RE: Solicitation FA461319RA008

Questions and Answers:

1. The provided wage determination, RFP_Attch_4_WD_WY190023, does not include a determination for

“Painter”. What wage is to be used in order to be compliant with the Davis-Bacon requirements?

The Wage Determination does not specifically list “Painters”, although a previous request from the DOL provided the following: Wage Rate $17.18 Fringe Benefit Payment $3.20. Once Awarded the Successful

Offeror will need to submit an SF 1444 for current wages.

2. 0001AA Install Plastic: Please explain? What will this line item be used for specifically?

Plastic may be used to protect the floor or other adjacent areas during preparation, texturing and painting.

3. 0001AW and AX Lead Based Surface. Can you explain why the estimated quantities are a lot higher than the last time this project was bid?

RFP Attch 2 BID SCHEDULE R1 Provided

4. 0001BB Why is this estimated quantity of 93,000 sf being used since it was not a line item on the past project?

5. Would it be possible to get the past year’s estimated quantities that were performed on the prior project?

The Bid Schedule was provided with the quantities to assist in preparing bids, which is based upon the final option year.

6. The provided Bid Schedule does not address many of the CLINs included in the previous Interior & Ex-terior Paint contract. For example, what existing CLINs would be used to paint a door or window? The missing CLINs are below:

MISC FEATURES

7. For ease of use, will an Excel version of the Bid Schedule be provided?

Yes

8. The solicitation documents under Section L, paragraph 4.2.3.1 Subfactor 1, asks to “Submit certification for the Abatement Supervisor, Lead Hazard Abatement Workers and Certified Risk Assessor pursuant to

40 CFR 745, Section 226. Given that this is an “Interior and Exterior Paint” solicitation where lead work is ancillary to the painting work and only has two CLINs for the “prep of Lead Based surface” for exteriors only, would it be more relevant to specify the EPA Renovation (RRP) requirement?

The various options for selection criteria were considered and although all the ones selected to be included in the solicitation may not be the most relevant to the entire contract they are necessary requirements.

9. Due to the Military Family Housing being privatized on a separate contract, is Section 02 83 19.00 10 –

Lead Based Paint Hazard Abatement, Target Housing & Child Occupied Facilities applicable? It addresses projects that are primarily lead abatement and not primarily painting. Including the costs of this section to all CLINs in the event that a project may be done in an applicable structure would greatly inflate the pricing.

Section 02 83 19.00 10 – Lead Based Paint Hazard Abatement, Target Housing & Child Occupied Facilities deals with various facilities other than military family housing that may house age 6 and under children and we never know when one of the buildings will need to be painted.
