STATEMENT OF WORK
FOR
90 OG AUDITORIUM SOUND PROOFING INSTALLATION
1. Description of Work. The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, transportation, warranty, and other items and services necessary to perform the soundproofing installation as defined in this Statement of Work (SOW) at the 90th Operations Group, F.E. Warren Air Force Base, Wyoming. The contractor shall perform to the standards in the contract as well as comply with all federal, state, and local regulations.

2. General Requirements.
2.1. Work Plan/ Schedule. The Contractor shall provide a work plan/schedule as part of their proposal incorporating all equipment, tools, materials, supplies, transportation, labor, supervision, management, and other incidentals necessary to meet the requirements as stated in this SOW.
2.1.2. Unscheduled/Changes of Plan. Unscheduled work will not be a provision of this contract. The contractor must coordinate all changes to the schedule with the Contracting Specialist and the Contracting Officer 10 business days in advance for approval. The government reserves the right to refuse any work not scheduled in accordance with this
SOW.
2.2. Maintaining Common/Secure Areas. The contractor shall be responsible for any damage that is caused and restore the 90th Operations Group common and secure areas to their original configuration after servicing. The contractor shall also be responsible for immediately cleaning up any debris, spill, etc., which may occur during the project. The contractor shall clean up all refuse generated by contractor maintenance. The contractor shall be responsible for keeping common and secure areas free of refuse and debris.
2.3. Inclement Weather Schedule. The contractor shall conduct all installation, painting, and general maintenance during periods of inclement weather. However, in cases of severe weather and base closure, the Contracting Officer may authorize exceptions. When exceptions are granted, the contractor shall make up all work within 24 hours after the severe weather has terminated or travel is authorized on public road. The Contracting Officer is the only person that may authorize additional time.
3. Hours of Operation. The contractor shall perform the work required under this contract during the normal operating hours of 0730-1630 (MDT), Monday through Friday, excluding base closures/down days and Federal Holidays. Contractor may start the day of or the day after award of the contract.
4. Site Preparation/Installation.
4.1. The contractor is solely responsible for compliance with Occupational Safety and Health (OSHA) standards for the protection of their employees. The Contractor’s Contract Manager shall ensure specific safety requirements in Air Force Occupational Safety and Health (AFOSH) standards and Air Force technical orders are complied with by contractor personnel when non-compliance would clearly present the potential to harm or damage government resources (see DAFI 21-101, paragraph 2.16.). The Air Force is not responsible for ensuring that contractors comply with personal safety requirements that do not present the potential to damage government resources.
4.1.1. The contractor shall remove and dispose of approximately 2196 square feet of existing soundproof panels. The contractor shall remove and dispose of approximately
107.5 linear feet of chair rail. The contractor shall repair walls as required for a flush, level surface prior to install of approximately 2196 square feet of new soundproof panels. The contractor shall flush all electrical outlets and switches to finish level of panels. Contractor will be responsible for taking away all material prior to and at the end of project. A dumpster will not be provided by the government. The 90th Operations Group Facility Manager will maintain a log documenting the removal of any waste material to be tracked by 90th Civil Engineer Squadron and Bioenvironmental Engineering.
4.1.2. All soundproofing panels will have a minimum Noise Reduction Coefficient (NRC) of 0.4. Soundproofing panels will be equivalent to ezoBord (12mm thickness). The area surrounding the Control Room (Appendix B) will be ezoBord color BG07 or equivalent.
The remaining walls will use ezoBord color SG04 or equivalent. Material samples and NRC test ratings must be included with the bid if equivalent materials are used. NRC test results are only valid if the rating is consistent with installation method.
4.2. Environmental Compliance. The contractor shall be knowledgeable of and comply with all OSHA guidelines, applicable federal, state and local regulations and requirements regarding the cleaning and handling of the hazardous materials from the range. The contractor shall provide/wear all necessary Personal Protective Equipment (PPE) while performing duties associated with this SOW. The contractor is required to obtain an approved Safety Data Sheet (SDS) for any chemicals used during the cleaning process.
4.3. Installation. The contractor shall ensure that the installation of all equipment, panels, and any supporting items are installed properly. The contractor shall ensure soundproofing does not cover any existing outlets and switches. The contractor shall install panels with no gaps between panels. Once such said items are installed, they will make sure that there are no safety issues, and that all equipment works correctly. All areas need to be returned to a clean state, if repairing of the wall, ceilings, doors, needs to be accomplished, they shall do so prior to departure. The installation shall occur in these areas: Building 1292 Pre-Departure Room (156). A site visit has been scheduled prior to bid submittal closeout.

4.3.1. Contractors will not dispose of hazardous waste or items covered by the PWS without prior approval of 90 CES Hazardous Waste Program Manager. The contractor shall insure that in the event of hazardous waste or hazardous items, 90 CES will be contacted to ensure all discarded materials are properly identified, marked and specified for proper disposal.
4.3.2. During site work, the contractor shall minimize the generation of dust, mist, particulates, and excessive noise. Temporary barricades and caution signs are to be provided by the contractor around all work areas.
4.3.3. The Government shall evaluate the contractor’s performance by monitoring the contractor’s performance to ensure the work is completed efficiently. The Government shall evaluate the contractor’s performance through on-site inspections and receipt of customer complaints. The Government shall inspect each task as completed.
4.3.4. Contractor shall complete the entirety of the project within 30 days after contract award. Once access to the base has been obtained, Contractor shall complete the work within 10 business days or less.
