Building 250 Wing Operations Center Security Camera System

Site Visit Questions and Answers (Q&A)

1. Are cameras located only on the new brick portion of the facility?

For Building 250, some of the cameras will be located in the stairwells, which have original brick or limestone walls. In these cases, we try to utilize existing penetrations and if an attachment (camera or conduit) to original brick is needed, attach into the mortar, not into the brick. I attached a handout to this document with recommended mortar attachment procedures from SHPO/NPS/CRM. The contractor is encouraged to ask for a walk-through with the CRM after more specific locations are identified that will give the viewing coverage that you need.

For Building 310, the following pictures show the new brick area where SHPO has already approved attachment of a camera. The west side may have an overgrown vegetation issue that needs to be dealt with to get the viewing coverage that you need. If this location will not work for the coverage that is needed, the CRM needs to be consulted with again as the SHPO concurrence is only for inside these boundaries.

2. Are only two cameras planned for each side of building 310?

Yes, east and west parking lots and building entrances.

3. Is there existing cabling infrastructure in building 310?

There is cabling currently being installed for the infrastructure in building 310.

4. What do the dots marked on the site map represent?

Updated map with identification markings.

5. Is there a specified number of cameras per entrance/exit location?

We are looking for at least one camera per entrance/exit with capability to cover avenues of approach.

6. Will facial recognition capabilities be required?

Yes, as listed in the PWS.

7. Can we confirm the doorway number for each entrance and exit?

The doorways do not have numbers on them on the engineering floor plan records.

Suggest they be confirmed during the initial site walkthrough.

8. Will existing equipment need to be removed prior to installation?

Yes, as listed in the PWS.

9. Will patching and painting be required after removal?

Yes.

10. Is the intent of ST-2 to focus on the stairway rather than the exit door on its level?

We want to be able to capture if someone opens the fire door and if someone walks down the steps.

11. Can a camera be mounted on the east wall outside of the basement exit (On the cinder block)?

The camera can be mounted to the smooth faced cinderblock or smooth cement faces.

The camera cannot be mounted onto the rough-cut limestone blocks.

12. Can the contractor draw power for their equipment in room B24?

Yes, they can use existing outlets. Note, they are usually 2 outlets per drop, so a power strip would be recommended.

13. Are blue lights applicable to this requirement?

The as built blue lights are separate from the contract and will remain in place.

14. Are B00 and B24 using existing TVs?

Yes, they can connect to contractor equipment via HDMI.

15. For B00 and B24, what is the desired location of the control station?

B00, southwest desk. B24, front row of desks.

16. Is the TV in B04 being furnished by the government?

Yes, a 55” TV will be supplied.

17. Does the TV mount in B04 need to be procured by the contractor?

18. In B04, is there only one station that is needed for the activation of the blue lights?

We are looking for a physical button on the north wall and the ability to interface with the 3 supplied telephone consoles through the provided relay box.

19. What is the voltage requirement for the B04 station?

Camera controllers/equipment will use 120-volt wall outlets.

20. Is there a camera to be installed in the COMM room?

No.

21. Will these cameras operate on an isolated/standalone network?

Isolated network.

22. Does the BAA/TAA requirement still exist?

Yes, the BAA/TAA requirement still exists.

23. What is the wire color required?

There is no specified color required.

24. Is there an Authority Having Jurisdiction (AHJ)?

The Cultural Resource Manager has delegated authority to make decisions only regarding the prevention of adverse effects to historic buildings such as mounting locations, penetrations and disturbance to historic building materials, color of equipment et. al. We would defer to MSgt Heck to speak to the appropriate authority for any code-related decisions.

25. Does building 34 need to have monitoring for this requirement?

Not currently, we are looking for future capability to send video data to building 34.

26. Is there a one- or three-year warranty?

One (1) year.

27. For the EAM lights, what is the complete functionality?

Ability to change color, brightness, flashing pattern at each light.

28. Is Pan-Tilt-Zoom (PTZ) capability a hard requirement for building 310?

29. Is a contractor-provided installation map required before the install occurs?

Not before, but upon completion of installation.

30. What is the install-date range for the fiber lines currently being installed between building 250 and building 310?

Anticipated install-date range for the fiber lines currently being installed between building 250 and building 310 are 29 September 2025 – 3 October 2025.

31. What are the requirements for the network switch in Communications Room #B13?

They can’t connect with any government switches.

