14. DESCRIPTION OF AMENDMENT/MODIFICATION (Organized by UCF section headings, including solicitation/contract subject matter where feasible.)

The purpose of this amendment is to:

Provide site visit sign-in sheet, answer questions in response to the solicitation and site visit, and extend the date for receipt of quotations as stated herein.

Except as provided herein, all terms and conditions of the document referenced in Item 9A or 10A, as heretofore changed, remains unchanged and in full force and effect.

SUMMARY OF CHANGES

-The follow questions were proposed in response to the solicitation and site visit held on 25 JUN 19 at 9am

PST.

Q1: Can you please identify the applicable labor category for OMC personnel for this effort, i.e. general clerk I, general clerk II, etc.?

A1: The offeror is responsible for determining the applicable labor category using the Wage Determination attached to the RFQ.

Q2: Please provide a current contract number for postal services or verify if this is a new requirement.

A2: This is a new requirement.

Q3: Please confirm the current manufacturer, make, and model of postage meter being utilized by the OMC to process outgoing mail?

A3: The current postal meter is a Pitney Bowes Connect+ 2000

Q4: Please confirm the contractor is responsible for providing the postage meter equipment (machine), because the military's current equipment will not furnished (sic) for contract use.

A4: Yes, the contractor is required to provide the postage meter in accordance with the PWS. The meter currently in use will NOT be furnished for this contract. The meter requirement is a separately priced line item on the pricing schedule (RFQ Attachment 2).

Q5: Is there any additional equipment required to be provided by the contractor not explicitly identified in the PWS?

A5: The contractor shall provide all equipment necessary to perform in accordance with the PWS.

The contractor is required to provide any equipment not explicitly identified in the PWS.

Q6: Does the government have a requested/required minimum number of staff/personnel required to support the OMC operation?

A6: The government does NOT have a requested/required minimum number of staff/personnel required to support the OMC operation. This is a performance-based acquisition and contractors shall provide adequate staffing to meet all requirements of the PWS.

Q7: Will the government provide time to transition the contract from award date to start-up? If so, how much time will be made available?

A7: The period of performance (PoP) starts on 1 Oct 2019 and the government is anticipating approximately 30 days from time of award to start-up on 1 Oct 2019. This transition period may be shorter or longer based on the actual award date for this requirement.

Q8: Will a government representative be available or required to support any type of required training or facility orientation for contractor personnel?

A8: The government will provide a pre-performance orientation conference before the October performance start date of the contract. The Contracting Officer (CO) and Contracting Officer Representative (COR) will work closely with the awardee to answer any questions and resolve any issues from the post award orientation to start-up on 1 Oct 2019.

Q9: Are there any OPSEC, FPCON, or Anti-Terrorism training and certification requirements for contractor personnel prior to or during the period of performance? (This is in reference to military base requirements only, not DSS annual security briefings pursuant to FCL and personnel clearance requirements)

A9: No certifications are required. Other training (if required) will be provided by the government.

Q10: What is the anticipated start date for OMC contract operations?

A10: 1 Oct 2019

Q11: Is a subcontractor’s facility clearance sufficient if contract management will be operated out of their facility?

A11: No, the prime contractor must have an active secret facility clearance as stated in the RFQ.

-The date for receipt of quotations is hereby extended from 10 JUL 19 @ 2:00 pm PST to 15 JUL 19 @ 2:00 pm PST.