5. Security Requirements.
5.1. A member from the section where the work is being done will unlock/secure (as needed) the main building, common areas, while the section escort will unlock/secure (as needed) all controlled areas during performance of the contract.
5.2. The contactor shall be required to produce information and documents needed to gain access to F.E. Warren AFB. A valid driver’s license, state issued identification card or passport, and automobile insurance will be needed. An official background check will also be conducted.
5.3. Anti-Terrorism
5.3.1. Notification: If the Contractor (contract employees/subcontractors) identify any suspicious activity, they shall contact the Base Defense Operations Center (BDOC) at 307- 773-3501 (On-installation)/Missile Security Control (MSC) at 307-773-2701 (Off-installation) and notify the CO and COR (if appointed) that they contacted the BDOC and/or MSC.
5.4. Operational Security (OPSEC). The contractor shall adhere to the following minimum requirements in support of this requirement:
5.4.1. Contractor personnel shall not discuss government operations in public or over unprotected or unencrypted communications. Controlled unclassified information (CUI) may only be transmitted as directed in this SOW.
5.4.2. The Contractor shall not post to company websites, publications, newsletters, or other media any images, data or information that reveal sensitive government operations, personnel, equipment, and/or classified or controlled unclassified information. When in doubt, company press releases related to this contract should be coordinated through Contracting Officer.
5.4.3. Because observation of events, operations, physical changes, etc. may reveal National Security information, specific restrictions are needed to preclude unintentional release of this information to unauthorized parties. Unauthorized disclosure and transfer of National Security Information is punishable under 18 USC § 793. Therefore, contractor personnel shall not disclose to unauthorized third parties, post to unofficial sites (including Social Networking sites) any images, data/information, or observed events that reveal sensitive government operations, personnel, equipment, including, but not limited to:
5.4.3.1. Tactics, techniques and procedures, production, or work schedules, any visible or concealed modifications, upgrades, additions to vessels, aircraft, or weapons or equipment;
increases, change, or decreases in work/deployment frequency or government personnel, vehicle, vessel, or aircraft movements; specialized equipment orders, deliveries, shipments, etc. Unauthorized disclosures and attempts to solicit this type of information by unauthorized third parties or others not affiliated with this contract shall be reported to the Contracting Officer.
5.4.3.2. Government issued badges, identification shall be removed and/or concealed from plain sight when off base and shall not be left in vehicles or unprotected areas. Badges and passes may not be duplicated, copied, or loaned to others. Lost or stolen identification badges, vehicle passes etc. will be immediately reported to the Contracting Officer and/or Installation Security Office.
5.4.3.3. Contractor employees visiting Government facilities shall maintain and provide, when asked, an identification badge provided by the government (i.e., DBIDS Pass).
Additionally, Contractor employees are subject to vehicle inspections while on, entering, or exiting, FEW AFB. The PM shall ensure Contractor employees understand and abide by the DoD and FEW AFB established rules, regulations and policies concerning safety and security.
6. Environmental Controls.
6.1. Compliance with Laws and Regulations. The contractor shall be knowledgeable of and comply with all applicable Interstate, federal, state, and local laws, regulations, and requirements regarding environmental protection, to include Section 01 57 19.05 32, Environmental Protection. In the event environmental laws/regulations change during the term of this contract, the contractor is required to comply as such laws come into effect.
If there is an increase or decrease in cost because of the change, the contractor shall inform the CO pursuant to notice requirements and negotiate a modification to the contract.
6.2. Notification of Environmental Spills. If the contractor spills or releases any substance contained in 40 CFR 302 into the environment, the contractor or its agent shall immediately report the incident to the F.E. Warren AFB Fire Dept at 911 (landline) or 307-773-2931 (cell phone). The liability for the spill or release of such substance(s) rests solely with the contractor and its agent.
6.3. Hazardous Material (HM). If hazardous materials will be used in the execution of this contract, the contractor shall comply with all federal, state and local regulations concerning the use, storage, and reporting of HM in accordance with AFMAN 32-7002, Environmental Compliance and Pollution Prevention. The contractor shall be required to obtain authorization per the Installation Hazardous Materials Management Program before ordering or purchasing any hazardous product and may not bring a HM onto F.E. Warren AFB property, nor use a HM, until the contractor receives all required authorizations. This authorization process may take up to three weeks. The contractor shall provide the information listed in Attachment 1 of Section 01 57 19.05 32 to request authorization for all hazardous materials proposed for use on FE Warren AFB or the missile field.
6.4. Green Procurement Program (GPP). In performance of this contract, contractors shall use Environmental Protection Agency (EPA) designated recycled content products, Information Technology (IT) Energy Star products/appliances, Federal Energy Management Program (FEMP) Designated Energy Efficient Low Stand By Power products/appliances, U.S. Department of Agriculture (USDA) Bio based/Bio preferred products, Environmentally preferable products, Electronic Product Environmental Assessment Tool (EPEAT) registered products, Water Sense or other water efficient products, non- or Low Ozone depleting substances under the Significant New Alternatives
Policy (SNAP), non or Low toxic or hazardous constituents (e.g. non-VOC paint) and any other environmentally sustainable product/method, to the greatest extent possible.
7. Contractor Personnel
7.1. Contract Manager: The contractor shall provide a contract manager who is knowledgeable of soundproof paneling installation and shall be responsible for the performance of the work. The contract manager must be able to read, write, speak, and understand English.
7.1.1. The contract manager shall have full authority to act for the contractor on all contract matters relating to daily operations of this contract.
