About this file
This document is a Post-Site Visit Questions and Answers (Q&A) document for a federal contract opportunity involving carpet replacement at Building 34, 2nd and 3rd floors at F.E. Warren Air Force Base. The Q&A addresses seven specific vendor inquiries about project details, including stair nosing specifications, plywood replacement procedures, flooring demolition concerns, wall base dimensions, carpet tile selections, debris removal, and stair replacement scope. Key clarifications include using vinyl carpet step nosing with a black color, potentially adding subfloor replacement through a bilateral modification with the Contracting Officer, using 4" vinyl or rubber wall base, and specifying two carpet tile types: Mohawk New Basics III Tile for offices and Kinetex Major Metro for hallways. The document confirms a dumpster will be allowed in the middle driveway area, and only carpet areas below stairs require replacement, not the stairs themselves.

Questions (Vendors) Answers (Customer)
1. Please advise on the type of stair nosing for the platform edge and if ADA requirement is applicable
Provide vinyl carpet step nosing sized for new carpet tiles with no less than 7/8" lip. Color to be black. ADA requirement is not applicable.
2. On the site visit we noticed the plywood separating. Which of the following should the contractor due.
A) As part of our bid to the government should we include the plywood demo & replacement B) As part of our bid to the government should we include the plywood installation over current subfloor C) Would this be a change order once the project starts. (this option would delay the project as the contractor would have to stop the project)
A) No B) No C) This would not be a change order in the commecial/commodity environment, but in the case that plywood demo/replacement and installation over the current subfloor is needed, it could be added as a bilateral modification through the CO.
3. Couple of areas in the building where the floor bond test was done showed the subfloor and the carpet to be bonded very well, in cases like this when the current flooring is demoed the subfloor will also come up in pieces. Should the contractor count this in there bid or this will also be done as a change order.
Contractor is to make every effort to prevent tearing up subfloor/plywood. If needed and unavoidable, any replacement of the current subfloor could be added as a bilateral modification through the CO.
4. Would the end user consider using 4.5” wall base in the same color and style to cover the old paint line from the previous wall base installation. No. Use 4” vinyl or rubber wall base.
5. The spec calls out for 2 different carpet tiles, but there is no finish schedule with the plans. Looking at the plans I’m assuming that the first spec is what they want to use and the second spec is like an ADD alternate?
Use NEW Mohawk New Basics III Tile BT400 24” x 24” Carpet tile or approved equal in offices and rooms per plan. Use NEW Kinetex Major Metro 18” x 36” modular planks or approved equal in hallways/areas marked HT per plan.
6. The specs ask for us to haul the debris off the base. We need to be sure that they will let us place a dumpster close to the area we’ll be working in.
A dumpster will be allowed with location worked out with building facility manager. The middle driveway area of Bldg. 34 has been used in the past.

7. Can you confirm the stairs that are marked as receiving floor replacement in the drawings (sheet a-103, 02 of 03) are to be included in the scope of work?
Only the carpet areas below these stairs require replacement. All stairs have rubber/vinyl stair treads and do not require replacement.
