Statement of Work (SOW) Upgrade of FAFB Mass Notification System
Fairchild AFB, WA 21 August 2019
1. DESCRIPTION OF SERVICES:
The contractor shall provide all equipment, components and start up for the upgrade and maintenance of the Giant Voice system with the capability of providing extended mass notification coverage IAW AFI 25-01. The contractor shall replace all broken or non-operable equipment/parts with new equipment/parts associated with the upgrade of this system with full commercial warranty. The contractor shall also test all functions of the base Giant Voice prior to Government acceptance.
2. SCOPE OF WORK:
The contractor shall provide necessary equipment to upgrade (6) DV480 chips to DVSD cards, upgrade (1) Commander Control station at primary Command Post with up-to-date software and operating system, install (1) Commander Control station with necessary equipment including keyboard, mouse, antenna, radio, DTMF controller, and cabling, at 92 CS/SCOT office, install (1) Commander Control station with necessary equipment including keyboard, mouse, and cabling using existing in-place radio, antenna, and DTMF controller at alternate Command Post location, and to provide project management of the contract throughout its duration. These equipment will interface and be fully compatible with the existing Federal Signal Giant Voice system. Contractor will perform necessary service to provide system optimization to ensure full functionality of base Giant Voice system and readily available and clear mass notification to Fairchild AFB. Messages must be audible and understood from all locations across base to include: 92d Wing HQ, MDG clinic, 336 TRG HQ, alert crew facility, Base Exchange, and farthest corners of the housing areas. All Ultra Voice poles must sound in-sync. Contractor will also provide on-site training, one session, up to 4 radio personnel on the operations and maintenance of the system and up to 2 command post operators on the operations of the system.
2.1. CONTRACTOR RESPONSIBILITY:
A. The contractor shall provide, install, and place all equipment and ensure full functionality.
B. Provide all applicable equipment/materials to upgrade the Commander Control station at the primary Command Post in building 2140.
C. Provide all applicable equipment/materials to install the Commander Control station in building 2249, room 110, SCOT office.
D. Provide all applicable equipment/materials to install the Commander Control station in building 2060, room 132, alternate Command Post.
E. Installation shall meet or exceed all national, state & local safety and installation codes and regulations.

F. The contractor is not responsible for RF transmission and reception affected by system interference beyond their control.
G. The contractor is responsible for basic installation site cleanup to include installation debris removal and general site cleanup within 30' of the system equipment. Immediate cleanup shall be done at the end of each working day.
H. Installation & Service updates will be provided as requested, during active installation.
I. Provide Points of Contact (POCs) responsible to coordinate and channel all primary communications and change orders affecting the Contract, Purchase Order, Scope of Work and/or Schedule for the duration of the contract. Changes to the POC by either party may require adjustment to the contractual deadlines to adjust for the transition period. No changes will be made without the concurrence of a Contracting Officer.
3. HOURS OF OPERATION:
Normal hours of operation are Monday through Friday 0730 to 1630 excluding federal holidays. The following federal holidays are observed:

4. GOVERNMENT PROVIDED ITEMS AND SERVICES:
The government will:
A. Furnish site access, restroom facilities, building electrical power, security police, and fire protection. In the event of an emergency, dial 911 B. Escorts to restricted areas will be provided as required.
C. Arrange access into all applicable facilities in conformance with the installation schedule to include providing on-base transportation where commercial vehicle access is restricted.
D. Provide storage space/staging area for materials. Location will be provided after award.
4.1. BADGES:
Access badges will be provided once access is granted to the site. All contractor personnel shall wear these badges while on duty on the government site.
4.2. Privacy Act
Work on this project may require that personnel have access to Privacy Information.
Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable agency rules and regulations.
5. Damage to Government Property:
The contractor shall ensure no damages are made to government property and or land. In the event, such damages occur, property, trees, buildings, houses, utilities, equipment, or materials, or to privately owned property, it shall be immediately reported to the POC or available Government representative. All damages caused by the Contractor shall be the responsibility of the contractor to repair at no additional cost.
6. Test and Acceptance. Acceptance by the government will be pursuant to an operational test

of the Giant Voice Stack. The contractor shall schedule and perform the operational tests with the government representative prior to turn over to the government. All current equipment is provided by Federal Signal so it is mandatory that all personnel are certified/qualified to work on Federal Signal products and no work occurs that invalidates Federal Signal Warranties.
