STATEMENT OF WORK
SERE TALENT ASSESSMENT
13 AUG 2018
1.0 GENERAL
The 66 Training Squadron (TRS), under the 336 Training Group (TRG) at Fairchild Air Force Base in Washington state, requires an effective training data collection process to track performance and behavior metrics for assessment, training, and development. The primary goals for this effort are twofold: First, to reduce the overall attrition rate for the courses covered by this contract and secondly to eliminate the current antiquated training folder management.
1.1 Scope
The contractor is required to provide the following to better enable the 66 TRS pursuing a phased approach while implementing a software and consulting solution set.
“Phase 1”, will be a 12 month trial executed at Fairchild AFB, Washington, to be utilized and structured in S- V89-A (SERE Indoctrination Course), as well as the 3-level apprentice course S-V81-A SERE Specialist Training. All software, data results, and reports generated under this effort shall be expandable to encompass additional classes.
In addition, Phase 1 shall include an analysis at the SERE intermediate supervisory and command levels in conjunction with analysis at the training course level.
The contractor shall provide commercial off the shelf (COTS) talent assessment software and utilize that software to configure, implement, and evaluate an integrated, holistic, individual talent assessment system that is specifically tailored to meet 66 TRS requirements. This enhanced system shall specifically address the measurement and synthesized analysis of an individual’s physical and cognitive abilities, technical capabilities, and behavioral traits. This holistic, individual talent assessment system, or “whole person talent assessment system”, shallbe designed to improve on the 66 TRS current assessment program, and set the conditions for expansion to full-spectrum assessment and development of 66 TRS by applying best practices from across the spectrum of high performance.
• Provide a whole person talent assessment system which is optimized for use with the 66 TRS training/evaluation program. The system shall enhance the assessment and development of identified performance attributes required to excel in the 66 TRS’s complex and challenging operating environment.
• The contractor must provide SME consulting to optimize results of the 66 TRS personnel performance assessment system. The resulting whole person talent assessment system shall consist of aligned, high-performance measurement modeling and Commercial Off The Shelf (COTS) talent assessment software configuration, to focus data collection, automate analysis and reporting, and meet 66 TRS requirements.
Whole person assessment and development is the primary function of the contractor’s COTS software configurations provided through the contractor’s SME consulting. The contractor’s software must:
• Automate the collection, synthesis, analysis and reporting of SERE identified objective and subjective performance data.
• Be configured to provide aligned application and required feedback in order to rapidly enable capability specific to the 66 TRS.
• Collect structured and unstructured data (i.e. alphanumeric characters) in large volumes - online or off-line.
• Incorporate subjective information with objective measurements to produce reliable data.
1.2 Background and Estimated Workload
SERE Specialist Training cadre instructors and leadership train and assess upwards of 420 (max PFT) SERE Specialist candidates every year) through, SERE Specialist Training Indoctrination (S-V89-A SST-IC) and SERE Specialist Training Course (S-V81-A SST). 66 TRS specifically requires contractor-provided COTS-configurable talent assessment software with the ability to seamlessly integrate software functions and databases in order to ensure the continued assessment and development of students for use at SERE Specialist Training.
S-V89-A (SST-IC) is 10 training and calendar days, runs twice annually and bases the student/cadre ratio off of number of qualified SERE candidates (we have around 25 permanent party instructors and maintain a 6:1 student to instructor ratio in the operational field environment). SST-IC consists of one context-unique block of training requiring one Whole Person Assessment System module configured for Profession Training. Training is conducted at Fairchild AFB, WA. Upon successful completion of SST-OC and SST-IC, students are designated for follow-on training.
S-V81-A SST (SST) is five and a half months long (117 training days and 152 calendar days) and runs twice annually, using 20-25 cadre to instruct and develop up to 110 students annually (max 55 per SST class). SST consists of 15, context-unique blocks of training requiring an estimated one, Whole Person Assessment System module for Profession Training. Training is conducted in the vicinity of Fairchild AFB, WA. Upon successful completion of the SST training pipeline, students are required to become certified instructors within one year of being assigned to the 22 Training Squadron or risk the possibility of being re-classed to a new Air Force Specialty.
