PRE-PERPOSAL CONFERENCE
FA4620-10-Q-A019, LAUNDRY DRY CLEANING
MEETING MINUTES
22 JUNE 2010
1. PURPOSE: The purpose of this meeting was to provide the Contractor an opportunity to raise questions, and visit the work site prior to submitting a proposal as stipulated in Provisions 52.237-1, Site Visit (Apr 1984), and 252.215-9001, Notice of Pre-Bid/Pre-Proposal Conference (May 1996) of the aforementioned solicitation. The following individuals were in attendance:
Edward Campbell, Contracting Officer, 92 CONS/LGCA Susan Dalton, Contract Specialist, 92 CONS/LGCA David Falconer, Functional Commander, 92 FSS Cheryl Verstrate, Quality Assurance Representative, 92 FSS Karl Nelson, Beacon Services Inc.,
2. DISCUSSION: Mr. Campbell opened the meeting with a discussion regarding the purpose of the meeting. He identified the proposed contract as a requirements type contract, and informed the attendees of the need to ensure the Contractor submitted their proposal to both himself, and Ms. Dalton. He reminded the attendees that proposals are due 08 July 2010 at 2:00 P.M., and a modification regarding such was posted on the Federal Business Opportunities (FBO) web site. Topical items discussed included:
1. 52.222-42, Statement of Equivalent Rates for Federal Hires (May 1989): Mr. Campbell identified this information has the current labor rates, fringe, and occupations applicable to this proposal.
2. 252.247-7023, Continuation of Mission Essential Functions (Mar 2010): Mr. Campbell pointed out to the Contractor the importance of this Clause, and informed the Contractor to consider this clause when submitting their proposal.
3. 5352.201-9101, Ombudsman (Apr 2010): Should any disagreement arise regarding this solicitation the Ombudsman clause was included for the Contractor to use for dispute resolution; however, the Contractor was advised to attempt resolution at the lowest level first.
4. 52.212-1, Instructions to Offerors—Commercial Items (Jun 2008): the Contractor was instructed to pay particular attention to this clause, and ensure that past performance data, when submitted, was recent and relevant. Mr. Campbell identified that price and past performance are considered essentially equal.
5. 52.212-3, and 252.212-7000, Offeror Representations and Certifications – Commercial Items (Aug 2009): the Contractor was informed of the option to fill this information out on line. Mr. Nelson was familiar with the CCR registration process, but not ORCA.
6. 52.237-1, Site Visit (Apr 1984): the Contractor’s Representative declined the site visit as he indicated he was already familiar with the delivery and pick-up locations.
7. Pricing Schedule: Several issues surfaced regarding the unit of issue associated with the Pricing Schedule. The Contractor was informed the “unit of issue” on the items identified would be validated with the program office, and an Amendment to the Solicitation would be posted to the FBO Web site.
8. WAWF: A review of the WAWF instruction set, currently used in all solicitations and contracts, identified out of date web site references. Mr. Campbell instructed Ms. Dalton to verity the current web sites, and issue an update to this instruction set. Mr. Campbell also informed the attendees training was available on line.
The meeting adjourned at 1:39 P.M.
