2.8 HEAT INPUT REQUIREMENTS:

2.8.1 Preheat: Do not weld at ambient temperature below 32 degrees F, or when the surfaces are wet or exposed to rain, snow, or high wind. Ensure the temperature of the metals in the area where the welding is performed is not less than 50 degrees F. When the ambient conditions are such that the normal temperature of the base metal is below 50 degrees F, preheat the area surrounding the joint to provide a base metal temperature of 100 degrees F for a distance of at least 3 inches in all directions from the joint to be welded. Preheat in accordance with ASME BPVC SEC VIII D1 and ASME BPVC SEC V.

2.8.2 Interpass: In a multi-pass weld, the interpass temperature is the temperature of the weld metal before the next pass is started. Ensure interpass requirements are in accordance with ASME BPVC SEC VIII D1.

2.8.3 Post-weld: Do not apply a post-weld heat treatment to weldments unless noted in the applicable code qualified/certified welding documentation, WPS, PQR and WPQ.

2.9 INSPECTION AND TEST DURING CONSTRUCTION: If welding operations or weld testing is to be performed at a location other than the job site, the Government reserves the right to be adequately notified and to have representatives present at the time such welding operations are performed or weld testing is accomplished.

2.9.1 The Contractor shall perform visual inspection of all welds at each site. Nondestructive liquid penetrant examinations will be conducted on all welds at the welders first site (NDE at each subsequent site the welder completes will not be required).

2.9.1.1 Visual Examination: Visually examine welds as follows:

a. Before welding -- for compliance with requirements for joint preparation, placement of backing rings or consumable inserts, alignment and fit-up, and cleanliness.

b. During welding -- for conformance to the qualified welding procedure.

c. After welding -- for cracks, contour and finish, bead reinforcement, undercutting, overlap, and size of fillet welds.

2.10 ACCEPTANCE REQUIREMENTS: Welds are acceptable if inspection indicates conformance within the following limitations:

2.10.1 Cracks: All welding exhibiting any cracks, either in the weld metal or the parent metal, will be rejected.

2.10.2 Undercut shall not be more than 1/32 inch deep.

2.10.3 Convexity or reinforcement of a weld face shall not exceed the values given in Figure 5.4 of AWS Specification D1.1 and there shall be no overlap.

2.10.4 Fusion: Incomplete fusion or lack of penetration will not be allowed.

2.10.5 Inclusions: Slag inclusions, porosity and other fusion defects less than 1/16 inch in greatest dimension will be allowed if well dispersed and the sum of the greatest dimension in any linear inch of welded joint does no exceed 3/8 inch.

2.11 CORRECTIONS:

2.11.1 In lieu of rejection of an entire piece or member containing welding that is unsatisfactory or which indicates inferior workmanship, the corrective measures listed hereunder may be permitted by the COR, whose specific approval shall be obtained for making each correction.

2.11.2 Defective or Unsound Welds or Base Metal: Shall be corrected either by removing and replacing the entire weld, or as follows:

2.11.2.1 Excessive Convexity, Overlap: Reduce by removal of excess weld metal.

2.11.2.2 Excessive concavity of weld or crater, undersize welds, undercutting: clean and deposit additional weld metal.

2.11.2.3 Excessive weld porosity, slag, inclusions, incomplete fusion:

remove defective portions and re-weld.

2.11.2.4 Cracks in weld or base metal: remove crack throughout its length, including sound weld metal 2 inches beyond each end of the crack, followed by the required re-welding.

2.11.3 The removal of weld metal or portions of the base metal shall be done by chipping, grinding, oxygen cutting, oxygen gouging, or air carbonarc gouging and in such a manner that the remaining weld metal or base metal is not nicked or undercut. Defective portions of the weld shall be removed without substantial removal of the base metal.

2.11.4 Additional weld metal shall be deposited using an electrode preferably smaller than that used for making the original weld, and preferably not more than 5/32 inch diameter. The surfaces shall be cleaned thoroughly before welding.

2.11.5 Where work performed subsequent to the making of a deficient weld has rendered the weld inaccessible or has caused new conditions which would make the correction of the deficiency dangerous or ineffectual, the original conditions shall be restored by removing welds or members, or both, before making the corrections, or else the deficiency shall be compensated for by additional work done according to an approved revised design.

2.11.6 Caulking of Welds shall not be permitted.

2.11.7 Improperly fitted parts may be cut apart and re-welded. Members distorted by welding shall be straightened by mechanical means or by carefully supervised application of a limited amount of localized heat. The temperature of heated areas shall not exceed 1,200 degrees F (a dull red color). Parts to be heated for straightening shall be substantially free of stress and from external forces, except those stresses resulting from mechanical means used in conjunction with the application of heat.

2.12 PEENING: No peening shall be done on the root or surface layers of a weld.

Peening of intermediate weld layers may be used only if authorized by the COR and directed by him. Care shall be exercised to prevent overpeening which may cause overlapping, scaling, cracking, flaking or excessive cold working of weld and base metal.
