MEMORANDUM FOR: PROSPECTIVE CONTRACTORS

SUBJECT: ANSWERS FOR SOLICITATION FA462018QA022’s QUESTIONS

1. The following questions for the above project are answered below:

Q: Are any design documents required for this project?

A: No

Q: Are any submittals and O&M's required?

A: Please leave any manufacture installation and O&M manuals with equipment.

Specific submittals are not required.

Q: Is a bid bond or P&P bond required for this project A: No.

Q: Per SOW 2(f)(i) " All heating piping within the mechanical room shall be new and replace all groove lock piping connections." Is this limited to only the piping related to the heating water piping, or does it include the gas, domestic etc.? and also does this mean to replace the groove lock piping with new same material or something other than groove lock.

A: This only applies to the hot water piping associated with the boilers being replaced.

The material shall not be groove lock as per the BDS.

Q: Item 5 states the performance period after contract award is only 45 days. In our experience this would be insufficient to secure equipment such as pumps and boilers. Pump lead time has been running approximately 8 to 10 weeks. Can we add a material acquisition period of 8 weeks or lengthen the performance period to account for the long lead items?

A: This sounds reasonable for required lead times, however we need boilers running by the end of September or personnel will need to move out or temp heating will need to be issued.

Q: Given the long lead time for obtaining boiler pumps, is it acceptable for the contractor to install the boiler; and then return at a later date to install the pumps? This would permit the boilers in the facility to provide hot water for heating if necessary.

A: Yes, that is acceptable.

Q: Does the Chemical Feed Tank need to be re-installed?

A: No, do not re-install the Chemical Feed Tank.

Q: Is there electrical access for welding purposes (220volt)?

A: Building power is 3 phase 208/120. Spare breakers are available in the panel in the mechanical room.

Q: What is the gas pressure coming into the boilers?

A: Gas pressure after the meter for B1252 North is 2psi. There is a regulator in the mechanical room (Rockwell 243-12, 2”-14” w.c. outlet pressure range, ½”-10o orifice) upstream of the boilers but 2 other domestic hot water boilers are also served off that line.

Reconfiguration, if necessary, is allowed but any downtime on the domestic hot water boilers must be coordinated with the FMs.

Q: Are there any noise restrictions?

A: No restrictions during normal working hours.

Q: Can a man lift be used to access the roof vents?

A: Yes, but care must be taken to ensure no damage along the access path (concrete or grass). Surfaces must be protected and any damage will be repaired by the contractor at their expense.

Q: Can a jobsite trailer be left overnight?

A: Yes, FMs had no issues but preferred they use the parking lot to the West of the facility. They did warn of previous theft and want to ensure that everyone understands that they will not watch the trailer or be held liable for any theft/damage.

Q: Can you confirm the pumps are non-VFD?

A: Confirmed, they are no VFDs for the pumps.
