STATEMENT OF WORK
FOR
BOILER, PUMP AND ASSOCIATED PIPING REPLACEMENT

Statment of Work
Statement of Work (SOW) For
Boiler, Pump and Associated Piping Replacement, Bldg. 1252 Fairchild AFB, WA (GJKZ)
1. DESCRIPTION OF SERVICE: The contractor shall provide all necessary tools, equipment and materials required to remove and replace the boilers, pumps, expansion tank, and all associated valves, piping, and related devices for the heating hot water system, located within the mechanical rooms as stated in Section 2. The existing 3-way pneumatic control valve will also be removed and replaced with piping to accommodate a primary/secondary loop configuration. The existing Energy Management Control System (EMCS) points/sensor will be reconnected to the new system with the exception(s) noted in Section 2. All contractors shall verify and validate site conditions for bidding proposals. See Appendix A for pictures and Appendix B for applicable references, including FAFB’s Building Design Standards.
2. NORTH MECHANICAL ROOM SCOPE OF WORK: The Contractor shall complete all work, which includes furnishing all supervision, labor, material, equipment and services, unless otherwise specified herein, required under this contract. All work shall be performed in accordance with all Federal, State, local laws and regulations, manufacturer’s recommendations and this Statement of Work (SOW).
a. Remove and properly dispose of (2) 615 MBH hydronic boilers, including the burners.
b. Remove and properly dispose of (2) heating hot water loop pumps.
c. Remove and properly dispose of all piping and valves associated with the heating hot water piping system, limited to the 3rd floor mechanical room.
i. This shall include removal of the (1) 3-way control valve and associated piping/controls.
ii. This shall include removal of the chemical feed pot and associated piping/valves.
iii. This shall include removal of the expansion tank and associated piping/valves.
iv. Two feet or less (i.e. a maximum of 2 feet) of existing piping shall remain in the mechanical room where the return and supply piping penetrates the mechanical room walls.
d. Purchase and install (2), equivalent MBH, natural gas-fired hydronic condensing boilers.
i. Mechanical room is located on the 3rd floor; access is by stairs or elevator (3500
LBS capacity), no direct access from the exterior of the facility into the mechanical room exists.
ii. Boiler(s) shall be placed over the footprint of the existing boilers, on the concrete housekeeping pad; manufacture’s required clearances shall be maintained.
iii. Valves, vents, gauges, and strainers shall be in a like-for-like configuration and provide a fully functional and serviceable system.
1. This shall include the natural gas lines that will connect to and serve the new boilers.
iv. Boilers shall meet the required thermal efficiency of greater than or equal to 95.0%.
v. Boilers shall be current production models with parts readily available from a local distributors.
vi. Boilers shall be independently controlled; stand-alone with no parent/child relationship.

vii. Existing EMCS control/monitoring points shall be reinstalled for both boilers.
1. The (1) existing outside air temperature sensor will be connected to (1) new boiler.
viii. Purchase and install a separate outside air temperature sensor for (1) boiler.
1. The (1) existing outside air temperature sensor will be connected to the other new boiler.
2. All new control/monitoring point equipment shall be compatible with the existing EMCS.
ix. The existing access path between the boilers shall be maintained.
1. New piping routed to the existing drain (located in-front of, and centered to the existing boilers) shall be routed as low as possible, essentially on the concrete floor while maintaining any manufacture’s required clearance, slope, and support.
e. Purchase and install boiler venting through roof.
i. Existing penetrations shall be utilized.
ii. Venting terminations are located on the roof of the 3rd floor mechanical room; no direct access from the interior of the facility to the roof exists.
f. Purchase and install primary/secondary loop piping with associated valves, expansion tank, and boiler recirculation pumps.
i. All heating hot water piping within the mechanical room shall be new and replace all grove lock piping connections.
1. Two feet or less (i.e. a maximum of 2 feet) of existing piping shall remain in the mechanical room where the return and supply piping penetrates the mechanical room walls.
ii. Isolation valves shall be installed on each boiler’s inlet and outlet to allow isolation from the rest of the system.
1. Isolation valves shall be ball valves.
iii. Unions shall be installed on each boiler’s inlet and outlet to allow for removal from the rest of the system.
1. Unions shall be located on the boiler side of the isolation valves.
iv. Circuit setter balance valves shall be accessible for setting of flow rates and for connection to test ports for system balancing, even after application of insulation.
v. All pressure relief valves shall be piped to an appropriate collection container with access for emptying.
vi. The new expansion tanks shall meet the specifications of the existing expansion tank.
vii. Existing EMCS control/monitoring points shall be reinstalled in the piping system.
g. Purchase and install a ‘glycol’ feed tank.
i. This shall include disconnecting the heating hot water loop from the existing make-up water supply while leaving the chilled water loop connected to the existing make-up water supply.
ii. System shall hold no less than 50 gallons of make-up water.
iii. System shall be filled with water as noted in Section 2.k.
iv. Feed tank shall be current production models with parts readily available from a local distributor; less than 350 mile radius from Spokane, WA
h. Purchase and install (2) hot water loop pumps with associated valves.

