Answer: No. This is a commodity buy only, with no install.
Are there any specific site access requirements or security clearances needed for delivery personnel?
Delivery person will need to have a clean record to get on base. Driving and legal.
Will the government provide unloading services, or will the contractor need to supply manpower?
The government will provide unloading services.
