Performance Work Statement
(PWS)
LRS Gas Mask Washer
Fairchild AFB, WA
July 2019
SECTION I DESCRIPTION OF
SERVICES
1.0 Scope of Work. The contractor shall provide all personnel, tools, equipment, material, supervision, technical expertise, and other related items necessary to install the government supplied gas mask washer to all utilities necessary to place the gas mask washer in full service.
To include electrical service (220 volts), and plumbing of; water, electric tankless water heater to provide consistent 110 F water temperature, back-flow prevention and drainage to sewer.
This installation shall be for the 92d Logistics Readiness Squadron (LRS) Building 2163 at Fairchild AFB, WA. Installation will be completed at the location shown on the attached floor plan. All work will be accomplished in accordance with all federal, state, and local laws and regulations, applicable portions of the Base Design Standard, this Statement of Work, and the manufacturers installation instructions or as directed by the Contracting Officer. The manufacturers installation instructions are listed in Appendix B.
1.1. Performance Period. The contractor will have 30 days after notice to proceed to perform and complete all work. The contractor must coordinate requests for work over weekends or federal holidays, or work extensions, through the Contracting Officer. The government reserves the right to deny any such request.
1.2 Government Acceptance. The contractor shall provide a supervisor to complete a post-work joint assessment with the government of the installation of gas mask washer, to include a full function test of the unit. Any work deemed unacceptable shall be re-accomplished up to the standard identified within this PWS. SECTION II
GOVERNMENT-
FURNISHED SERVICES
2.0 Government-Furnished Services: The government will furnish existing utilities to include electricity and water where available.
2.1 Police, Fire Protection and Medical Services: The government will provide police and fire protection to support this SOW. The government will provide emergency medical treatment and emergency patient transportation service for contractor personnel who are injured or become ill during performance of this contract. Treated personnel shall be responsible for reimbursing the government for medical treatment costs and patient transportation at the current inpatient or outpatient treatment rate.
The telephone number for emergency police, fire, and medical services is 911.
SECTION III
GENERAL INFORMATION
3.0 GENERAL INFORMATION. General information relating to contract.
3.0.1 Proper personnel training and personnel protective equipment must be worn. Worksite must be clean and orderly at the end of each workday. Cardboard may be recycled at the base Recycling Center.
3.0.2 Any work that involves the use of flame producing devices, for example soldering, requires a hot work permit from the Fairchild Fire Department.
3.0.3. Contract Management: The contractor shall provide management oversight for all work performed. The contractor shall identify a Contract Manager (CM) to serve as the interface between the government and the contractor. The contractor shall appoint an alternate CM if the primary is unavailable for duty (vacation, illness, etc.). CM or alternate shall have full authority to act for the contractor, on all matters relating to this contract. CM or alternate shall be available, during normal duty hours, within one hour to meet on the installation with government personnel during periods when work is performed.
3.0.4. Contractor Personnel: Attire shall be in good repair and shall not be considered offensive, disruptive, or unsafe. The government is authorized to restrict employment, under the contract of any contractor employee or prospective contractor employee, who is identified as a potential threat to the health, safety, security, general well-being, or operational mission of Fairchild AFB and its population.
3.0.5. Hours of Operation: Hours of operation: Fairchild AFB normal hours of operation is Monday-Friday, 7:00 AM to 4:00 PM, excluding federal holidays. The contractor must obtain government approval from the Contracting Officer to work outside of normal hours of operation.
The following federal holidays are observed:

3.0.6. Performance of Service during Crisis Declared by the National Command Authority: IAW DoDI 1100.22 (Policy and Procedures for Determining Workforce Mix), and any applicable Air Force implementation, unless otherwise directed by an authorized government representative, it is determined that services provided under this contract are not mission essential for performance during a crisis.