SERE Specialist Pipeline Training consists of (1st two will utilize talent assessment software during Phase I):
• SERE Specialist Indoctrination Course at Fairchild AFB, WA (S-V89-A) – “Phase I”
• SERE Specialist Training Course at Fairchild AFB, WA (S-V81-A) “Phase I”
• Additional prerequisites and follow on training courses not to be used for the software assessments required by this contract (background information only):
o Air Force Combat Survival School at Fairchild AFB, WA.
o Non-Parachuting Water Survival School at Fairchild AFB, WA.
o Emergency Ejection Seat Water Survival School at Fairchild AFB, WA.
o Underwater Egress Training at Fairchild AFB, WA.
o Army Airborne Parachutist School at Fort Benning, GA.
1.3 Objective
Provide and implement a system that provides users the information and tools necessary to improve on the initial selection and development of USAF SERE Specialists and training programs.
The primary objective of this project is the integration of an expertly aligned, Full Operation Capability (FOC) software and hardware solution to capture and synthesize holistic human performance measurement at each identified training course within a 12-month Period of Performance (PoP). The goal of this system is to allow users to improve on the development of USAF SERE Specialists and increase the quality of training programs and increase the accuracy of the initial selection process. The system shall enable cadre and leadership to evaluate data on both an individual student’s and cohort performance and attributes in order to assess and develop the individual to maximum potential, and provide leadership an informed decision-making capability as to the programatics of SERE Specialist Training.
The required endstate of this initiative is to provide the 66TRS a holistic, “whole person” assessment concept as a career spanning performance and development tracker for the 66 TRS Enterprise that spans:, the SERE Indoctrination Course S-V89-A, and throughout our 3-level apprentice course S-V81-A SERE Specialist Training here at Fairchild AFB. The performance and development tracker must be constructed to enable further expansion at the discretion of the government.
2.0 PERFORMANCE CAPABILITIES:
2.1 Core Capabilities Requirement
The 66 TRS requires a contractor who can demonstrate the below-mentioned capabilities in order to meet the intent of SERE Specialist Training courses’ whole person assessment system, and the enterprise integration of a full-scope talent assessment and development system.
Whole person assessment and development for the screening, selection, readiness assessment, and cultivation of high-performance individuals is primarily an Industrial/Organizational (I/O) Psychology function.
Contractor-provided I/O Psychology and high-performance training SME consulting, along with their specialized technical support to their own COTS-configurable assessment software, enhances an organization’s ability to not only improve their current system, but also to specifically enable the effectiveness and efficiency of the organization’s Clinical Psychology staff, and technical support systems.
Contractor-designed and developed, COTS-configurable whole person talent assessment software shall contain the best practices, assessment knowledge and subject matter expertise that can get at the contextual nuances of providing a usable tool/system in order to attenuate and report analysis for immediate use.
66 TRS demands a very specialized contractor capability and capacity.
• Contractor shall implement a COTS configureable whole person talent assessment system that combines I/O Psychology, high-performance assessment professionals, training specialists, and software technicians to align 66 TRS personnel assessment to a proven, contractor-provided performance modeling system, along with their whole person software.
3.0 REQUIREMENTS
66 TRS requires the rapid integration of a whole person assessment system, modified and configured for the 66 TRS SERE Specialist Training courses.
• The contractor shall execute all tasks associated with the configuration of 66 TRS Phase 1 SERE Specialist Training courses’ whole person assessment system through a proven Technical Procedure in order to meet the required endstate;
• The contractor shall provide COTS talent assessment software configuration(s) for the 66 TRS Phase 1 SERE Specialist Training courses;
• The contractor shall provide annual software licensing for access, maintenance and updates;
• The contractor shall support hosting whole person assessment software, configurations, and data preferably on the 66 TRS internal network server but if software is not certified for use on a secure, approved cloud location
• The contractor shall provide SME Consulting and training to support configuration, implementation, and sustainment of a whole person assessment system for 66 TRS SERE Specialist Training courses.
