1) Are there any restrictions that will prevent the contractor from working a full and productive day (8am-5pm, MST) during the installation?

No, PWS 4.6.2

2)

Will the Government provide all necessary escorts required daily to complete the installation in a timely manner?

Note: A minimum of (2-3) escorts will be needed for (5-7) business days (or longer) contingent on each building’s accessibility.

The 90 CS Project Manager will arrange for escorts as required to gain access to the facilities.

Please confirm that all the information in Appendix B is accurate. The data in this table will be used to finalize the BOM and installation costs.

Note: Any discrepancies could impact the time on site and installation costs.

The PWS (Sec 1.1.1) installation requirements specify that the new LRE system will be installed parallel to the existing LRE system. If this is the desired approach, please confirm the Government will provide 110VAC power and an open NEMA power outlet at each building identified in Appendix B.

Yes, 120VAC is available

5)

If the installation of the new LRE equipment shall be installed parallel to the existing LRE system, please confirm that there is a minimum of one (1) open and available working copper pair at each building identified in Appendix B and terminates back to Bldg 65. Otherwise, will the contractor need to use one of the working pairs connected to the existing LRE (Campus-REX) system?

If one pair not available at location the reuse of current pairs in use is authorized.

Normal Hours of Operation (Sec 4.6.2) Are there any buildings that will require “after hours” access to install or cutover new LRE equipment?

None identified at this time.

Confirm that the network switch/router supports either copper or fiber SFP ports and how many open ports are available.

Clarification: We recommend connecting the Actelis ML2300 chassis to the Government switch/router using a fiber connection (SFP).

Please confirm that the Government switch/router can support fiber connections and has open fiber SFP/Uplink ports available.

Copper & you will be replacing existing switch to device cables on a one for one basis

Cross Base cable pair are the responsibility of 90 CS/SCOI Base Cable Shop to the existing Campus Rex/Campus Star LRE equipment.

Project Residue (Sec 1.1.3) Confirm that the contractor is only required to dispose of the existing LRE equipment and bears no responsibility whatsoever for any Government information contained in these devices.

Does the Government have any recommendations on where the residue can be disposed as we have no information on Federal, State, Local, and base environmental laws and regulations?

Contractor is responsible for disposal of new project equipment waste material… NOT existing LRE Equipment. The Government will dispose of existing LRE Equipment

Schedule of Work (Sec 1.1.8) The commencement of work can only be started after confirmation from the manufacturer on the availability and shipping schedules of all individual components that comprise the entire system.

Schedule of Work (Sec 1.1.8) Based on the requirements of (Parallel Install, Sec 1.1.1), it is anticipated that the new LRE system will require more than 5 business days to complete the installation and acceptance testing.

PWS Sec. 1.1.1. has been changed to remove Parallel Install requirement.

21)

Quality Assurance (Sec 4.2.1) How will a “change of scope” be administered by the Government should an issue arise either prior to or during the installation of the new LRE equipment?

Any changes to the contract deemed necessary by the customer and the contracting officer will be completed in accordance with FAR 52.212-5 as a modification.

22)

Normal Hours of Operation (Sec 4.6.2) During the planning phase of the project, the Government will identify any locations that require installation and cutover after normal business hours to avoid unnecessary operational mission impact.

Note: Please provide any location(s) listed in Appendix B that will require installation and/or cutover as this will impact the overall system installation and testing costs.
