About this file

This is a Questions and Answers document for Air Force solicitation FA461326Q1023 addressing clarifications regarding a youth religious education coordinator position. Questions were due by March 24th at 10:00 AM Mountain Time, with submissions directed to amber.moore.15@us.af.mil and shane.yurkus@us.af.mil.

The current contract (FA461321C0004) with Newpoint Management, LLC is valued at $144,457.50 and is set to expire. The position involves coordinating religious education programs for approximately 50 youth students plus 12 enrolled in OCIA and RCIA instruction. Classes are held Sunday mornings from approximately 10:30-11:00 AM following Mass, with approximately 12 special events conducted annually. The allotted effort is 25 hours weekly, with work accomplished in phases aligned to the school year cycle rather than standard weekly distribution; May represents peak workload for year-end record closing and material preparation, while summer represents the workload lull when classes are not in session. The coordinator will oversee approximately 15 active volunteers, maintain compliance documentation and volunteer records, and coordinate background checks with the Civilian Personnel Office. The Government will provide curriculum materials, supplies, and printing; dedicated office workspace is available for administrative work. No facility clearance is required, though the contractor will work around CUI/PII materials. Performance may begin prior to clearance completion if other LOSS-certified personnel are present with children. Travel and training costs are not reimbursable. No performance challenges exist under the current contract.

Question

Question/Comment/Clarification

Government Response

1) Can you provide the current contract number, incumbent contractor, and current contract value?

FA461321C0004

Newpoint Management, LLC $144,457.50

2) Is the current individual providing services? If so, does the government wish to continue utilizing their services under a new contractor?

There is a current contract in place for these services that is set to expire.

3)

Are there any known performance challenges or areas for improvement under the current contract?

No

4) Can you provide an estimate of the number of students (youth and adult) currently enrolled in the program?

Approximately 50 youth, 12 for OCIA and RCIA

5) How many special events (e.g., VBS, holiday programs, appreciation events) are typically conducted annually?

Approximately 12

6) Are there specific required days and times for classes (e.g., evenings or Sundays)?

Sunday morning after Mass (~1030-11)

7) Can the Government clarify expectations for the 15 discretionary hours outlined in the

PWS?

The hours are for the same tasks in the previous sentence; it just gives the coordinator flexibility in scheduling them.

8)

For clarification of Section 1.1.1.6, can the Government confirm the intended weekly level of effort for this requirement? Although 25 performance hours are specified, the inclusion of scheduled classes, required on-site administrative hours, and additional discretionary responsibilities may indicate a higher actual workload. Please confirm whether the expectation aligns with a 25-hour, 30-hour, or 40-hour work week and what the specified breakdown is for the work week?

Given the workload due to the size of the community and previous years’ work and experience, 25 hours is the allotted time for this contract. Much of the work is accomplished in phases based on the cycle of the school year, not just the work week. For example, coordinating volunteer agreements and LOSS certification happen in the summer before the year begins.

9) Can you provide a calendar or estimated peak periods or seasonal surges in workload throughout the year?

The lull in workload would be in the summer when classes aren’t in session. May would be the busiest month, closing out records for the year and ensuring materials are ready the next year.

10) Approximately how many active volunteers support the program?

Approximately 15

11) Will the Government assist with processing background checks for volunteers, or is this fully the contractor’s responsibility?

The contractor coordinates with the volunteers and the Civilian Personnel Office which conducts the checks.

12) Is it expected that the incumbent is responsible for maintaining compliance documentation and records for volunteers?

Yes.

13) Will dedicated workspace be provided beyond the classroom for administrative work?

Yes, there is an office in the facility.

14) Are curriculum materials, supplies, and printing provided by the Government or the contractor?

The government will provide curriculum materials, supplies, and printing.

15) Can performance begin prior to full clearance being completed?

Yes, as long as there are other LOSS certified people in the facility when children are present.

16) Does this requirement require a facility clearance (FCL) for the contractor? If so, what level is required?

None. They would only work around CUI/PII.

17) Are any travel or training-related costs reimbursable?

No.
