About this file
This document is a set of Questions and Answers related to a federal contract solicitation for an Aerobics Blanket Purchase Agreement (BPA) at F.E. Warren AFB.
The key details are:
- This is not a new requirement, but an existing BPA with a previous award number of FA461319AA004. However, the current requirements have been modified.
- The Government will award a single BPA with a period of performance from 09/01/2024 to 08/31/2029.
- Offerors must provide a single unit price for the entire period of performance, but the Government will allow annual price adjustments upon BPA renewal.
- The Government will provide most of the necessary equipment, except the contractor must provide a portable sound system.
- The Government is using a Lowest Price Technically Acceptable (LPTA) evaluation method, evaluating price as the primary factor and past experience on a pass/fail basis.
- Offerors must submit quotes by 08/15/2024 and the Government may negotiate and seek revised quotes from selected offerors.

Question
Question/Comment/Clarification
Government Response
1) Is there an incumbent on this or is this a brand-new project? What is the previous award number?
This is not a brand-new requirement. Previous Aerobics BPA Award number: FA461319AA004
2)
What was the total amount of the previous contract?
Considering the evolving nature of the requirement, employing previous pricing from the last BPA as a direct comparison against the current pricing scenario may prove to be inadequate. This is primarily because pertinent aspects of the requirement have undergone considerable modifications since the period of the previous BPA, resulting in a significant shift in pricing factors and dynamics.
3)
Per the bid schedule provided, there is only one unit price for each class for the entire Period of Performance - which is one lump unit price from 01 September 2024 - 31 August 2029.
Would the government allow offerors to provide a unit price for the base year and each option year?
During the initial 12-month period, the agreed-upon prices will remain in force. At each subsequent annual BPA renewal, the contractor and government will collaborate to reassess and reestablish the price list. This joint review process will account for any changes in market conditions, economic trends, or service costs, ensuring that pricing remains fair and reasonable.
4) How should we include escalation for option years if we are only allowed to bid one unit price for the base year?
At each subsequent annual BPA renewal after the initial 12-month period the price-list will be reestablished.
5)
In the basic services paragraph, it is stated that the contractor shall provide materials and items necessary to instruct the group fitness classes.
However, in para 3.1.1 Equipment, it is stated that the Government will provide an aerobics room, spinning bikes, training equipment, sign-in sheets, and other equipment of a general nature needed to instruct the class. Please confirm all equipment will be provided by the Government, not the contractor. If you cannot confirm, please reiterate the specific equipment the contractor is responsible for?
The contractor will provide a portable sound system capable of playing music at an appropriate decibel level in which the music and audible group fitness instruction can be heard by class attendees. If available, the government will provide an existing sound system capable of broadcasting music. If the contractor’s mobile digital storage device is compatible with the existing sound system, the contractor may choose to use the government provided sound equipment.
6)
Per the SOW, all classes are to be held in person. If the offeror is capable of providing virtual and/or on-demand aerobics classes, would that be of interest to the Government? If so, this would need to be a separately priced item.
We currently do not have the capability to support online instruction.
7) If the offeror's Sam.gov representations and certifications are current/up-to-date, does the offeror need to complete Attachment 2?
Complete any provision not within SAM.gov.
8)
Having a LPTA evaluation for the three lowest priced offerors may not actually provide the Government the best value for this contract.
Would the Government consider changing the evaluation award criteria to make past performance more important than price?
Additionally, would the Government consider changing past performance to not just be ranked acceptable/unacceptable, but ranked higher on a scale of relevancy and recency, which would highlight offerors with low risk and high value?
LPTA with the subfactor of past experience will be the way moving forward.