i. Pumps must be placed over the footprint of the existing pumps, on the concrete housekeeping pad; manufacture’s required clearances shall be maintained.
ii. Valve, vents, gauge, strainer, and vibration isolators shall be in a like-for-like configuration and provide a fully functional and serviceable system.
iii. Circuit setter balance valves shall be accessible for setting of flow rates and for connection to test ports for system balancing, even after application of insulation.
iv. Pumps shall be current production models with parts readily available from a local distributor; less than 350 mile radius from Spokane, WA
v. Existing EMCS control/monitoring points shall be reinstalled for both pumps.
i. Purchase and install piping insulation.
i. Insulate all piping associated with the heating hot water system within the mechanical room; this includes all new and existing piping.
j. Clean and flush piping.
i. Ensure piping cleanliness meets any equipment manufacture’s specifications for the heating hot water system or as required by any applicable code or regulations.
The more stringent requirement shall be met.
k. Add nitrate water treatment.
i. Specification is 500ppm to 700ppm.
l. Perform a Start-Up of the system.
i. This shall be limited to the heating hot water system within the mechanical room.
m. Perform a Test and Balance of the system.
i. This shall be limited to the heating hot water system within the mechanical room.
n. Electrical work as needed.
i. This shall be limited to the purchase and installation of electrical wiring and conduit and performance of electrical connections to existing electrical panels and/or disconnects.
1. This shall include any electrical wiring and conduit and performance of electrical connections to reconnect the existing EMCS points as noted in Sections above. All EMCS points shall be connected to the base-wide front end, located in Building 2451. Coordinate with Base EMCS personnel, 247-2817 to ensure all control points within the scope of this project are fully integrated and functional with the existing EMCS.
o. The existing air/dirt separator and filtration system shall remain and be connected to and utilized in the new piping system.
i. Air/dirt separator:

2. Model: 2BFS-2C-3-GPA
p. During performance of this work, any and all water being drained shall be directed to a floor drain and controlled to prevent overflow of the drain – water on the mechanical room floor is known to penetrate the floor and damage rooms and equipment located below. Care shall also be taken during any filling or testing operations to prevent water leaking onto the floor. Any damage is to be repaired by the contractor at their expense.
q. All exposed floor and wall surfaces shall be protected to prevent damage. Any damage is to be repaired by the contractor at their expense. The contractor is responsible for

documenting before and after conditions for any pathways used to access the 3rd floor mechanical room. As of April 2018, the facility is in the process of receiving new carpeting, paint, and other finishes.
3. GENERAL INFORMATION
3.1. HOURS OF OPERATION: Hours of operation are 0700-1630 Monday through Friday, excluding Federal Holidays and any other designated down day. Work can be done at other than the normal hours of operation with the approval of the Contracting Officer. The contractor shall coordinate in advance all hours of work and any service interruptions with Civil Engineering points of contact.

3.3 UTILITIES: The government will furnish, where available, water, natural gas, sewage service, and electricity at no cost to the contractor for the sole purpose of accomplishing the requirements of this contract. Any temporary connection of electrical lines that may be required shall be installed, maintained, and removed by the contractor at their own expense.
3.4 POLICE AND FIRE PROTECTION: The government will provide police and fire protection.
Telephone numbers for 92 SFS will be provided by base 92 CES Operation Flight (CEO) POCs. Fire Protection and Spill Response Teams will be reached via 911 from any phone, inform dispatch the location is FAFB.
3.5 MEDICAL: In the event of a medical emergency, dial 911 from any phone and inform dispatch that the location is FAFB. A local ambulance service will contacted for transporting injured personnel to a local hospital. The cost of these services shall be the responsibility of the contractor.
3.6 PERSONNEL: The contractor shall be responsible for obtaining all necessary identification cards, passes, badges, etc. to perform the requirements of this SOW.
3.7 CONTRACT MANAGER: The contractor shall provide a contract manager who shall be responsible for the performance of the work. The name of the Contract Manger and alternate(s) who shall act for the contractor shall be designated in writing to the CO including a phone number for contact 24 hours a day. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager and alternate(s) shall be able to read, write, speak, and understand the English language.
3.8 IDENTIFICATION: The contractor shall obtain a Base Identification Card for all employees. The contractor shall turn in pass and identification items of employees who are terminated or leave the employment of the contractor within 48 hours. Long-term contractor passes and “Identacards” are issued

