STATEMENT OF WORK

CATHOLIC CHOIR DIRECTOR

FAIRCHILD AIR FORCE BASE CHAPEL

15 April 2014

1. SCOPE OF WORK

1.1. General: The Catholic Choir Director will provide choral direction and leadership for the 0900 Roman Catholic Mass, Holy Day services, funerals, and all Catholic Choir rehearsals.

1.2. Environment: The Fairchild AFB Chaplain Corps Mission is to provide for the diverse religious and spiritual needs of Air Force personnel and their families, support individual rights under the First Amendment of the US Constitution and provide an opportunity for assigned personnel and their dependents to freely exercise their religious beliefs.

2. QUALIFICATIONS, SKILLS, AND KNOWLEDGE REQUIREMENTS

2.1. General: The Catholic Choir Director must be able to provide choral direction and leadership throughout a broad range of musical genres, creating a worshipful environment for traditional and liturgical worship in a Roman Catholic context. The Catholic Choir Director must possess the ability to lead congregational and ensemble singing. The Catholic Choir Director will also understand the military chaplaincy and will train and supervise volunteers to work with chaplains and musicians as necessary.

2.2. Experience: The Catholic Choir Director will possess at least four years of experience as a worship musician.

2.3. The director must have knowledge of Catholic hymnody, psalmody, and liturgical principles and dynamics.

2.4. The director must be familiar with the liturgical church calendar and be able to select music appropriate to the season and conduct the choir team in the performance of seasonal music.

2.5. The Catholic Choir Director will consult and coordinate with the Director of Catholic Ministries or designee.

2.6. The Catholic Choir Director must be able to clearly communicate in English and conduct administrative requirements with verbal and written clarity.

2.7. The Catholic Choir Director must maintain healthy, functional interpersonal relationships with staff and parishioners in a pluralistic environment.

2.8. The Catholic Choir Director must maintain professional standards of conduct and public decorum, including but not limited to dress and grooming.

2.9. Background Check: The Catholic Choir Director must be able to pass a security background investigation in accordance with Public Law 101-647, Section 231 (Crime Control Act of 1990 and DODI 1402.5, Criminal History Background Checks on Individuals in Child Care Services Positions) and/or provide documentation of current background investigation.

2.10. Qualifying Assessment: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government on a best value basis, price and other factors considered. The Government may award to other than the lowest priced offeror. All evaluation factors are considered equal in value. The following factors shall be used to evaluate offers:

2.10.1. Price: The price proposal will be evaluated for price reasonableness. Fairness and reasonability will be determined by the Contracting Officer.

2.10.2. Technical: The prospective Catholic Choir Director must participate in a qualifying interview and furnish a resume to include academic and work-related references. At the interview, the prospective Catholic Choir Director will also demonstrate how he or she would accomplish certain tasks. The prospective contractor will provide a detailed description of how he or she would, given a date in the liturgical calendar and/or a homily theme, plan and lead the musical components of Mass, select appropriate songs for, plan and conduct a rehearsal for (including coordination with the lead musician), and assess the musical component of Catholic worship service.

3. CATHOLIC CHOIR DIRECTOR RESPONSIBILITIES

3.1. The Catholic Choir Director will coordinate music selections and requirements with the Director of Catholic Ministries or his designee.

3.2. The Catholic Choir Director will prepare for and direct all rehearsals at the Fairchild AFB Chapel in support of the 0900 Roman Catholic Mass as established by the Director of Catholic Ministries or his designee. The Director will arrive at least 30 minutes prior to the start of the rehearsal to ensure all equipment is set up and all preparations made for choir needs.

3.2.1. Rehearsals will average one hour to one-and-a-half hours in length.

3.2.2. The Director of Catholic Ministries or his designee and the Catholic Choir Director will determine the time, location, and quantity of rehearsals and performances for the Catholic congregation.

3.2.3. Additional rehearsals beyond the weekly rehearsal must be coordinated and approved in advance by the Director of Catholic Ministries or his designee.

3.2.4. The Catholic Choir Director will prepare for and direct choir and ensemble music at the Fairchild AFB Chapel for the 0900 Roman Catholic Mass and Holy Day observations as established by the Director of Catholic Ministries or his designee. The Director will arrive at least 30 minutes prior to the start of the rehearsal to ensure all equipment is set up and all preparations made for choir needs. Performances shall include a 15-minute warm up session before each service begins. Worship services will last at least one hour.

3.3. The Catholic Choir Director must be willing to work flexible hours due to possible variances of rehearsals, worship services or special service/activities times.

3.4. The Catholic Choir Director will be responsible for setting up and securing musical scores, lead sheets, lyric sheets, and hymnals, and all other necessary equipment (other than instruments) involved with any rehearsal/performance.

