separate line items? For example: 0001AL Food Waste Bin Rental and Service(3CY) Unit would be months 0001AM Food Waste Bin Rental and Service(2CY) Unit would be months 0001AN Food Waste Disposal (Compost) Fees Unit would be Tons.
Answer 13: The government is willing to have separate CLINS for rental and disposal fees.
Question 14: Please confirm that Spanish Moss is no longer the required paint color for containers.
Answer 14: The requirement for container colors to be Spanish Moss has been removed from the PWS.
Question 15: Is the government willing to allow the offeror to specify an annual rate adjustment based on the Consumer Price Index for All Urban Consumers for All items in West - Size Class B/C, all urban consumers, not seasonally adjusted (Series ID CUURN400SA0) for Option years 1 through 6? For Example: The percentage change would be calculated as the average of the indices for July of the previous year through June of the current year compared to July through June of the previous year. For example, for the option year beginning October 1, 2024, the percentage adjustment would be calculated as the percentage change between the averages of July 2022 through June 2023 and the averages of July 2021 through June 2022.
Answer 15: The government is not opposed to this concept; however, after discussions with state commission we will currently follow the state’s tariff policy. Price adjustments are made by the licensee and approved by the state.
