Q&A Solicitation

FA4620-15-R-B001

1. Para 2(b), “Specialized Experience and Technical Competence”, requires submission of three projects and Para 3(c) “Past Performance” requires submission of three Design-Build projects. Are these additive, i.e., 6 projects total?

RESPONSE: Yes, 6 total. This contract may involve both Design Bid Build and Design Build projects.

2. Para 3(b) “Past Performance” requires a maximum of three Past Performance Questionnaires (PPQs) to be submitted by prior clients. Is this only for the three Design-Build projects specified in Para #3, with none required for the three projects specified in Para #2? Additionally, what if there are ACASS/CPARS ratings on file; can those be submitted by the offerors, or accessed directly by the government?

RESPONSE: Only for the 3 Design Build projects in para. 3. Proposers may refer to ACASS/CPARS rating in narrative form. The Government may directly access to validate.

3. Do you want projects where the A-E prepared the Design Build RFP….or projects where the A-E served as the Designer-of-Record for the Design Build contractor?

RESPONSE:Focus will be on “Designer-of-Record” projects for a general contractor, but that does not preclude the proposer from demonstrating proficiency in preparing RFPs.

4. If a firm has received a PPQ from a client, can the firm request that the client send in the already-completed PPQ? This makes it easier/more convenient for the client.

RESPONSE: Yes.

5. What/where is the data summary sheet for projects as referenced in the Solicitation? Is this referring to Sec. F of the SF330?

RESPONSE: Not part of SF330. This is an up to 2-page overview of your most relevant projects. Photos, stats, graphics, etc…are acceptable.

6. Please provide or define what is meant by “submit a summary disclosure for each discipline” as stated in the solicitation.

RESPONSE: Need to provide their best resume information in a summary document for each member of the team.

7. In the paragraph starting with “Qualified firms desiring consideration…” there is bold text stating “An SF330 is also required for each consultant or joint firm.” Should this read, “An SF330 Part II form is also required for each consultant or joint firm” or is this restating that an SF330 and Supplemental Information is required?

RESPONSE: Full SF330 required so as to provide organizational construct of major consultants and partners.

8. In item 2-B, is this referring to 3 projects in Sec. F of the SF330, or 3 separate projects in the Supplemental Information section?

RESPONSE: 2-B is referring to the three projects in Sec. F of the SF330.

9. How many projects are allowed in the Sec. F. of the SF330?

RESPONSE: 3

10. In Item 4-C, How will firms with multiple offices be evaluated? Ex: a firm that has offices both within 100 miles and within 300 miles of Fairchild AFB.

RESPONSE: Highest rating (within 100 miles), assuming the proposer can demonstrate a majority of capabilities are available at the nearest office.

11. Under the Solicitation Notice, Evaluation criteria for new IDIQ AE Services Contract(s) Selection Factors, Part 1, paragraph 2,b, Submission Requirements, the first bullet point indicates that three relevant projects are to be submitted that have been accomplished with in the past five years. Can a project encompass a single contract that included multiple projects/task orders or is the criteria calling for individual projects either under a single contract or as a standalone project?

RESPONSE: Three projects from a single task order or three projects as stand-alones-prefer stand-alone but as long as projects convey desired relevancy, a single TO would be acceptable.

12. Under Part 3 of the Solicitation Notice, paragraph c, submission requirements, the first bullet point indicates that three design-build project descriptions are required and the last bullet point indicates that questionnaires are required. Considering that paragraph b describes the requirements for past performance questionnaires and paragraph d describes the evaluation criteria for the past performance questionnaires, is it the intent of paragraph c to require both design-build project descriptions and questionnaires or only questionnaires?

RESPONSE: Descriptions and questionnaires.

13. Under the submission description, noting the use of SF330, “An SF330 is also required for each consultant or joint firm.” Is the intent of this statement to have the Prime Consultant submit additional and complete (Part I and Part II) SF330’s for each additional firm (subconsultant) submitted as part of the Prime Consultant’s team?

RESPONSE: The prime shall submit for the members of the team.

14. Under Evaluation Criteria 1. Professional Qualifications, Submission Requirements, is the request for “Submit personal resumes…”, in addition to the resumes that are submitted under SF330 Part I, Section E. Resumes of Key Personnel? And please define the submittal requirements of a “Complete and submit a summary disclosure for each discipline,…” and “Each resume package…”?

RESPONSE: Resumes are required for all key personnel of the team. Submittal requirements are basic elements and supplementary info that clearly delineates their qualifications

15. An SF 330 is also required for each consultant or joint firm.

Providing a complete Part I and Part II Form 330 from each consultant could be very repetitive, bulky and lead to mixed messages. Part I A-D, by its nature would be identical in each set. Part E likewise would be identical if the whole team is to be shown in each 330 or could be limited to the resumes for one firm only if clarifying instructions were provided. Generally Part F and G would emphasize the projects that the prime has done and also would include some projects the prime and the consultants have done together as a team. If separate F sections are created for each firm, does the Air Force want to see 3 to 10 projects from each firm? Generally we use part H to respond to the specific criteria listed in the Synopsis from an overall team prospective. Here we also sometimes highlight the individual expertise on each individual consultant firm. If the Air Force would like to see more of the experience of the individual consultant firms, perhaps one or more of the specific criteria could be expanded upon in Part H to cover what is specifically desired. This would reduce the overall bulk and limit the amount of repetition and mixed messages.

On occasion we have seen the requirement for a SF 330 for each consultant in other posted Combined Synopsis/Solicitation -- but in every previous case it has been withdrawn the agency by amendment. Please confirm that a full and separate Part I A to H 330 sections are required from each consultant.

RESPONSE: Respondents prerogative on project quantities to submit but need to ensure sufficient to convey their capabilities; each consultant needs to be qualified.

16. Text for each applicant is limited to 50 pages each, exclusive of indexing tabs, project photos or drawings with brief captions.

Please clarify the definition of "each applicant". Does the 50 page limit apply to the entire package received from each team (prime plus all consultants) or is each consultant allowed 50 pages each. It would not likely be feasible to meet a 50 page limitation if a full Part I 330 is required from each consultant. If your team has 4 or more consultants, the submittal may exceed 250 pages with full Part I submittals from each firm.

RESPONSE: Prime is limited to an overall 50 pages; consultants are supplementary additions to the prime's submittal package. Each consultant needs to convey qualifications but keep their packages to a minimum.

17. Per item 2b, is it correct that the Air Force would like 3 relevant projects in Supplemental Information Section, and then 3 separate projects for Design Build per item 3c - for a total of 6 projects in Supplemental Info. Section?

Attachment 5 - List of Disciplines - how is the Air Force Intending this Attachment to be used in our IDIQ response?

It appears there is a conflict in the selection criteria evaluation order of importance. In one area of the Solicitation, it lists the selection criteria in descending order of importance, but in the Supplemental Information section titled "Evaluation Criteria for new IDIQ AE Services Contract(s) Selection Factors" the percentages don't align with the previous descending order of importance.

ii.Program Management Process = 5%

Can you please clarify the correct order of selection criteria in descending order of importance and the various percentages?

RESPONSE: Yes; we want to know who their team is; selection criteria in descending order, 1-7 as listed in the evaluation criteria description of the FBO solicitation, as follows: 1. Prof Quals; 2. Specialized Exp; 3. Past perf.; 4. Location; 5. Capacity; 6. Design QC; and 7. PM Process. Percentages listed in the FBO solicitation are correct (total 100%).