3.5. The Catholic Choir Director will recruit musicians as necessary to enhance the worship experience of the congregation.

3.6. Regularly advise the Director of Catholic Ministries concerning budgetary needs for the parish music program.

3.7. The Catholic Choir Director is accountable for security and cleanliness of all facilities utilized in conjunction with his or her program.

3.8. The Catholic Choir Director will ensure that a minimum of two adults are present when children age 18 and under are participating in any religious education program and that line-of-sight supervision of all adults is maintained at all times. Ensure all volunteers working with youth below 18 years of age receive a background check as outlined in DoDI 1402.5 and 92 Air Refueling Wing Chapel Operating Instruction 31-1, Installation Records Check.

3.9. Meet regularly with the Director of Catholic Ministries or his designee to discuss/review the status of the Catholic Music Program and exchange feedback during the contract period.

3.10. Adhere to all Chapel Operation Instructions and Air Force policies.

4. GOVERNMENT FURNISHED PROPERTY AND SERVICES

4.1. The government will furnish all utilities in the areas of performance. These utilities include heating, fuels, gas, electricity, water, sewer, phone services (local calls only unless required in performance of work), mail distribution, refuse collection, fire and police protection.

4.2. The Government will provide the following equipment, supplies, and services below for services performed inside government facilities.

4.2.1. Equipment/Office Furniture. The Catholic Choir Director will be provided space and equipment for performing services required by the contract.

4.2.2. Forms. The Chapel will provide required Government forms, either hard copy or computer-generated used in the performance of duties.

4.2.3. Supplies. The Chapel will provide supplies commonly used in the facility for administrative tasks.

4.2.4. Computer Equipment. The Chapel will provide computer equipment, software and peripherals as required.

5. SECURITY REQUIREMENTS:

5.1. Security Training. The Catholic Choir Director shall receive initial and recurring security education training from the chapel security manager. Training must be conducted in accordance with DoD 5200.0-R, Information Security Program, and AFI 31.401, Information

Security Program Management. Catholic Religious Education volunteers who work in Air Force controlled/restricted areas must be trained IAW AFI 31-101, The Air Force Installation Security Program.

5.2. For Official Use Only (FOUO): The Catholic Choir Director shall comply with DoD 5400.7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material. FOUO or FOIA material discovered by the Catholic Choir Director or volunteers shall not be retained by the Catholic Choir Director and will be surrendered immediately to an appropriate Government authority.

5.3. Reporting Requirements. The Catholic Choir Director shall immediately report to an appropriate government authority any information or circumstances of which they are aware that may pose a threat to the security of Department of Defense personnel, resources, and classified or unclassified defense information.

5.4. Physical Security. The Catholic Choir Director shall be responsible for safeguarding all government property. At the end of each work period, all government facilities, equipment, and materials shall be secured.

6. QUALITY ASSURANCE:

6.1. The Catholic Choir Director will submit pay invoices to the Contracting Officer (NCOIC, Chapel Operations) on a monthly basis.

6.2. The Contracting Officer (NCOIC, Chapel Operations) will monitor and inspect the contractor’s performance. The Catholic Choir Director will be notified in writing of any and all noncompliance. The Catholic Choir Director will be given an opportunity to correct, if possible, nonconforming work and will be given an opportunity to respond in writing to any notice of noncompliance.

6.3. The position will be paid on the basis of a maximum of 14 hours (units) per month.

Each hour will constitute one unit of pay; 168 units maximum annually.

7. GENERAL INFORMATION.

7.1. deleted.

7.2. Absences: The Catholic Choir Director will personally perform the services described or coordinate performance by a substitute of equal or higher proficiency who has been approved in advance by the Director of Catholic Ministries or his designee. The Catholic Choir Director is required to submit the name(s) and qualifications of proposed substitute of the Catholic Choir Director to the Director of Catholic Ministries or his designee for approval at least 14 days prior to the proposed absence. Alternate or substitute Catholic Choir Directors must meet the requirements for the position as outlined in the Performance Work Statement (PWS). The Catholic Choir Director is responsible for payment of a substitute. (AFI 52-105V4 Atch 2 para.

5.21).

7.2.1. Scheduled absences will be identified at least 14 days in advance and mutually agreed upon by the Catholic Choir Director and the Director of Catholic Ministries or his designee. Scheduled absences include vacation, continuing education, planned hospitalization, spiritual retreat, and other foreseeable events.

7.2.2. Scheduled absences that are planned to last 14 days or more require the contractor to arrange qualified replacements to perform the contractor’s duties while the Catholic Choir Director is absent. The replacement must meet the requirements for the position as outlined in the Performance Work Statement (PWS). Unexpected, shorter term absences will not require that the contractor provide a replacement.

7.2.3. The Government will only pay for scheduled hours that are worked.
