About this file

This is a Questions and Answers document for Air Force Solicitation FA461326Q0019 regarding Emergency Beddown/Shelter System/Readiness Training Equipment. The document clarifies technical specifications and contractual requirements for a 100% Service Disabled Veteran Owned Small Business (SDVOSB) supply acquisition comprising five CLINs: shelter system, power distribution, lighting assembly, generator, and related equipment.

Key technical clarifications include: CLIN 0001 shelter liners must meet MIL-PRF-44271 specification (lightweight, fire-retardant fabric); the system requires four ECU duct interfaces (16-inch or 18-inch diameter) positioned two on each short side offset of the entrance; hard doors are not required but highly preferred on one end, with zipper doors acceptable as cost-efficient alternatives. The offeror may source components from different OEMs provided the entire system operates as one fully functional unit upon installation, with the contractor bearing replacement costs for any incompatible components at no cost to the Government. The evaluation method is lowest priced technically acceptable; past performance is not an evaluated factor. All equipment must satisfy Buy American requirements with no nonmanufacturer class waiver available for NAICS 314910. Under FAR 52.219-33, at least 50% of total kit component costs must be manufactured by a small business concern in the U.S. Government market research confirms all major components are U.S. manufactured, eliminating DFARS domestic preference exceptions.

Solicitation FA461326Q0019 Emergency Beddown/Shelter System/Readiness Training Equipment Questions and Answers

1. For CLIN 0001, please identify the specific military fabric/liner standard intended by “Liner –

Mil Spec for Military Fabrics”.

Govt Answer: MIL-PRF-44271: This performance specification specifically governs liners and plenums used in military tentage systems. Fabric meeting this standard is typically lightweight

(around 5.5 oz/yd²), fire-retardant, and resistant to mildew and UV rays.

2. For ECU compatibility, please confirm the required number/location/size of ECU duct interfaces, including whether ducting is required on both short ends.

Govt Answer: Number of Ducts: 4 ECU duct interfaces per standard tent configuration. Two on each short side offset of the entrance.

Size: Standard ports are designed as large pass-through sleeves accommodating standard 16-inch or 18-inch diameter insulated military ducts

3. Also, may the five CLINs be sourced from different OEMs provided Carroway documents full interoperability and meets every salient characteristic, or is a single integrated OEM system required?

Govt Answer: It is the responsibility of the offeror to procure an entire shelter system kit with all salient characteristics that are compatible with each other and stand up one fully operational shelter system. If the entire set up does not operate as intended upon one full installation of the shelter system, the contractor shall be responsible for replacing equipment that will provide the intended function. If the generator is not compatible with the shelter system or if the lighting assembly does not fit the shelter system, contractor shall be responsible to procure replacement at no additional costs to the Government.

4. Please confirm whether past performance is an evaluated factor. If so, please confirm how an offeror with no relevant prime past performance will be treated and whether relevant major supplier/subcontractor/team-member experience may be considered.

Govt Answer: The solicitation does not request past performance. See Section L and M, pages

22-23 of the solicitation. This is lowest priced technically acceptable evaluation method.

5. For this 100% SDVOSB supply acquisition, please confirm the controlling nonmanufacturer/manufacturer-size or waiver requirements, if any, and any Berry Amendment, Buy American, country-of-origin, or other domestic-source requirements applicable to the offered shelter, power-distribution, light-kit, and generator components.

Govt Answer: There is no NonManufacturer Class Waiver for NAICS 314910. All specific equipment under each CLIN must fulfill the Buy American requirement.

6. FAR 52.219-33 (Nonmanufacturer Rule) is incorporated. Please confirm whether an SBA class or individual waiver applies or is anticipated for this acquisition. If no waiver applies, please confirm whether the Government intends the multi-CLIN shelter/power/light/generator requirement to be treated as a kit under 52.219-33, or whether the small-business-manufacturer requirement is evaluated by each end item/CLIN.

Govt Answer: This is accurate. There is no waiver for this class. RFO 52.219-33(c)(2) states that when the item being acquired is a kit of supplies, at least 50% of the total cost of the components of the kit shall be manufactured, processed or produced in the US by a small business concern.

Note that the offeror must be a SBA or third party certified Service Disabled Veteran Owned

Small Business Concern.

7. DFARS 252.225-7012 (Preference for Certain Domestic Commodities) and 252.225-7001

(Buy American and Balance of Payments Program) are incorporated. Please confirm whether any solicitation-specific exceptions or determinations apply to the shelter system, structural components, power distribution, light kits, or generators beyond the text of those clauses.

Govt Answer: Our market research has shown that all major components under CLINS 0001-

0005 are manufactured in the US, therefore, there are no exceptions applicable. These are commercial items readily available in the market.

8. For CLIN 0001’s two end doors, are hard doors required, or are zipper doors acceptable?

Govt Answer: Hard doors are not required, but they are highly preferred on one end. The contractor is responsible for providing the most cost efficient products that meet the salient characteristics in attachment