Installation
Electrical:
Electrical Caution Qualified personnel should perform installation of this GS Series Washer. Electrical connection is made to a properly grounded branch circuit, protected by a 30-amp breaker. Your washer circuit should not be used for any other appliance while the washer is in operation, as the washer requires the full capacity of the circuit.
Do not use an extension cord or an adapter plug with this appliance.
Do not cut or remove the fourth grounding prong from the power cord.

GS5000 Washer Electrical Specifications:
Supply: 240 Volts, 50/60 HZ Motor: 11 Amps each Total: 24 Amps
Installation Notes:
Unpacking The GS5000 Respirator Washer is shipped in a wood container, or is wrapped and banded to a skid. Remove the container by unscrewing the Phillips head screws at the base and removing the side wood panels or by carefully cutting the metal banding and unwrapping the unit.
Placement IMPORTANT---The doors of the GS5000 may not close properly if the floor is not level. Metal “shims” may be placed under the frame of the washer if the floor is not level.
Water Supply and Drainage The fill line is a ¾ hose fitted with a ¾ GHT.
Please note that this is a single line. Therefore, there are two methods of achieving the proper operating temperature. One method is to attach a “Y” or mixing hose to mix the hot and cold faucet lines. The preferred method is setting the thermostat on your hot water heater.
This will allow for consistent operating temperatures. The recommended waterline pressure is 50 PSI. Waterline pressure over 75 psi will require the installation of a pressure-reducing valve.
Special Note: This washer is programmed to adjust to your water pressure. (“SEE FLOAT
VALVE OPERATION”)
The drain line is a ¾ hose fitted with a ¾ MPT. A PVC ¾ bushing has been supplied for easier installation. This line should be hard plumbed or secured to prevent spills.
Wash Pump The wash pumps on your GS5000 Respirator Washer will be damaged if the machine is cycled without water. The damage can occur if a cycle is started with a water connection line that is not functioning properly, or is turned off.
Pump seal problems resulting from a lack of water supply are not covered by warranty. To prevent the possibility of pump problems, pour one gallon of water directly into the wash tank before operating your machine for the first time.
Appendix B.
Float Valve Operation and location The GS5000 Washer is equipped with one float switch for water measuring. This switch is located on the inside of the wash tank under the mesh strainer screen at the bottom of the sump. This float operates as to control the water level during the cycle and as a safety device to prevent the wash tank from overfilling. This float meters water flow and signals the control unit to the presence of water in the wash tank.
Problem: The washer will not fill with water:
Solution:
A wire connection from the switch to the control unit may be dislodged.
The upper float switch if out of position and requires adjustment.
The switch is damaged or has been cleaned and reinstalled upside down. Install float correctly or Replace switch.
If water is detected in the bottom of the wash tank by the lower float switch, the washer will drain prior to beginning a new cycle. This is normal operation and is a safety feature designed to prevent any possibility of cycle interruption and restart with water remaining in the wash tank. If this switch is restricted or stuck in the “UP” position, the washer will continue to try to drain before filling.
Problem: The washer continues to Drain.
Solution:
A wire connection from the switch to the control unit may be dislodged. Check wire connections.
The switch is held open by debris or a small part that has become trapped. Remove Debris.
The switch is damaged. Replace switch.
Door Safety Switch Operation The GS5000 Washer is equipped with four door safety switches. These magnetic switches will pause the cycle when a door is tripped or opened during a wash cycle. Once the doors are closed, press the “START” switch will continue the cycle. If the doors are not properly closed, or these switches are not properly aligned, the machine will not cycle.
Special Note: This feature is for operator safety only! To properly pause a cycle, press the “START/STOP” switch prior to opening the doors.
Installation checklist:
Before using your respirator washer, make sure that the following installation tasks have been performed:
Washer is securely positioned and level with the floor.
Washer power cord is properly grounded and sized for the appropriate wall receptacle.
Drain and fill lines are properly connected.
Drain and fill lines are functioning properly
(no kinks in either line).
Water is turned on.