32. For the outdoor security cameras, what are the required weather protection salient characteristics?

Reference PWS Paragraph 1.4.1, “The camera system will be expected to work in all weather conditions 24/7 without issue and provide tilt/pan/zoom functionality.”

33. What cable type is required for the security camera project (e.g., CAT6a, color, plenum rated, shielded/unshielded)?

If the wire is going in the ceiling, plenum rating, inside the basement area, shielded because of the collateral space.

34. What Video Management System (VMS) is currently used for the security camera system?

WiseNet Wave.

35. Please provide official solicitation for this project which also includes proposal requirements.

Please reference SAM.gov notice ID FA461325Q1029 Building 250 Wing Operations Center Security Camera System.

36. In Table 1.1 of Appendix B, redundant servers are called out for the camera system.

Should the redundant server be a hot standby or cold standby redundant server?

Hot Standby.

37. In Table 1.1 of Appendix B, camera resolution is called out to be 4k 8MP/12MP. This resolution is overkill for certain areas and impacts low light capabilities. Is it acceptable to adjust resolutions to meet the needs of the particular scene?

Resolution must meet the minimum requirements outlined in the performance work statement.

38. In Table 1.1 of Appendix B, it states cameras should be IP 54 and IP 64 rated. Does this apply to interior cameras? Is there an IK rating that needs to be adhered to?

These requirements are only applicable to the exterior cameras.

39. In Table 1.1 of Appendix B, it states that solar power is required for this work. Is solar with battery backup required for the cameras only or also for the servers? Does this requirement apply to support infrastructure as well such as switches and ancillary devices? Where is solar power required to be installed?

The solar power is only required for the cameras.

40. Are products provided required to be on the CMD and APL?

Yes. In accordance with paragraph 1.1.3.3 of the performance work statement, the Configuration Management Database (CMD) is applicable.

41. Are there any requirements for work within this facility?

In accordance with paragraph 4.7.2. of the performance work statement, “…normal operating hours of 8:00 AM to 4:00 PM Mountain Standard Time (MST), Monday through Friday, excluding base closures/down days and Federal Holidays.”

42. Are there any special requirements for camera requirements within this facility?

In accordance with paragraph 5.4.2 of the performance work statement, “Contractor shall comply with all current, applicable TIA telecommunication installation and testing commercial standards. All equipment shall meet all applicable TAA/BAA/NDAA requirements.”

43. Attachment 3 – Contractor response form has some selection boxes which appear to not have the appropriate selections available for the contractor to select. Please provide a revised form.

If appropriate selection is not available, please annotate your company’s specific selection within the quote.

44. Attachment 3 – Contractor response form, Relevant Experience. Are contractors allowed to propose experience of the team proposed to include subcontractors?

45. Typically support or services contracts are not interwoven with construction contracts.

Please confirm the options for the support will need to be included as part of the construction proposal.

This is a service contract. Options for the support will need to be included as part of the quote.

46. Please confirm the option year support/services portion will not prevent project closeout for the main installation and completion of the construction and installation portion of the project.

Option year support will be treated separately from the completion of the installation portion of the contract.

47. Are there specific requirements for cable colors for new cameras?

Reference question and answer #24.

48. 1.4.2 – Is the visual and audible alert when the fire door(s) open required on the monitor station or via horn/strobe in the field?

Yes, it must provide audible and visual alert to the camera system. Not needed for the horn/strobe in the field.

49. Are contractors responsible for providing escorts or will the Government provide any needed escorts?

Government will provide required escorts.

50. Please provide description or legend of colored circles on Camera Map PDF.

See Attachment 5 – Camera Locations Map (Revised 15 September 2025).

51. Please confirm contractor is only required to provide a power strip to power new workstation equipment at all monitor stations? The branch circuit from the panel is in place or will be provided by the Government.

52. How many ports are needed for room B24 installation?

This is a stand-alone system so this will be answered during system design and engineering.

53. Will the fiber from Building 310 terminate on a fiber switch, and the transition to copper cable for connection to the security camera network?

Fiber at buildings 250 and 310 will terminate on a Fiber Distribution Panel (FDP), any connection from the FDP to the camera system will be completed by the contractor by whatever means they require.

54. In table 1.1 of Appendix B, redundant servers are called out for the camera system.

Should the redundant server be a hot standby or cold standby redundant server?

To accomplish automatic failover redundant servers should be on hot standby.
