SUMMARY OF CHANGES

The purpose of this amendment is to:

1. Extend the due date for quotes to September 6, 2019 2:00 PM Pacific Time.

2. Answer previously asked questions.

Questions and the Government's Answers:

Q: Would Fairchild Air Base be willing to consider alternative technologies to the Brand Name classification that may improve the capabilities of the system?

A: No.

Q: Should the Air Force guidelines and requirements be followed to ensure the upgraded Mass Notification System (MNS) leverage the secure P25 Trunk system at Fairchild AFB?

A: No, the MNS does not leverage the P25 Trunk system.

Q: As stands, the existing MNS uses DTMF or FSK telemetry. These analog signaling are vulnerable to well-exploited security threats that can be used for unauthorized activation of the MNS, should the vendor propose an upgraded MNS which will use the P25 system and eliminates replay attacks?

A: No.

Q: Should the vendor propose a MNS upgrade solution where the system reliability and availability is increased via link redundancy?

A: No.

Q: Should the vendor propose radios that are J/F-12 certified?

A: Yes. There should only be need for 1 radio for the Commander Control station at the SCOT office.

Q: As stands, the existing MNS does not allow for text activation, should the vendor propose an upgrade to the system where the siren system can be activated via text through the data capabilities of the existing P25 infrastructure?

A: No.

Q: Should the upgraded MNS be able to operate over the AMC Enterprise LMR?

A: No.

Q: Should the upgraded MNS include network level device authentication?

A: No.

Q: Should the upgraded MNS include 256 bit FIPS 140-2 certified cryptographic engine at each of the eight siren sites?

A: No.

Q: Should the MNS radios be capable of being remotely programmed for security keys from a central key management server?

A: No.

Q: Does the existing control station at command post and the two new controllers at 92nd CS and Alt Command post need to be siren agnostic so that future expansions are not vendor specific?

A: No.

Q: Should the upgraded MNS have the capability of remotely being managed from a remote location eliminating the need for pole climbs?

A: It will be managed as much as the Commander Control stations can manage.

Q: Should the proposed solution based on P25 support both Wired (CEN - Co-Located) and Wireless (within Radio coverage) Activations?

A: N/A

Q: SOW calls for the upgrade of six (6) DV480 chips to DVSD cards, however according to the 'Giant Voice Locations" map there are eight (8) siren locations. Please verify the correct quantity of siren locations.

A: Two of the eight already have DVSD cards.

Q: What type of existing encoder is being used to set the sirens off?

A: SS2000+ desk and 19” rack mount versions

Q: Does the command post have a computer?

A: Yes.

Q: If the command post has a computer, what version of commander is currently on it?

A: 8.7

Q: Can you verify what you mean by operating system?

A: Windows operating system. Please provide Win10 OS to the Commander control consoles.

Q: Is the antenna going to be mounted on a tower or building?

A: Building.

Q: About how long does the run of Coax need to be from the radio to the antenna?

A: 100ft.

Q: There will need to be access to power.

A: Yes.

Q: Is Customer requesting additional battery backup/ surge protector for computer?

A: No.s

Q: Will the radio be in a radio room?

A: It will be in the office of the radio workcenter.

Q: If radio will be in a radio room, will we have access to run cat5 from radio to encoder?

A: Radio and desk mount encoder will be in the same room.

Q: What is the existing radio?

A: Motorola CM-100

Q: What is the existing DTMF Controller?

A: Federal Signal’s Commander SS2000 desk mount

Q: Does this location have an existing computer?

A: No.

Q: Is Customer requesting additional battery backup/ surge protector for computer?

A: Yes.

Q: Are the dates, 15 Sep 2019- 15 Oct 19 flexible due to the lead time on equipment.

A: Yes

Q: Can we receive pictures of all of the existing activation equipment at Command Post and Alternate command post. Including antenna and radio(s).

A: We cannot provide pictures of the setup inside the Command Post locations, but we may be able to provide photos of the individual pieces of equipment.

Q: Can we get a picture of each siren cabinet.

A: Yes, but we are only asking for the DV480 chips be changed out for DVSD cards.

Q: Can we get pictures of each siren head.

A: Yes, but we are not asking for them to be changed out.