3.1 Technical Procedure
66 TRS requires a proven Technical Procedure for the rapid yet deliberate configuration, integration and sustainment of contractor-provided, COTS whole person talent assessment software for use at the SERE Specialist Training courses. The contractor’s Technical Procedure must address the specific nuances of SME consulting, performance modeling and software configuration that combine to produce an aligned and complete assessment system.
3.2 Software Solution Requirements
Through the contractors technical process, the contractor shall provide whole person talent assessment software for use at SERE Specialist Training courses, enabled and automated by aligned configuration.
The whole person talent assessment software shall:
• Provide a fully functional, networked suite of the required number of software configurations;
• Connect via WiFi, or over 66 TRS -provided cellular network; or “Stand Alone” private LAN.
• Provide data storage that is easily accessed in an unclassified environment, and a method of cataloging individual performance as it relates to the feedback provided by the cadre in order to monitor cadre effectiveness;
• Provide the rapid integration of administrative information through established Application Program Interfaces (API’s) and a “drag and drop” function in order to assimilate information starting at the earliest phase of evaluations;
• Enable the continued measurement of individuals’ performance over all tasks as they progress through the training.
3.2.1 Software Capability Requirements
The contractor’s whole person assessment system shall be aligned through SME consulting, and must provide the required software configurations. Each configuration must be an I/O Psychology-backed, performance model-based software solution that will capture 66 TRS performance data.
The contractor shall provide COTS-configurable, whole person talent assessment software with the following capabilities:
• Automates, facilitates and improves the collection, synthesis, analysis and reporting of objective and subjective performance data.
• Configured to provide application aligned to specific measurement modeling, and required feedback.
• Collects structured and unstructured data (i.e. alphanumeric characters) in large volumes.
• Mobile applications function online or off-line.
• WiFi-capable, secure, and compatible with current Android, iOS and Windows based technologies.
• Meet Defense Information Systems Agency (DISA) requirements for Unclassified Federal Risk and Authorization Management Program (FedRAMP) Impact Level 4 use through Amazon Web Services (AWS) GovCloud Infrastructure as a Service (IaaS).
• Can connect to the 66 TRS internal Local Area Network (LAN) or “Stand Alone” private LAN
• Generate expertly aligned, “Whole Person” performance reports.
• Quantitatively synthesizes subjective performance measurements (opinions) in conjunction with objective measurements (scores).
3.2.2 Specific Software Capacity Requirements
66 TRS requires software with capacity to not only address SERE Specialist Training courses, but also to meet enterprise-level assessment and development goals. The whole person talent assessment software must provide Interoperability, Mobility, Security, Data Tracking, Reporting and Sustainment Support capabilities with other units in the Guardian Angel community (Combat Rescue Officer and Pararescue).
3.2.2.1 Interoperability
The software must interoperable in order to facilitate integration and continued use regardless of changes to the mission or personnel turn-over by being secure, able to incorporate outside data, able to establish permissions, and easy to use.
• Data collection shall be aligned to measure 66 TRS objective results against 66 TRS standards.
• Software shall meet all 66 TRS software security requirements as demonstrated by its use by other
US government organizations.
• Software shall be user-friendly and intuitive. Users of normal web applications are able to understand the software configurations’ use. The software shall be configurable by trained, 66 TRS administrative users.
• Software shall allow for importing data from authorized sources
• Software shall allow for authorized access to data for the 66 TRS choice of 3rd Party analytical programs and applications
• Software shall enable role-based access.
• Software shall allow controlled exchange of selected data within the 66 TRS as required.
• Software shall be able to set up to send notifications and reporting documentation in XML, CSV, PDF, MHTML, TIFF, Excel or Word format.
• Software shall able to aggregate historical information.
3.2.2.2 Mobility
The collection and synthesis of individual high performance data must occur in context and in real-time as defined by training events, location and the ability of the observer to make the observation in order to provide the most accurate assessment information. At the same time, such information needs to be available to decision makers and anyone else who may need to view the latest status. A mobile, linked and synched capability allows for such.
The software shall provide:
• Mobile application for the determined GFE mobile device;
• An automated capability that can collect data Online or Off-line;
• The ability to operate and store data on the 66 TRS chosen network allowing instant access, download, and upload of information;
• The ability to synch and exchange data for all devices in the network.
