About this file

This is a Questions and Answers document for federal contract FA461326Q0021, the SAPR Security Refresh project. The document clarifies technical requirements and system specifications for a security camera and alarm system upgrade at Building 242.

Camera and Recording Requirements: Fixed-field-of-view cameras with 8/12 MP resolution and motion detection capability are required; pan-tilt-zoom and other features are optional. The system shall contain no recording-capable NVR/VMS functionality whatsoever. Camera mounting locations and fields of view will be provided to the contractor post-award, with most cameras replacing existing units at current installation points. Alarm and Integration Requirements: The contractor must provide a standalone alarm panel, as no existing intrusion or access-control system is in place for integration. Door sensor alarms and trouble conditions should generate visual notifications on security monitors as the preferred method of notification. Network and Infrastructure: The camera and decoder network must operate as a completely isolated, standalone LAN with absolutely no connection to NIPR, AFNet, or other government networks. The contractor may propose any commercial managed Power-over-Ethernet switch meeting TAA/BAA/NDAA/Section 889 and country-of-origin compliance requirements. Power backup is required for both a centralized UPS for the PoE switch and dedicated backup power for each monitor, with preferred runtime of 4-8 hours to accommodate extended power outages.

Questions and Answers

Question: For the cameras do you need fixed-FOV camera or PTZ or any other camera requirements apart from motion detection alarm and 8/12 MP?

Answer: Fixed-FOV is all that is needed. All other requirements aside from what is listed are optional.

Question: Please provide the planned mounting locations, mounting heights, and desired fields of view for the four initial cameras, or confirm that the contractor is responsible for determining final camera locations during the site survey.

Answer: Once awarded, the contractor will be informed where camera positions should be and what fields of view they should have. Most camera’s are a replacement so installation will occur at the same place old cameras are removed.

Question: Please confirm that the proposed system shall contain no recording-capable

NVR/VMS functionality, or confirm whether a recording-capable device may be installed without recording or storage option for later use.

Answer: There should be no recording functionality at all. Will not need to have recording or storage capability for later.

Question: When a door sensor generates an alarm or trouble condition, is the Government requiring the event to generate a visual notification on the security monitors, or is notification at the alarm panel/keypad sufficient?

Answer: We would prefer a visual notification on the security monitors.

Question: Is there an existing intrusion/access-control alarm panel in Building 242 that the new door sensors must integrate with, or should the contractor provide a standalone alarm panel?

Answer: There is no system currently in place to integrate with, the currently installed cameras have no alarm capability. Contractor will need to provide an alarm panel.

Question: Please confirm whether the camera/decoder network is to be a completely isolated, standalone LAN with no connection to AFNet or other Government networks. That was confirmed at the initial briefing.

Amendment 2 – Questions and Answers

Answer: At NO TIME will this system touch NIPR net. It will be a “stand alone system”.

Question: Does the Government have an approved switch manufacturer/model list, or may the contractor propose a commercial managed PoE switch meeting the applicable

TAA/BAA/NDAA/Section 889 and country-of-origin requirements?

Answer: The contractor may propose any commercial switch as long as it meets the requirements mentioned above.

Question: Is a centralized UPS for the PoE switch acceptable also does each monitor require dedicated backup power?

Answer: Yes to both a centralized UPS as well as for each monitor.

Question: What minimum UPS runtime is required?

Answer: We would prefer the UPS runtime to 4-8 hours in case of extended power outages.
