FA4620-15-R-B001
1. Question: In the paragraph starting with “Qualified firms desiring consideration…” the statement an SF 330 is also required for each consultant or joint firm is unclear on the intent of what exactly the deliverable needs to be. Are you requiring an SF330 from every one of our subconsultants (i.e. MEP, Civil, Landscape, Structural, Architecture, etc.)? OR are you seeking additional SF330 forms from firms who are teaming up together to pursue this project together as primes or joint ventures (i.e. 2+ architecture/engineering firms, small business and a large business, mentor protégé, etc.)?
Answer: SF330 is required for each consultant or member of a joint venture.
If you are requesting additional SF330 forms from each of our subconsultants:
Question: Do they need to be submitted and mailed with the primes to be received as one package?
Answer: The SF330s need to be submitted by the prime in a single submittal.
Question: Are they supposed to be Part I Sections A-H and Part II?
Answer: Part 1.C will delineate the composition of the prime's team, but each subconsultant shall fill out the form in its entirety
Question: Do the subs get an additional 50 pages?
Answer: The subs do not get an additional 50 pages
Question: Are you seeking just 3 projects (on the section F form) from each of the subs? If so, are you wanting these forms to be incorporate into the section H additional information? OR would you like an additional section (supplemental information) be created?
Answer: Three projects would presumably be ones done by the "team"; if they have not worked together previously then there will be 3 more from each new member
Question: Do the subs need to submit 3 D/B projects and request PPQ’s as well?
Answer: If done by the team then there is no need for more projects; similar
PPQs would be from projects done by the team. If not then the new members of the team will have a requirement for their own PPQs
Question: What if one of the subs is on multiple teams? Do they need to submit one for each team?
Answer: Each prime has members of a team that will delineate their qualifications.
If any of those members are also proposing with other teams then there will be "duplication" of effort to the Government. Important to note that each team will stand on its own package and the fact that there may be redundancy does not relieve a proposer from submitting qualifications of its own teams members.
2. Question: Are the Part II forms included in the page count?
Answer: Yes, Part II forms are included in the page count
3. Question: On page 4 of 15 of the Solicitation, the first sentence of the last paragraph reads “In addition to the submission of the SF330, firms are required to provide the following supplemental information as part of total submission package.” The supplemental information is outlined as:
1. Professional Qualifications
2. Specialized Experience
3. Past Performance
4. Location
5. Capacity
6. Program Management
Is this information intended to be section H (additional information) in the SF330 form, or are you wanting us to submit a section dedicated to the supplemental information at the end of the SF330? If so, this would produce a duplication in resumes – can we direct you to section F (resumes) to avoid duplicate information, and what is intended for section H? Is the page count just for the SF330, or the supplemental information, or both?
Answer: Supplemental information is to be included in section H.
Avoid duplication of information; just make sure the submission is inclusive of the information asked for. Section E is resumes not Section F.
The page count is for the entire submission