3.2.2.3 Security
The software shall provide security protections in layers of architecture and topology:
• Data transferred over TCP/IP shall be encrypted to ensure the data is not compromised.
• Sensitive data shall be stored, hashed, and encrypted in the database using AES 256-bit encryption.
• Software shall provide adjustable complexity requirements for password validation.
• Software shall be able to use Common Access Cards for both mobile devices and workstations.
• Software shall enable controls to assign levels of authorization.
3.2.2.4 Data Tracking
The software shall be able to facilitate individual and collective Data Tracking. The software shall track whole person performance based attributes (physical, technical, behavioral), and shall be configured to each individual phase of training. Software shall provide:
• Attribute measurements tuned to 66 TRS performance metrics;
• Comprehensive surveys that include individual and team evaluations;
• The option to attach pictures to observations;
• Voice to Text on select mobile devices.
• The ability to add and remove events within an evaluation period.
• Targeted feedback from assessors to assesses.
• The ability to show active or inactive accounts.
• The ability to store structured data for future analysis.
3.2.2.5 Reporting
The contractor shall provide a SERE Specialist Training courses assessment system, applied through software configurations, to enable 66 TRS performance reporting based on whole person assessment requirements.
3.2.2.6 Software Configuration Sustainment
The whole person talent assessment software configurations shall be adaptable at the modular level in order to make minor data collection changes and to adjust minor reporting requirements.
3.3 Reporting Requirements
Focused performance assessment and development demands a thorough application of SME input with a provided automating technology to ensure the assessment and development of talent, which will enable an enhanced operational capability.
The contractor shall provide SME input and recommendations for consideration and evaluation by SERE personnel to address 66 TRS assessment metrics against the current system to provide a modified whole person assessment system for SERE Specialist Training courses. Contractor SME input and recommendations of potential solutions shall:
• Apply an experienced and proven process for the configuration, implantation, and sustainment of a whole person assessment system.
• Build off the 66 TRS existing assessment systems currently in use.
• Align a whole person performance model, technically configure the whole person assessment software install, train and facilitate the integration of a whole person assessment system into a 66 TRS SERE Specialist Training courses’ system.
3.3.1 Performance Model Sustainment Service
The contractor shall provide sustainment services to the performance model and subsequent software configurations for use at 66 TRS SERE Specialist Training courses.
3.3.3 Software Service
The contractor shall service their software and data on the identified network in accordance with their Software Licensing Agreement. Software service shall consist of installation, scheduled software updates, and episodic maintenance.
3.4 Software and Hosting Infrastructure Service Requirements
The contractor shall install their whole person assessment software and 66 TRS data on a secure server.
Depending on the network, the contractor will facilitate the approval of 66 TRS use on a secure web location, maintain, or be capable of accreditation for use on a 66 TRS network.
• The contractor shall configure and install whole person talent assessment software on the 66 TRS organizational server network (AFNet) or private “Stand Alone” LAN.
• The contractor shall demonstrate the ability to configure and install whole person talent assessment software on a dedicated or shared AWS GovCloud (US) server.
3.4.1 Accreditation
66 TRS will operate the contractor-provided software, configurations, and store data on the AFNet. The contractor must demonstrate the ability to facilitate accreditation of their software. If the software is not accredidted then the contractor is responsible for providing separate secure storage until accredidation.
3.5 Resulting Solution Requirements
The contractor shall deliver a comprehensive and expertly aligned whole person assessment system modified for use at 66 TRS SERE Specialist Training courses identified in Phase 1, and subsequent Phase 2.
3.5.1 Implementation
The contractorcontractor shall provide the 66 TRS SERE Specialist Training courses system to capture data according to the performance tasks and metrics identified. This system will run the whole person assessment software and store data on the 66 TRS internal network (AFNet) or “Stand Alone” network.
3.5.1.1 Period of Performance
The contractorcontractor shall provide the 66 TRS SERE Specialist Training courses’ Phase 1 system, and all necessary training, consulting and on-site maintenance required over a 12 month PoP.
