The purpose of this amendment is to answer the questions from vendors.

Q1. Does the new system need to be incorporated with the exisiting?

A1. Yes, the new system must work with the existing forms the cadre uses. The intent is to replace antiquated training folder products/maintenance, and allow technology to greatly assist in training, development, selection, assessment, recruiting, and timely inputs for leadership decisions.

Q2. Do you want the students to be able to access cadre observation notes?

A3. No. Students will only be allowed to review cadre notes during debriefs and/or by request to cadre.

Q4. Is there to be a separate system for the cadre and students?

A4. That is not a requirement for the current system, but may be added in the future.

Q5. Do you want the cadre to be able to review each other’s notes on student’s observations?

A5. The cadre need to be able to see each other’s notes/observations in an effort to evaluate any correlations to stimuli and student responses.

Q6. Does the system have to have real time input?

A6. Real time input would be ideal, however, the location has limited service so real‐time updates may not be possible.

Updates when the tablet is connected to the laptop that acts as a server at the remote locations are mandatory. Due to the uncertainty of communications in field areas, and AF Network connectivity lengthy process, a stand‐alone system will be necessary as we kick start this program.

Q7. Will this system be on the Air Force Network?

A7. No, it needs to be a stand‐alone system.

Q8. Are there currently mobile devices being used at the training site?

A8. No, due to limited connectivity and/or cell service.

Q9. Can you please clarify the requirements for the tablets to be provided? ‐ Must they be capable of cellular service, or are WiFi‐only models acceptable? ‐ Will you consider alternate tablet manufacturers, assuming the assessment software is supported on the devices provided?

A9. No cellular service as part of this vendor quote, Wi‐Fi/Bluetooth should suffice. Our Commandant brought up a great point with usability/compatibility in the future with iPAD vs Android use. Considering this is a one year text bed, I’m comfortable with either iPAD or Android. I’d steer towards iPAD because of other programs/services using that device.

Q10. What is being requested as far as service support?

A10. We are requesting Subject Matter Experts (SME) to assist with evaluation of exhibited traits, trends, and consult with psychologist concerning student adaptability. To include, coaching guidance to cadre. In addition, we are requesting knowledgeable technical SMEs to assist in software implementation, tailoring, tech support/maintenance, and general questions to alleviate a time burden on our task saturated Instructor Cadre team.

Q11. How shall levels of adaptability and exhibited traits be communicated?

A11. Colorized dots to identify behaviors, such as Green, Yellow, and Red to indicate positive to negative behaviors.

Q12. Are you looking for physical training for this requirement?

A12. No. We do our own physical training. That being said, tracking the physical nature of our program is an ingredient in success. We do perform our own strength training/conditioning with our coaches, but a way to identify physical capabilities as part of the whole person concept would be beneficial.

Q13. Do you have access to the requirements and the evaluations of the physical tests and would this information be available to provide assessment?

A13. Yes, the tests and evaluation data will be made available.

Q 13. For the purpose of providing software license costs, about how many users will be using the software? Over the 12 month term, about how many student profiles will be entered in the system? About how many cadre/instructor/commanders will use the system?

A13. 35‐40 cadre/instructor per year, plus 5 leadership. Students will be at a maximum 110/year (55 students per 6 month class), but likely hovering around the 70 mark.

Q14. Will the government provide copies of the paper‐based objective assessments currently in use (peer reviews, course critiques, mentor / cadre feedback, physical test form, etc.)? What subjective information are required?

A14. Yes, the Government will provide copies of the requested documents upon award.

Q15. Is CAC‐based access to the iPads and/or software system a requirement for this initial Phase 1 effort?

A15. For future use and if we pursue use on the AF Network, CAC enabled access will be required. For this stand‐alone system, CAC use will not be needed………….just WiFi Bluetooth access.

Q16. Is AFNET a requirement? Is the requirement a “Stand Alone” system?

A16. No, this system needs to be standalone see answer 7.

Q17. Do you require the ability to access data and down load historical information?

A17. I would guess this would be important for access to the current class info with historical data available on the server to be used for trend analysis. That might have more limited access than the rest of the info has.

‐ Historical information and data collection & tracking are enormous benefits for this software/consulting request, and one of the driving forces to utilize these technologies. We eventually hope this will not only span our squadron, but will provide data tracking to push over to other squadrons to help build accurate training & development assessments.

Q18. Can the contractor deliver the solution on either an AWS GovCloud or a “stand alone” LAN?

A18. Yes, the contractor can deliver on AWS GovCloud or "stand alone" LAN.