at Pass and Registration via 92 SFS. Identification shall be obtained upon employment and shall be worn or attached to the outer garment at all times while on the installation.
3.9 ATTIRE: Personnel are required to wear appropriate personal protective equipment. Contractor personnel must be identifiable by the use of attire (e.g. company name or logo visible on reflective vests, hard hats, lanyards, T-Shirt with company name/logo).
3.10 QUALIFICATIONS: All boiler work must be performed by personnel homologated and/or approved to perform this type of work by the manufacturer of the boilers. Before carrying out any activity, the contractor shall submit the documents proving these circumstances. The contractor shall not be authorized to perform any work until such documents are approved by the Contracting Officer.
3.11 WELDING: Each employee performing welding shall be certified in the Shielded Metallic Arc Welding (SMAW) process utilizing the American Welding Society Code; AWS D.1.1 in the 3G and 4G positions for 1” thick A-36 structural steel. The contractor shall produce a current welding certification to the CO and designated government representative for each employee performing welding prior to the commencement of any work involving welding. The contractor shall coordinate with and obtain a base specific welding and cutting permit issued by the Base Fire Department. Coordination shall be made with the installation Fire Department prior to any cutting or welding.
3.12 ELECTRICAL: Each employee performing electrical work shall be a minimum of a certified/licensed electrical journeyman. A person who possesses a current Cardio Pulmonary Resuscitation (CPR) certification must be present at all times when electrical work is being conducted.
The contractor shall provide copies of current certifications to the CO and designated government representative for each employee prior to the commencement of any electrical work.
3.13 SAFETY AND HEALTH STANDARDS: Contractor personnel shall comply with all applicable laws and safety regulations. Compliance with Occupational Safety and Health Administration (OSHA) and other applicable laws and regulations for the protection of employees is exclusively the obligation of the contractor, and the government will assume no liability or responsibility for the contractor’s compliance or non-compliance with such responsibilities.
3.14 SAFETY DATA SHEET (SDS): The contractor shall provide a copy of a SDS for each of the product(s) used and container size to perform services to the base 92 CES, Installation Management Flight 10 days prior to use for approval.
3.15 ENVIRONMENTAL COMPLIANCE/HAZARDOUS MATERIALS: Oil cans, oil residue and any oil soaked material (e.g., rags and/or paper towels, granulated materials and sand) shall be disposed of by the contractor off base. The contractor shall transport and dispose of all waste in accordance with Federal, State and local laws and regulations. The contractor shall develop written procedures for hazardous material spill clean-up and prevention according to Environmental Protection Agency (EPA) regulations. A copy of this plan shall be submitted to the designated government representative or CO before any on-site performance can begin.
3.16 VEHICLES: Contractor vehicles shall be maintained in a clean and serviceable condition. The contractor shall operate vehicles to comply with base traffic regulations. Government provided parking space shall not be used for overnight parking of privately owned vehicles, trailers, or other conveyances.
All vehicles shall be in operable condition and meet all local, state, and federal safety requirements. Each vehicle shall have contractor name neatly exhibited on each side of the cab.
4. SECURITY REQUIREMENTS
4.1 SECURITY: Contractor personnel will be limited to their work area. The contractor shall safeguard all materials and parts removed, as well as replacement parts. At the end of each work period, barriers shall be secured. The contractor shall immediately notify the designated government representative and the 92 SFS when damage to government property, such as accidental abuse or misuse is discovered. The contractor shall annotate the damage on the inspection report.
4.2 PASS AND IDENTIFICATION ITEMS: The contractor shall ensure that pass and identification items required for contract performance are obtained for contactor employees and non-Government owned vehicles.
4.3 RETRIEVING IDENTIFICATION MEDIA: The contractor shall retrieve all identification media, including vehicle passes from employees who depart for any reason before the contract expires; e.g.
terminated for cause, retirement, etc., and turn them in to the issuing office.
4.4 REPORTING REQUIREMENTS: Contractor personnel shall immediately report any information or circumstances of which they are aware may pose a threat to the security of Department of Defense personnel, contractor personnel, resources, and classified or unclassified defense information to an appropriate government authority
4.5 PHYSICAL SECURITY: Contractor employees are responsible for safeguarding all Government property and controlled forms provided for the contractor’s use. At the end of each work period, all Government facilities, equipment, and materials shall be secured.
4.6 KEY CONTROL: The contractor shall establish and implement methods of making sure all keys issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized personnel. The contractor shall not duplicate any keys issued by the Government.
4.6.1 The contractor shall immediately report any occurrences of lost or duplicated keys to the CO or designated government representative.
4.6.2 In the event keys, other than master keys, are lost or duplicated, the contractor may be required, upon written direction of the CO, to re-key or replace the affected lock or locks without cost to the government. The government may, however, at its option, replace the affected lock or locks or perform rekeying and deduct the cost of such from the monthly payment due the contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the government and the total cost deducted from the monthly payment due the contractor.
4.6.3 The contractor shall prohibit the use of keys and/or cipher lock combinations, issued by the government, by any persons other than the contractor’s employees and the opening of locked areas by contractor employees to permit entrance of persons other than contractor employees engaged in performance of contract work requirements in those areas.
4.7 WORK AREA. The contractor shall at all times, keep work areas free from any accumulation of debris, waste material, rubbish, tools, scaffolding, equipment, and materials. Upon completion of the job, or when away from the work site, the contractor shall leave the work area and its premises in a clean, neat, safe and workmanlike condition. The contractor is responsible for removal and proper disposal of all job related waste material at a permitted site.
5. PERFORMANCE PERIOD: Project shall not exceed 45 days for each Line Item after contract award.