3.5.2 Phased Support
The contractor shall provide recommendations and technical sustainment support to the system and modules within the scope of the PoP. All software provided for use by the government shall be maintained at the most current up to date software release.
4.0 PROJECT MANAGEMENT REQUIREMENTS
The contractor shall demonstrate the effective delivery of all requirements through Project Management which is aligned to the best practices of whole person talent assessment system configuration, support, and sustainment.
4.1 Project Oversight
The contractor shall maintain oversight of the entire contract and deliverables. The contractor shall provide a Project Manager for the period of performance to plan, direct, and schedule the timely and successful delivery.
4.1.2 Schedule and Work Management
The contractor shall implement a project control system which leverages the best practices of whole person assessment system integration.
5.0 GOVERNMENT FURNISHED INFORMATION/MATERIALS/EQUIPMENT
The contractor shall identify requirements to the Government (66 TRS) for the effective integration of a whole person assessment system modified for SERE Specialist Training courses. The government will provide required hardware IAW para 6.3.
6.0 DELIVERABLES
Deliverables shall consist of software licensing, I/O and technical consulting, and software configurations in accordance with established best practices for configuring whole person assessment systems, Project Management, and Work Breakdown Requirements. The COR or representative will perform inspection and acceptance of the monthly deliverables furnished under the contract. The contractor will be notified of acceptance after the COR and representatives have received required documentation of inspections performed by the accepting authority. The contractor will provide all data and reports in electronic format compatible with Microsoft Office 2000® or newer or current version Adobe Acrobat Reader ®. All data shall be delivered in accordance with the schedule and format.
Schedule:
The kick-of meeting shall be held at a mutually agreed time within 10 business days after contract award. Meeting may be held via teleconfernece for the majority of attendees however a minimum of two contractor representatives shall attend in person to facilitate fully understanding the SERE requirement.

6.1 Management and Status Reports
The contractor shall document all significant technical and programmatic events to date.
6.2 Software
The contractor shall deliver whole person assessment software configurations in accordance with the contractor-provided Software Licensing Agreement, through Software as a Solution (SaaS) to support the 66 TRS requirements.
6.3 Hardware
In addition to providing 35 iPad minis, (Mini 4 with 128 GB, wi-fi and cellular with ruggedized book style case with magnetic hinged keyboard) the contractor shall facilitate 66 TRS identification of any hardware requirements. 66 TRS will provide all system hardware infrastructure other than the identified mobile platforms and private LAN requirements associated with the rapid integration of the required assessment system.
7.0 DISTRIBUTION OF REPORTS AND DATA RIGHTS
7.1 Data Rights
This material may be reproduced by or for the U.S. Government pursuant to the copyright license under clause at DFARS 252.227-7013 (November 1995).
The U.S. Government retains Unlimited Rights to all user data under this program. (DFARS 252.227- 7013(a)(15)).
The U.S. Government will have Restricted Rights to the noncommercial computer software and source code developed with private funding (DFARS 252.227-7014(a)(15)).
7.2 Distribution/Release Limitation Statements
All data provided to the contractor by the government and/or developed by the contractor for the Government will be protected from disclosure in accordance with the markings contained on each document and as described in the following text. All other information relating to the items to be delivered or services to be performed under this delivery order may not be disclosed by any means without prior approval by the government. Dissemination or public disclosure includes, but is not limited to, permitting access to such information by foreign nations or by any other person or entity; publication of technical or scientific papers; advertising; or, any other proposed public release. The contractor shall provide adequate physical protection to such information so as to preclude access by any person or entity not authorized such access by the Government.
7.3 Commercial Software and Software Documentation Rights
The contractor will be providing commercial software for this project. The Government retains rights to use the contractor’s Software and Technology as provided in the attached Software Licensing Agreement for the term of this project. The contractor’s Software Licensing Agreement is considered part of the contract. Execution will include terms provided in the Software Licensing Agreement.
8.2 Distribution
No data or other deliverable from this project will be printed, distributed, published, briefed, or otherwise used without the expressed approval of the Contracting Officer.
