The solicitation is set aside for Total Woman Owned Small Businesses, with a NAICS code of 541511 and a $34M small business size standard. Key details include: the government requires 250 software licenses, an ATO/ATC compliant system, onsite training, and 2+ years of software maintenance. Government Response
1)
How many Trackers do you require? it says access to 250 motorola devices, is that for device visibility or asset visibility?
250 software licenses, not trackers.
It will essentially be both as the Motorola devices will already be within the assets being tracked.
2)
What security level does the contractor require?
No specific “security level”, but must meet the requirements and clearances to work on USAF networks outlined in the solicitation.
3)
Does the winning contractor become the sole supplier of mobile & fixed radio equipment?
No, we already have the radio equipment and
GPS antennas required.
4)
For existing devices, who bears the ongoing maintenance (cost & labour) overhead?
The Motorola inventory is maintained and managed by the 90 Communication Squadron.
5)
Is the tender limited to solely Motorola mobile & fixed radios (8000 & 9000 Series) or do they have other tracking equipment needs, e.g. asset trackers for non‐vehicular assets?
Just Motorola 8000/8500 series radios
6)
What is the qty of devices in operation now; what is the projected growth?
A: I could be wrong, but we have about 1,700 radios across all platforms. Honestly this is irrelevant to the contractor because we would most likely never want/need that many software licenses.
A: What is the requestors reason for asking how many are in operation? SFG should be the only concern.
7)
Is there an integration/transition plan There in a concept of employment, but once the required training for the end users is complete the entire system needs to be ready to go live.
8)
Is there an existing (detailed) requirement specification
a) data reporting & freq's
b) security & privacy
c) No. of end users and access controls
d) data retention requirements (period and data warehouse location
“Data Retention” How many hours/days does SFG need the data. Normal is usually 30 days. Data warehouse located in Bldg 65.
“No. of end users and access controls” Is this for the server? One Administrator. If access to the stored information, then how many personnel in
SFG require access to the stored data?
“Security and privacy” Motorola radios provide encryption.
“Data reporting and freq’s.” Freq’s are programed into current radios. No vendor access.
9)
How is civilian access managed (assume we need hands on with the radios from time to time)
Contractor access to radios will not be necessary as everything related to physical radio manipulation/software & GPS antenna installation will be completed by 90
Communication Squadron.
10)
To increase competition, are you able to change the Total Woman Owned Small Business Set Aside to just Small Business Set Aside with a Size Standard of Employees
No, Contracting will not be changing.
11)
If no to above questions, can you please change to a Size Standard in Number of Employees Small Business NAICS to increase competition?
No, Contracting will not be changing.
12)
Customer is asking for a 120 Day Project Completion Date. What are our lead times on equipment and software associated with this solution? What are the resource restrictions we currently have related to deploying a team for this implementation?
We will most likely need to ask for longer PoP based on other vendor implementations. Recommend to ask to extend the PoP to 180 Days ARO.
Customer is ok with changing to 120 days PoP from 60 days PoP.
13)
Does the government intend to use a GFE HPE ProLiant DL360 Gen9 Server as the vendor server? Note that Gen9 server is no longer under support from HP and will not be added to the maintenance and sustainment contract for support.
ProLiant DL360 will be supplied by the government. Maintenance/sustainment is managed by 90 Communication Squadron.
14) Motorola requests the removal of the SBSA. Contracting will be keeping SBSA in place.
15)
Assumption that FEW will provide requisite Form 1067 documentation from IMSC due to existing sustainment contract with GS.
Customer will submit 1067 once specific equipment has been identified. (AFGSC and
LMR PMO are aware)
